BCV SHOW RULES

NOTES TO THE BCV SHOW RULES

1. All applications for Diploma Shows and Unbroken Cap Shows are considered by the Council to ensure that clubs are not disadvantaged by the allocation of too many shows on any weekend throughout the year.

2. The approval of show dates will be as per the following order of preference or priority;

1st preference is for Shield Competitions (or any other Council run show as determined from time to time).

2nd preference is for Diploma Shows (or combined Diploma / Unbroken Cap Shows).

3rd preference is for Standalone Unbroken Cap Shows.

Note; Auction dates will be requested of clubs. Any club holding an Auction on a Clubs Diploma date will risk losing their Diploma allocation the following year.

3. A list of approved Show dates will be published in the January issue of Budgie News.

4.ANIMAL WELFARE

The BCV strives to ensure the any Budgerigar that is referred to in this document meets and excels the guidelines set out in our ANIMAL WELFARE guidelines policy document found on the Council website

Violation of the Animal welfare guidelines may result disciplinary procedures as per Rule 9 PENALTIES FOR MISCONDUCT

HEAT CLAUSE

It is directed that all clubs abide by the following Heat Clause as introduced by the BCV with the Animal Welfare guidelines in mind.;

1. If the weather forecast on the 7pm ABC Nightly News on the night before any scheduled show is for 35 degrees or more for the locality of the show, NO Diploma and NO Exhibitor Points will be available or awarded.

2. Should the temperature forecast on the 7pm ABC Nightly News for the locality of the show be for less than 35 degrees, but on the day of the show exceeds 35 degrees then no penalty will apply.

3. Clubs cancelling their show shall be given the option of re-scheduling the show on any available, suitable and approved date in that same year.

4. In the event of cancellation of the show, the club secretary must notify the BCV secretary, all club secretaries and the BCV facebook page at their earliest opportunity.

1. DIPLOMA ALLOCATION REQUIREMENTS

The Budgerigar Council of Victoria may award Diplomas, trophies and exhibitor status points at its discretion for shows which it conducts and may, upon application, award Diplomas, trophies and exhibitor status points for competition at shows to which its patronage is extended, with the proviso that not more than one Diploma may be awarded to each affiliated Society in any one year.

Before Council exercises its discretion as to the awarding of a Diploma, trophy or exhibitor status points for a show, the following requirements must be complied with:

(a) UBC Requirements

(i) A UBC certificate and exhibitor status points shall be awarded to the best UBC in an open show, carrying a previous or current year BCV or ANBC approved ring, and owner bred and rung by the exhibitor, from their ring allocation.

(ii) A minimum number of 80 birds (excluding pairs) must be benched in the UBC section for allocation of points. This number is to be verified by the officiating judge.

(b) Young Bird Requirements

(i) A Diploma Certificate and exhibitor status points for Diploma Shows, between January 1st and December 31st, shall be awarded to the Best Young Bird carrying a previous year or current year BCV or ANBC approved ring, and owner bred and rung by the exhibitor, from their ring allocation.

(ii) A minimum number of 120 birds (excluding pairs) must be benched in the Young Bird Section for allocation of points. This number is to be verified by the officiating judge.

(c) Adult Bird Requirements

(i) Exhibitor status points shall be awarded to the Best Adult Bird carrying a BCV or ANBC approved ring, and owner bred and rung by the exhibitor, from their ring allocation.

(ii) A minimum number of 80 Adult birds (excluding pairs) must be benched in the Adult

Section for allocation of points. This number is to be verified by the officiating judge.

(d) Requests for Diploma Show dates must b e in the hands of the BCV Secretary by 1st June of the preceding year.

(e) The schedule of the show must conform with exhibitor status, classes and varieties as per the BCV

Classes for shows as published in the January edition of Budgie News.

(f) The judges appointed for the show must be current members of the BCV Judges Panel and eligible to judge Diploma Shows.

(g) In the event of any interstate or overseas judges being appointed, the judge must be of the equivalent panel position in their home state or country. Formal BCV approval must be obtained.

(h) At Diploma Shows, Senior Panel Judges are eligible to judge all birds. Probationary Judges are eligible to judge all birds, however a Senior Panel judge must view young bird placing’s prior to final judging being decided, while Aspiring Judges may judge only Adult, UBC birds and colour classes.

(i) The society holding the show must undertake to return the completed and signed BCV result sheet within 7 working days of the show to the officer nominated by the BCV. All ring numbers recorded must be verified by at least one official of the Affiliated Society conducting the Show.

2. EXHIBITOR STATUS POINTS SYSTEM

This performance based exhibitor status system was introduced on January 1st 1993. The elevation of a member through the various status levels is achieved by show results. The following are the details of exhibitor status and the elevation process.

(a) A member when first joining the BCV must enter the Beginner Section, unless that person has already been allocated a status level by a recognised interstate body, in which case the applicant will be accepted by the BCV at the equivalent level, but excluding Champion status.

