IV. IMPLEMENTATION GUIDELINES:

A.  Summer employment opportunities will be available for 10-month and 12 month intercession Baltimore City Public Schools (City Schools) teachers, paraprofessionals, and support staff. The 2012 summer employment period will be from June 18, 2012 through August 11, 2012. Any work or professional development activity between June 18, 2012 and August 11, 2012 for which a 10-month employee is to be paid by City Schools must be approved using the appropriate 2012 summer forms and processes. Educational Services Payment forms will not be accepted during the summer. All work and pay must be through established summer processes, procedures, and pay rates.

B.  Positions in all 2012 summer programs and projects, both instructional and professional development must be approved via the Summer PSTAR system or the 2012 Summer Personnel Budget Approval Form. All summer program requests should be submitted by July 1, 2012. Summer Program personnel requests must be approved by the Office of Teaching & Learning, Budget and Office of Human Capital (OHC) prior to hiring 10-month or 12 month intercession City Schools staff to work in the program. OHC will notify the Program Coordinators when their summer program staffing request has been approved and their positions may be filled. If changes are needed to the number or type of positions authorized for the program after the program has been approved, please contact Jerome Fenwick at 443-396-8885.

C. A Summer Employment Bulletin will be posted to the City Schools website and sent to schools for distribution that will provide a general overview of the major planned summer programs such as Elementary, Middle Schools and High School Review/Credit Recovery Programs. The bulletin will provide instructions to employees on applying for summer employment. It will also include job descriptions and summer employment applications forms. Employees interested in working in grades K-6 or non-traditional site-based programs will be directed to complete and forward their applications by June 11, 2012 to the Principals of the schools where they would like to work during the summer. Principals are to review the applications submitted and identify the employees that they would like to select for their approved summer positions. Please be mindful of the employee eligibility criteria defined in Section F below when making selections. Additionally, your assigned staffing specialists may be a resource to you in determining your selection criteria based on your needs. You will need information contained on the employee application to assign them to your summer payroll.

D. Beginning June 11, 2012, Principal/Program Coordinators may select and assign 10-month or 12 month intercession staff for their programs via the web-based employee selection program called the Summer Employee Entry System. Instructions for accessing and using the Summer Employee Entry System will be communicated via the ERP portal page on June 11, 2012. Just like last year, an Oracle Access ID is required to use the system. The selected employee name and identification number is also needed from the summer employment application form. The employee identification number is essential as there are a number of City Schools’ employees with the same name.

E. The deadline for completing your summer staffing selections is June 14, 2012. Employees must be selected using the Summer Employee Entry System in order for them to

appear on the summer program payroll. Please confirm that the summer program student enrollment supports the number of teachers being selected. Once selections

have been made, the Principal/Program Coordinator must notify the selected employees and

provide them with reporting instructions.

F. Summer Program Staff – Eligibility:

1.  10-month or 12 month intercession City Schools’ employees who have an active regular employment record in the Human Resources Management System (HRMS) for fiscal year 2012-2013 may be hired as summer employees for 2012 summer positions.

2.  Teachers must have valid professional teaching certificates (SPC and APC) and a satisfactory performance evaluation for the 2011-2012 school year. Teachers providing instruction for promotion or credit recovery must be highly qualified. Paraprofessionals providing instructional support in the summer school classroom are expected to be current Paraeducators, or have a high school diploma and a passing score (455) on the Para Pro qualification test, or have completed at least 48 college credits. The OHC will be checking employees selected by the Principal/Program Coordinator to ensure compliance with these eligibility criteria.

3.  Current Substitutes and Temporary Employees are not eligible. Employees who

resign, retire, or are non-renewed on or after June 30, 2012 are not eligible for 2012 summer employment.

G. Summer Programs Positions – Conditions of Employment

1.  Summer employees may only work in one summer position at a time and may not

be assigned to concurrent programs with the exception of participation in professional development programs that occur outside the normal instructional day.

2.  In accepting a summer position, the employee understands that orientation and/or training may be required and that he/she agrees be present beyond the instructional work day for such purposes as faculty meetings and collaborative work with teachers and other co-workers, if necessary. Additionally, the employee understand that he/she is expected to work each day in the entire summer program and to ensure their vacation plans so not conflict with the summer program dates for the position.

3.  By submitting an application, employees acknowledge they are aware that these employment opportunities are tentative and depend on the availability of funds and student enrollment. Therefore, employees may be released from summer positions at any time should the funding or enrollment not support the continuation of the position. As much advance notice as possible will be given.

4.  Employees may also be reassigned to vacant positions in other programs. Such reassignments must be approved by and coordinated through the Office of Human Capital prior to the actual movement of the employee.

H. Summer School Staff – Application & Selection Process

1. The Office of the Chief Academic Officer (CAO) will be asking those teachers interested in applying for middle and high school systemic summer school positions to apply directly through the Teacher i-Recruitment System and the CAO’s office will follow up directly with those individuals who meet the selection criteria.

2. Those teachers who are interested in applying for summer school positions in grades K-6, high school prep, or any other site based summer programs should complete a paper application included as part of the 2012 Summer Employment Opportunities packet. Individual Principals/Program Coordinators will be responsible for the selection of each summer school staff member with guidance from the OHC.

H. SUMMER PROGRAM PAYROLL

1.  Summer Payroll Record – Employees must be selected via the Summer Employee

Entry System in order for a summer assignment and payroll record to be created. Once

the summer assignment and payroll record are created, the employee will appear on the

summer sign-in sheets and summer payroll. Employees may not begin work without

an approved summer assignment and payroll record. Educational Services Payment

Orders will not be accepted during the summer. All work and pay must be through

established summer processes, procedures, and pay rates.

2. Time Submission - Biweekly submission of time worked is required for summer

employees to receive a paycheck. Please remember that only certified payroll contacts

and approvers may handle the summer payroll. The person responsible for timekeeping

for the program(s) at your location and the person responsible for approving time for

employees at your location must be a trained and certified Time Entry/Payroll Contact

or Payroll Approver. Contact Jonathan Nash in the Payroll Office at 443-642-3880 for

training and certification to do Payroll for the summer.

3. Paychecks for the employee's summer assignment will be distributed to the organization

indicated on the Personnel Budget Approval Form and Summer PSTAR transaction for the

summer position. Any questions regarding time submission, payroll approval for the

summer programs, or paychecks, are to be directed to Jerry Fleischmann, Payroll Manager
