The Police Science program provides training for careers in law enforcement as well as related fields in corrections, forensics, probation, security and community service. The program offers one level of job entry training, as well as an Associate’s Degree designed to enhance professional skills and qualifications. The job entry training level is the Reserve Police Officer Certificate of Achievement. This level consists of the Peace Officer Standards and Training (POST) certified Module III and Module II, Basic Peace Officer Training courses. Satisfactory completion of these courses establishes eligibility for hire as a Level III or Level II Reserve Peace Officer in the State of California. With the Reserve Police Officer Certificate of Achievement a Police Science Associate’s Degree is attainable with an additional 18 units of required courses, 18 units of General Education and five units of electives.
Basic Peace Officer Training courses are non-traditional courses subject to state regulations prescribed by the California Commission on Peace Officer Standards and Training (POST). Students desiring to enroll in any POST certified Basic Peace Officer Training courses must be 18 years of age, possess a valid driver’s license, be fingerprinted and present a Department of Justice signed clearance letter to possess a firearm on the first day of class. There are also certain physical and moral character requirements for peace officers. Students wanting to register for POST courses at COD who are unsure if they meet the POST requirements are urged to contact the Academy Director or designee prior to enrollment. ·  A Reserve Police Officer Certificate of Achievement was approved by the Chancellor’s Office in Spring 2013. There have been 26 recipients of this new 19 unit certificate as of Spring 2014.
·  The Police Science Degree was only recently approved for implementation by the Chancelor’s Office in Fall 2013, and therefore no student data is yet available. However, we anticipate a significant number of students completing the Reserve Police Officer Certificate will pursue this new degree.
·  Currently there are 43 students enrolled in Module-III and 17 students in Module-II. Basic Peace Officer Training students come from throughout the Coachella Valley and surrounding communities. They are of diverse racial backgrounds with the vast majority being working Hispanic males, age 18-24, with high school diplomas. Roughly 15-20% of students are female. The Module III course is in high demand among these students as it offers a sought after immediate entry level qualification for the position of armed security officer as well as Level III Reserve Peace Officer. Attrition rates are consistently highest in the Module III Course due to new students unfamiliarity with stringent disciplinary and testing requirements.

The Basic Peace Officer Training Modular Courses must meet certification requirements from the California Peace Officer Standards and Training (POST). COD is fully certified by POST to present Modules III and II. Module I is no longer presented at COD. Until Spring 2011 the Riverside Sheriff’s Department presented Module I at COD using their own POST certification. The high cost to present the Module I course has been a factor in it not being offered. A significant number of successful graduates of COD Module II have gone on to complete Module I at both Riverside and San Bernardino Sheriff’s Academies.

Narrative Interpretation (source: Faculty)
BPOT enrollments declined from 2012 to 2013. Reasons included increased tuition costs, slow economy, and unavailability of local Module I course at COD in Basic Peace Officer Training that establishes eligibility for hire as a full time peace officer. Module III enrollment improved significantly in Spring 2014 following implementation of Police Science Degree and expanded a recruitment efforts with local high shools public service academies. Module II continued low enrollment through Spring 2014 due to high cost and significant student commitment to this 12 unit course. The Module III, BPOT 001 entry level course and Module II, BPOT follow on course has been offered every semester since 2001.

1.  Staffing for the POST certified Courses requires a full time classified assistant to maintain required files and records, administer secure high stakes testing and assist instructors with learning activites and practical skills training in 43 separate Learning Domains.
2.  A permanent funding source is needed for the part time Basic Peace Officer Training Coordinator and two part time Recruit Training Officers for the two modular POST courses currently operating. It is anticipated that POST certification for the intensive Module I course will possibly be sought and attained in the future, and additional funds for instructor, coodinator and RTO costs will be needed.

·  Facilities are state of the art including multi-media access, mat rooms, weight training and exercise room, physical agility training area, and five classrooms.
Program Challenges (source: Faculty working with Dean)
The Public Safety Academy Director is currently the only full time employee dedicated to the POST Basic Peace Officer Training Modular Course Program, Basic Firefighter Academy, Security Guard Training, and the Emergency Medical Services Programs. This posses many challenges in terms of handling the day to day clerical, confidential and instructional requirements dictated by POST, the State Fire Marshall, County EMS , BSIS and COD. Secure data entry for POST course revisions, instructor certification updates, instructor scheduling, POST testing, classroom scheduling, filing, ordering supplies, processing correspondence, evaluations, etc. are just a few of these responsibilities. Although COD Module II and III courses are fully certified by POST, the final, most rigorous and resource intensive Module I couse is not currently presented by the Riverside Sheriff’s Department, who holds the required POST certification for this course.