(b) A former member when rejoining the BCV within a 3 year period will return to his or her previous status except for a Champion member who will return to the Open section.

(c) A member when rejoining the BCV after a period greater than 3 years may enter any section up to that of his/her previous status (excluding Champion) or alternatively may enter at the Beginner Section. Subject to formal BCV approval,

(d) Beginner Section: A member when first joining the BCV must show in the Beginner Section for 5 years or until such time as the member has gained 30 points at recognised shows. The member will be automatically elevated on January 1st of the following year into the Intermediate Section.

(e) Intermediate Section: A member can enter this section from the Beginner Section or when rejoining the fancy (refer rule 2a, b, c & d) and will remain in this section until such time as the member has gained 30 points from the recognised shows within a 3 year period. Once the points have been achieved the member will be automatically elevated on January 1st of the following year into the Open Section.

(f) Open Section: A member can enter this section from the Intermediate Section, the Champion Section or as a result of rule 2(a), (b) & (c). The member will remain in this section until such time as the member has gained 60 points from the recognised shows within a 3-year period.

Once the points have been achieved the member will be automatically elevated into the Champion Section on January 1st of the following year.

(g) Champion Section: A member can only enter this section from the Open Section and will remain in this section for 3 years, after which an aggregate of 20 points per year from recognised shows is maintained (i.e. 60 points in every rolling 3 year period). If the member fails to maintain this criterion, the member will revert to the Open Section on January 1st of the following year.

(h) After allocation at recognised shows, points will be assessed following the last Diploma show of the year. Members will:

(i) Lose accumulated points when promoted, or

(ii) Maintain the previous two years points if reverting back to Open status.

(i) Members are required to spend a minimum of 12 months in each section before progressing.

(j) Movement through the exhibitor status will only be effective on January 1st each year (except in the case of formation or dissolution of a partnership). Any resulting elevation or demotion will be communicated in writing by the BCV to both the member and all the affiliated Club Secretaries

(k) Points are allocated on the following basis:

NOTES:

1. (a). A National Show is hosted by each state or zone affiliated with the ANBC. BCV points that are derived from the National Show are specific to birds representing Victoria.

(b). A Shield Competition is either the BCV Adult Bird shield, BCV Young Bird Shield or the BCV UBC Shield.

(c). A Diploma Show is a show as defined in BCV Show Rules.

2. A Full Class is a class with a minimum of 20 birds benched by at least 3 exhibitors (excluding pairs). Council can at their discretion vary the number at designated shows.

3. Council reserves the right to allocate points to any show from time to time, even if these points are in addition to the points listed above..

4. The points required to progress through the membership statuses, must be accumulated by more than one bird.

5. (a). The best Young Bird will receive 10 points and the Diploma, provided a minimum of 120 Young birds are shown.

(b). The best Adult Bird in a Diploma Show will receive 10 points for the best Adult Bird provided a minimum of 80 Adult birds are shown.

(c). The best UBC Bird in an Open Show will receive 10 points for the best UBC Bird provided a minimum of 80 UBC birds are shown.

3. PARTNERSHIPS

(a) The formation, dissolution or retirement from a partnership and the partnership name, must be confirmed in writing within 7 days to the BCV Secretary by all members of the partnership. Individuals Points will be lost on the formation of a partnership. Partnership points will be lost on the dissolution of the partnership.

(b) When a partnership is established, the partnership must exhibit in the section of the highest ranking member of the partnership, excepting Champion. If a member has moved up a Status level by establishing a Partnership, and the partnership dissolves within three years, the members will revert to their original level.

(c) Each member must be a financial member of an Affiliated Society and a registered member of the Budgerigar Council of Victoria or a recognised Interstate Body, with the exception of immediate family partnerships.

(d) All members of a partnership must at all times show as the partnership.

(e) When a Champion status partnership is dissolved the individual members will revert to one level lower of membership status. (Clarification: it is the partnership that has claim to the membership status and not the individual.)

(f) In the event of a member of a Champion status partnership dying, the remaining partner/s will retain their current membership status. They will maintain this status as long as Champion Status conditions are met.

(g) The Secretary will notify all Affiliated Societies of any change to partnerships [refer rule 3(c)] as soon as notification is confirmed.

(h) Rings issued to a partnership may be either the individual’s code or a single partnership code.

(i) If a breach of rules is proven against any one member of a partnership, all members of that partnership will be held equally responsible.

(j) In the event of an Interstate partnership being formed, the partnership shall be treated as an individual [refer rule 3(d)], subsequently birds can only be exhibited with one state at a National Competition.

(k) A Widow or Widower of a member not being a member of the BCV may, on applying for membership apply for their deceased spouse’s Ring code. They shall then exhibit in their deceased spouse's status.
