Juli Beth Hinds, AICP is a senior project manager-planning with Vanasse Hangen Brustlin, Inc. based in VHB's North Ferrisburgh, VT office. At VHB, Juli Beth works on a wide range of land use, water resource, and community development projects for communities throughout New England.

She recently completed a stormwater utility feasibility study for the City and Town of St. Albans, Vermont,and is VHB's project manager for a national integrated water resource demonstration grant using LID techniques and green infrastructure management for the City of South Burlington, Vermont. She serves on the Water Environment Federation's Small Communities Committee and the Water Environment Research Foundation's Decentralized Research Advisory Committee. Juli Beth is a graduate of HollinsCollege (RoanokeVA) and has her master's in City and Regional Planning from Rutgers (NJ Turnpike Exit 10).

Chris is a Professional Engineer with over 25 years of experience as a designer, project manager and regulator in a broad spectrum of civil and environmental engineering applications. His primary expertise is in stormwater management and the site design and permitting process. Chris has a Bachelor of Science degree in Civil and Urban Engineering from the University of Pennsylvania. He is a NICET certified Land Management and Water Control Inspector and has received the Recognition Award for Outstanding Professional Service from Connecticut Engineers in Private Practice.

Chris is currently serving as a Stormwater Permit Engineer for the DEP. His duties have included inspection and enforcement of industrial, commercial and construction stormwater permits, coordination of state and federally funded stormwater projects and development of new permits and project funding proposals. Chris’ current focus is on the development of Connecticut’s “Phase II” stormwater program in response to the EPA mandate to regulate small municipalities and small construction sites

Mike is a is a Certified Profession in Storm Water Quality (CPSWQ) He is employed as a Senior Civil Engineer at HW Lochner Inc (LOCHNER) in Rocky Hill Connecticut. He has over 15 Years of diverse experience, which includes Environmental Investigation Oversight, Remediation Design and Construction Oversight, Storm Water Permit Engineer, and Hydraulic/Drainage Engineer for Transportation Projects and private projects. At LOCHNER, he supports the structures and civil disciplines with hydraulic, drainage, and permits needs. Mike has a Bachelor of Science degree in Environmental Engineering Technology from NorwichUniversity in Northfield, VT, and a Master of Engineering degree in Environmental Engineering from the University of Hartford in West Hartford, CT. He is licensed as a Professional Engineer in VT, CT, NY and MA. He is an adjunct professor at the University of Hartford, which he teaches Engineering Hydrology to undergraduate and graduate level students. In November 2006, he presented Forecasting Flood Events using the Army Corps of Engineers Hydraulic Modeling System for the Unionville Brook in Farmington, CT at the Association of Engineering Geologist in Boston, MA, In October 2007 he presented Hydrology & Hydraulic Programs at Your Fingertips at the New England Chapter of the International Erosion Control Association in BurlingtonVT.

Scott Perry, is a Certified Profession in Storm Water Quality (CPSWQ) working for Imbrium Systems in Rockville, Maryland and has been involved with various industrial and stormwater water treatment aspects for over 15-years, recently most focused on metals, and nutrient mitigation and stormwater treatment. Mr Perry is assisting with development of guidelines of stormwater runoff guidelines and design through a participation in the ASCE/EWRI Low Impact Development Subcommittee of the Urban Water Resources Research Council (UWRRC), the ASCE/EWRI Guidelines for Certification of Manufactured Stormwater BMPs Task Committees, in addition developing testing standards with the ASTM C27.70 Precast Concrete Products for Stormwater Management Subcommittee. Mr. Perry holds a B.S. in Pulp and Paper Engineering from SUNY, College of Environmental Science and Forestry, in Syracuse, New York.

Mr. Galkowski is Professional Engineer in Massachusetts is the regional technical engineer for Rinker Materials in New England and is responsible for providing technical support to engineers and municipal officials. He has more than 30 years of experience with stormwater design and construction for various municipal projects while serving as town engineer and director of public works for two central Massachusetts communities.
