2. QUALIFICATION REQUIREMENTS – Mandatory Requirements and Knowledge, Skills and Abilities (KSA): You must provide individual responses on paper to each of the following Mandatory Requirements and KSAs.

(1) Must possess a broad understanding of the entire Idaho Army National Guard.

(2) Must possess a working knowledge of basic Army financial accounting principles; understanding of basic labor management, facilities information, environmental management, fiscal and business processes, and continuous improvement programs.

(3) Must possess a working knowledge of each ISR module, top loads and feeder systems that provides data to ISR such as IT Metrics, PRIDE, SIDPERS, ASIP and RPLANS. Understanding of the interface, linkage of the basics aspects of these feeder systems allows the incumbent to work as a liaison to alert the state staff to data issues potentially affecting dollars and program support. Must understand each database of record to the extent of being capable of reviewing data for consistence and completeness and correcting information when necessary.

(4) Must possess a working knowledge of the missions and requirements of all ARNG major subordinate commands and directorates within the State.

(5) Must possess knowledge of electronic databases and how to input and retrieve data through prepared reports.

(6) Must possess the ability to explain complex issues in a manner easily understood by personnel not familiar with ISR.

(7) Must possess the ability to teach and train software applications, business process applications and general administration with a military organizational focus. Incumbent must articulate and assist others with a decentralized ISR application process down to users of a facility or process owners at performance measure level.

(8) Must be proficient in personal computer skills and the MS Office suite of programs.

JOB TITLE: INSTALLATION STATUS REPORT (ISR)

STATE PROGRAM MANAGER

POSITION CONTROL NUMBER: 5841

INTRODUCTION: This position is under the direction of the Chief of Staff who provides general guidance and direction regarding program execution, with daily direction and oversight provided by the Construction and Facilities Management Officer (CFMO). The position is located in the Construction and Facilities Management Office (CFMO), Idaho Army National Guard (IDARNG), within the State of Idaho - Military Division. The purpose of this position is to serve as the Idaho Army National Guard’s primary Installation Status Report (ISR) point of contact for National Guard Bureau (NGB). Manage the State ISR Program to include ISR Infrastructure, ISR-Services, Services Cost data, and ISR Natural Infrastructure on a full time dedicated basis. Program management functions of the position are to improve states data collection and reporting within ISR modules to NGB, ACSIM, HQDA, and DOD. Modules of the ISR are used to establish requirements, while others are to justify other program requirements.

DUTIES AND RESPONSIBILITIES:

1. Manage the IDARNG ISR program as directed by the Chief of Staff. Establish and improve systems for data collection, data capture, quality control compliance, and follow up. Responsibilities exist from the inception each fiscal year to completion of quarterly reporting, close out of that year, and preparation for the next cycle. Responsible for the accuracy, quality, and timeliness of the ISR report submission. Recommends policy changes to Chief of Staff to improve and enhance the ISR process and reporting.

2. Provide support to each office/section/directorate in the state with system management of the ISR program. Coordinate input into the ISR from each appropriate directorate within the state. Supervise and assist efforts at ARNG Training Sites to conduct facility Infrastructure inspections and to report Services performance data, pacing measures, fulltime equivalents (FTEs), and resources.

3. Serve as the link to the Subject matter Experts (SME) at NGB with counterparts in the State. Maintain line of communication with NGB ISR POC and disseminate new or revised requirements, and offer expertise in interpretation and implementation. When no SME is available within the State, the incumbent coordinates with NGB to insure correct input.

4. Incumbent is responsible for quality control, including inspection of facilities, and data being submitted for Services, Services Cost, and Natural Infrastructure. Reviews data input for accuracy and completeness, and interacts with SME’s and directorates for corrective action. Reviews report comments offered by directorates and provides technical guidance and suggestions for improvement, to ensure comments are comprehensive, and adequately justify and/or explain the status being reported.

5. Create ISR generated reports and briefings for the Chief of Staff (CoS) and/or Adjutant General (AG) and Directorates, to include quality and quantity status of facilities, ISR services performed, and resources required to perform services. Recommend and obtain AG/CoS approval of ISR reports to allow submission to higher headquarters. Perform trend analysis at the sub-command, state level and reviews information to provide products, reports, and graphical representation to compare competing entities, multi-years and make recommendations of this information to command authorities.

6. Prepare and perform training for IDARNG Directorates, SME’s and unit personnel as required. Includes technical and procedural training via on-site presentations and briefings, e-mail, phone support and participation in other forums where ISR expertise on ARNG processes and procedures is required.

7. Prepare, coordinate and consolidate ISR After Action Reports (AAR) for submission to NGB for inclusion in the ACSIM after action review process. Receives after action issues from SME’s and Directorates, reviews for clarity and quality, and interacts with Directorates and SME’s for revision as needed.

8. As ISR subject matter expert for ISR programs, incumbent reviews feeder databases and monitors consistency of IDARNG ISR data flowing to receiver programs. Provides comprehensive answers to inquiries received from other programs/individuals regarding ISR information/data.

9. Understand and implement AR 210-14. Ensure that the installation Status Report (ISR) is part of AR 11-2 and AR 11-7 five year plan. Coordinate with the State IR Management Program for ISR audits as required or requested by state senior leadership.

10. Attendance at various seminars, conferences and training sessions out of state will be required given the technical nature of the position, to include Annual DA sponsored ISR Training Course, Construction and Facilities Management University, (CFMO-U), and quarterly training events sponsored by NGB. In-state travel may be required for the purpose of conducting coordination and training, providing technical support, and obtaining inspections and data required for ISR reporting.

11. Perform other related duties as assigned.

SUPERVISORY CONTROLS: This position is managed by the Chief of Staff who provides general guidance regarding program execution and direction. Incumbent works under the general supervision of the Construction and Facilities Management Officer (CFMO). Work is received in the form of raw data regarding facilities operation, maintenance, and construction. Work is performed independently within established guidelines with major changes in program procedures discussed with supervisor and Chief of Staff prior to implementation. Work is reviewed in terms of statistical analysis results and timeliness of product or problem resolution. Guidelines include DOD, Army, and National Guard Regulations in Facility Management, Energy Management, Installations and Reporting.

PERSONAL WORK CONTACTS: Contacts include supported IDARNG Directorates, directorate SME’s, CFMO Staff, USPFO and Budget Analysts, State Resource Office and National Guard Bureau. Strong oral and written communication skills are essential. Oral presentations will involve senior staff and general officer audiences and written presentations and reports will frequently represent the Adjutant General in narratives available to the Department of the Defense.

PHYSICAL EFFORT / WORKING CONDITIONS: The majority of work is sedentary and performed indoors. Work may require occasional lifting of moderately heavy items such as office equipment or supplies up to 50 pounds. Visits to construction job sites may require walking, standing, and bending to view meters and collect data. Incumbent must be able to work from heights to include ladders. Incumbent may work in weather extremes. Must be able to read and understand regulations, policies, and directives, and maintain certification requirements, if required. Incumbent will be required to travel for work related training, data gathering and inspections.
