The deal is overall a good one as it keeps the main pillars of the Commission's proposal. The Commission made declarations regretting the outcome on some aspects (end-of-series CO2, databases, Committee rules), on the necessary budget for Commission market checks as well as the role of the "New deal for consumers" to improve the consumer compensation framework (as requested by the European Parliament).
9.Outlook for amendment of the proposal: The European Parliamentendorsed the provisional political agreement reached on 7 December 2017 for a first reading agreement. It maintains the main pillar of the initial Commission proposal to reinforce type-approval testing (ex-ante compliance verification), to make market surveillance more effective (ex-post compliance verification) and to strengthen EU oversight allowing for EU-wide solutions. It also improved rules on transparency instead of cutting the link between testing bodies and manufacturers. It did not follow the Commission proposal on CO2, Committee rules and end of series.
10.Outlook for the adoption of Council's position:The Council adopted the proposal on 22 May 2018.

8.Commission's position: The European Parliament adopted 37 amendments. Most of the amendments proposed by the European Parliament are broad in their approach and redundant in nature as they stress issues which are already part of the guidelines. Furthermore, some amendments are not fully in line with the Commission's position. The European Parliament resolution is more socially ambitious than the Commission's original proposal while covering broadly the same policy areas. The Commission could nevertheless accept the inclusion of wording from the European Parliament position into the final text in a number of specific cases.
9.Outlook for amendment of the proposal: The Council Committees (Employment Committee – EMCO and Social Protection Committee – SPC) have finalised their work on the guidelines (5, 6, 7 and 8) and the amendments made by the European Parliament. On May 25, an agreement was reached in the Social Questions Working Party (SQWP) on the compromise proposal.Member Statesagreed to add wording on child poverty; wording on childcareincluding investment in early childhood education and care;a reference to the potential of people with disabilities;wording on tackling discrimination; wording on the role of the European Social Fund (ESF) to upskill the workforce; and a reference to the role of civil society. A paragraph was introduced to mention thepolicy dialogue between the European Parliament, the Council and the Commission on the guidelines.
10.Outlook for the adoption of the proposal: The Bulgarian Presidency envisages the adoption during the Employment, Social Policy, Health and Consumer Affairs Council (EPSCO) in June 2018.
