Minutes of the First Meeting of the Parish Council held on the 26th May 2005 at the Village Hall, Kington St. Michael that commenced at 8.15pm following the Annual General Meeting.

PUBLIC QUESTION TIME

Comments were passed and questions asked on the following:

  • Planning application No. 05/00290/S73A – Temporary use for off road motorcycle training and practice facility (1 year) at the Quarry, Off Grittleton Road, Kington St. Michael.

The main concerns were: Noise pollution, Dust pollution, Detrimental harm to the countryside. Ms LeQuesne informed the Council that she was intending to speak against the application at the Development Control Meeting on 1st June 2005.

  • The sign at ‘The Close’ reading ‘The Close’ is broken – The appropriate authority is to be contacted. (ACTION CLERK).
  1. MINUTES

The minutes of the Meeting held o the 24th March 2005 were signed as a true record.

The Minutes of the Annual Parish Meeting held on the 28th April 2005 were signed as a true record.

  1. DECLARATION OF INTEREST
Councillor Mrs M Hall and Ms C Marlow declared a prejudicial interest in any business concerning the Parish Plan and took no part in discussions.
  1. PLANNING MATTERS

The Clerk reported on the following:

  1. Applications received to date and comments passed to NWDC:
  • 05/00733/FUL – Manor Farm, Easton Piercy – Conversion of 3 barns to dwellings and stable block
  • 05/00737/LBC – as above
  • 05/00698/FUL – Erection of single storey rear extension at 6 Kyneton Way
  • 05/00753/FUL Extension at 76 Kington St. Michael
  1. Application decisions from NWDC received to date. Copies held at the

Clerk’s office.

  1. That the Parish Council had responded to an appeal at Hazeland

House, Kington St. Michael, however the appeal has now been withdrawn

  1. That an appeal for 3A Kington St. Michael had been dismissed by the

Planning Inspectorate.

  1. CAR PARKING/TRAFFIC ISSUES

Members raised concern regarding the following:

  • Increased amounts of Ragwort at the Quarry. This is to be reported to DEFRA (ACTION CLERK)
  • Overgrown vegetation on the approach to the village from the Dual Carriageway. This is to be reported to Highways. (ACTION CLERK)
  1. POST OFFICE SUB COMMITTEE

The representative for the Post Office Sub-Committee reported on the following:

  • That the Countryside Agency had visited again and all was well for the grant.
  • That a suggestion book had been placed in the Post Office
  1. FINANCIAL ISSUES
  • Grant aid requests were received from The Autumn Club, & The Parish Plan Committee.
    It was proposed and carried to award the Parish Plan Committee £250. The Parish Council did not favour awarding the Autumn Club with a grant on this occasion, however encourage them to request assistance when the need is greater. (ACTION CLERK)
  • It was proposed and carried that the Parish Council continue membership with Community First and the subscription fee is £32. (ACTION CLERK)
  • The Clerk reported that the Annual Return had been received from the External Auditor and that she together with the Internal Auditor would be looking closely at this within the next two weeks.
  • A financial report was circulated – copy attached – It was noted that there are 3 un-presented cheques. These are to be investigated. (ACTION CLERK)
  1. OUTSTANDING ISSUES

The Clerk reported that the following was outstanding:

  • The removal of the slide – Mr B Penny has been contacted on several occasions but to no avail. This issue has been devolved to the Chairman and Councillor Isaac.
  1. EXCHANGE OF INFORMATION/CORRESPONDENCE

The Clerk reported on the following:

  • A thank you letter from RAF Lynham for the letter of support the Parish Council sent following the tragic loss of Hercules XV179
  • A letter received from Joan Gilbert thanking the Parish Council for sending condolences.
  • An invitation was received from WCC/SBC to the First Meeting of the Wiltshire and Swindon Waste Development Forum to be held on 7th June at Trowbridge. Cllr Sealy may attend.

Mrs Durno reported that a disclaimer had been placed on the website adding protection for the Parish Council.

  1. CALENDAR OF MEETINGS

The date of the next Parish Council Meeting will be on the 21st July, commencing at 8pm and future meetings are the 29th September commencing at 8pm and 17th November at 7.30pm.
