Safety Specifications
These safety specifications are for reel and
rotary walk-behind and reel and rotary ride-on
power lawn mowers, ride-on power lawn
tractors with mower attachments, ride-on power
lawn and garden tractors with mower
attachments, and lever steer ride-on mowers.
These safety requirements help ensure uniform
operator environments. They apply to products
specifically intended as consumer products for
the personal use of a consumer around a
house. This standard also applies to all
aftermarket parts and accessories not provided
by the original equipment manufacturer.

Safety requirements laid down by the Consumer Product Safety Commission for walk behind power lawn mowers are to be found at the above link. The objective of this standard is to ensure reduction in cuts and amputations caused by contact with the blades of walk-behind power lawn mowers.
It requires generally that, for power lawn mowers with rotary blades:
(1) The mower’s blade must stop turning within 3 seconds after the operator lets go of the mower’s controls.
(2) The design of the rear mower deck and of the area around the discharge chute must keep the
operator’s foot from coming in contact with the rotating blade while his or her hands are on the
mower’s controls.
Reel-type mowers do not need to meet the performance standards. However, both rotary mowers and reel-type mowers must have a label that warns about the danger of cuts and amputation from contact with the blade.

This subpart A of part 1205 is a consumer product safety standard which prescribes safety requirements for certain walk-behind power lawn mowers, including labeling and performance requirements. The performance requirements of the standard apply to rotary mowers. The labeling requirements apply to both rotary and reel- type mowers. The standard is intended to reduce the risk of injury to consumers caused by contact, primarily of the foot and hand, with the rotating blade of the mower. A detailed discussion of the risk of injury and of the anticipated costs, benefits, and other factors associated with the standard is contained in Sec. 1205.8 Findings.
