Police Report:
The members noted an apology from PCSO Lucchesi who had been scheduled to cover a shift in Warrington but had emailed the following report:
1 bogus call – a male on the phone was claiming he was from the company Talk - Talk, in order to gain access to personal back details.
1 Criminal Damage – a vehicle parked at the rear of the Pack Horse in and the drive windows was smashed. Unable to establish whether anything Has been stolen
3 incidents of anti-social-behaviour – Large of group of youths on bikes – neighbour dispute – Youths at Sainsburys
1 Door step incident – Bogus Caller
Attempt Burglary – Culcheth Health Clinic, CCTV inconclusive, no further enquiries
1 x Drink Driver – Arrested
2 x Off Road Motorbikes
We are continuing to pay passing attention for the youths at Sainsbury’s and are actively moving the youths on. Over all it has been relatively quiet.
The Chairman requested that the following reports from councillors and members of the public be brought to the attention of Insp. Drum:
1. Incidents of vehicles totally obstructing pavements at Hampson Avenue and Weaver Road, Culcheth, and pavement parking on the A574 Warrington Road, Glazebury
2. Vandalism of the Skate Park at Shaw Street Recreation Ground
3. The results of the “cyclists without lights” initiative

Members noted an apology from Cllr. Mrs H Campbell, due to ill health.
4.3 Minutes of Meeting Number 3
Resolution 17/16
The members approved the minutes of the meeting held on 8th of March 2016 as a true record.
4.4 Matters Arising
Public meeting – members noted a response from the Chief Executive regarding a complaint about the conduct of pupils exiting Culcheth High School via Culcheth Hall Drive. He had been advised not to attend the meeting due to the proximity of local elections. His investigation into damage to verges had suggested that this was mainly caused by vehicles. Neither he, nor the School managers had the authority to stop children walking on the grass, however both would keep the situation under assessment. With regard to pupils exiting School via Culcheth Hall Drive the School managers had made it clear that discussions are now exhausted and there is little he can do further.
Item 3.6.3 – members noted that the Police had commissioned a Health and Safety check into the management of the new Speed Indicator Devises. The Police had been informed that, as the equipment had been purchased on the understanding that they would manage removals/replacements, they would be expected to provide a solution to whatever was recommended.
4.5 Borough Councillors’ Report
Members noted from the meeting held on 21st March:
Recognition for the distinguished public career of Lord John Evans who had died recently.
Notice that the Council had adopted the “Living Wage” for its employees.
Notice that the Borough Council would present an alternative proposal to the HS2 spur for consideration by Transport for the North.
A vote of thanks was given to the Mayor and all those councillors not seeking re-election in May.
4.6 Reports from Sub-Committees
4.6.1 Finance Sub-Committee
No meeting this cycle.
4.6.2 Parish Land and Environment Sub-Committee
The members approved the minutes of the meeting held on the 29th of March 2016.
Members agreed that recent problems at Shaw Street Recreation Ground, and the formation of a list of issues for the attention of the Chief Executive on his visit to the parish would be added to the April agenda.
4.6.3 Law and Order Sub-Committee
No meeting this cycle.
4.6.4 Planning Sub-Committee
The members approved the minutes of the meeting held on the 4th of April 2016.
Members approved comment in respect of application 2016/27563 – 14 Bevin Avenue, and 2016/27774 – 17 Broseley Lane.
Members noted that application 2016/27160 – Savanah 19B and 19C had been approved with conditions.
4.6.5 Community Day
Members noted the minutes of the meeting held on the 29th March 2016.
4.7 Applications for Financial Assistance
No applications for financial assistance had been received.
4.8 Accounts for Payment
Resolution 18/16
That the accounts totalling £2360.59p for April 2016 be approved for payment.
4.9 Chairman’s Communications
The Chairman gave thanks to all members for their voluntary service to the community, stating that it was a difficult job not always fully appreciated. He also gave his thanks and best wishes to those members who would not be standing for re-election in May. Individual members added comments and good wishes to those not standing for re-election.
Members noted the receipt of Audit documents for 2015/16.
Members noted that Glazebury Primary School would be introducing nursery provision from September 2016.
4.10 Date and venue for the next meeting
It was confirmed that the Annual general meeting would be held at 7.30 pm on Tuesday the 17th of May 2016 at Glazebury Methodist Church which will be immediately followed by the Annual Meeting of Electors.
The meeting was closed and opened to the public.
Members noted a comment of disappointment that Culcheth High School Managers and the Borough Council had decided not to re-open discussions on the High School exit.
Members also noted congratulations and good wishes to all the councilors, particularly those not standing again.
