Service Contract Act: The Service Contract Act (SCA) is applicable to this contract as it

applies to the entire 874: MOBIS Schedule and all services provided. While no specific

labor categories have been identified as being subject to SCA due to exemptions for

professional employees (FAR 22.1101, 22.1102 and 29 CRF 541.300), this contract still

maintains the provisions and protections for SCA eligible labor categories. If and / or

when the Contractor adds SCA labor categories / employees to the contract through the

modification process, the Contractor must inform the Contracting Officer and establish a

SCA matrix identifying the GSA labor category titles, the occupational code, SCA labor

category titles and the applicable WD number. Failure to do so may result in cancellation

of the contract.

Our consulting services include providing expert advice, assistance, guidance, or counseling in support of our clients' management, organizational, and business improvement efforts.

Kleimann aims to transform an organization's ability to communicate clearly and effectively through skills transfer to organizational workgroups. Kleimann allows experience to substitute for education requirements and additional education to substitute for minimum experience.

Kleimann’s criteria for substituting education for experience requirements or experience for educational requirements is shown in the following table.

GSA and/or the ordering activities may have access to any Kleimann employee resume (by request) before, during, or after that employee’s assignment to any GSA order. 1 - Commercial Job Title: Principal

General experience includes demonstrated leadership and organizational management skills with exceptional written and oral communications skills, including project plans, white papers, proposals, and formal presentations. Has demonstrated experience in managing all key project areas. Also provides strategic, financial, and business planning, management, and oversight for all projects.

The candidate will have experience managing two or more large programs or concurrent management of multiple complex projects or management of a business sector of a major company, from start to finish, in one or more of the following areas:

•  Qualitative Research - including demonstrated experience managing a program or project team responsible for implementing testing projects. Providing oversight for developing appropriate qualitative methodologies (such as focus groups, cognitive testing, usability testing) as well as analytical techniques (such as content analysis).

•  Organizational Improvement and Business Process Reengineering - including overseeing the facilitation, training, methodology, and evaluation; identifying best practices; managing change; modeling activities, data, methods, and practices.

•  Communication - including managing a team responsible for systems analysis of written documents and document distribution. Identifying best improvement and implementation approaches.

•  Training - including demonstrated use of all instructional systems design (ISD) phases, including audience and task analysis, development of course objectives, teaching points, exercises, and instructor scripts as well as development of evaluation at each of the Fitzpatrick four levels.

Responsibilities: Serves as the Program Manager of large multi-task efforts, applying a wide spectrum of disciplines for the planning, analysis, design, implementation, and support of assigned tasks.
