Dear Sirs,
As a qualified locomotive engineer working for CN for 30 years I
would like to share my insights to your long awaited review.
I worked for ten years prior to the tragic events of February 8,
1986, better known as Dalehurst or the Hinton Train Collision. I was
on the road that night ahead of the Via #2 and meeting 403 a station
east of Dalehurst. I worked at the accident site for four days during
the clearing of the wreck. I saw things in those days that I prefer
not to go into at this time. I was also involved in 3 different
company investigations and I was asked/required to testify at the
Royal Commission headed by the Honorable Rene Foisey.
The Hinton Train Wreck and the events that followed have shaped my
career and life in ways I could not have imagined. I became involved
in the CN Employee Assistance Plan. Fighting for and helping to
develop the Critical Incident Response Program that is still in use
today.
It also inspired me to volunteer for the Alertness Assurance study
(CAN-ALERT '95), that was done in Jasper and Calgary. We studied,
tested and proved a number of things , that sadly have be largely
ignored to this day by CN.
I became more involved in my Union which I found to be the strongest
advocate of my health and safety. I have been President of TCRC
Division 898 for a number of years.
Lastly, I ran for public office and am now serving as a Councilor for
the Municipality of Jasper.
I would be pleased and honored if I could share my experiences and
insights to the Railway Safety Review.
In particular, I feel I could contribute in the following areas;
Sec.1.4 human factors; are employees appropriately qualified,
employee fatigue, illegal substances
Sec.2.3 Rule-making, and consistency of rule application
Sec.3 Environmental concerns, testing of emergency plans, pre
positioning of equipment and supplies, training, also spillage on the
right of way
.
