Cam Parish Council would like to OBJECT to this application as major concerns were highlighted. The development is considered out of character in the area and overbearing on the site and the overdevelopment of the site would deliver a harmful development contrary to policy CP14 and HC1 of SDC local plan. There was no affordable housing included within the application. The number of car parking spaces identified is considered insufficient as 2 spaces per dwelling is considered the minimal requirement. The visibility splays to access the road directly onto the High Street at this location should be questioned as acceptable due to parking problems already noted on the High Street. There is a lack of amenity space. Concern regarding the mitigation for habitat and ecology has been raised a number of times with environmental and other authorities.

OBJECT – Overdevelopment and out of keeping contrary to policy HC1 of SDC local plan. The development would appear cramped and would not deliver a suitable home or have a layout appropriate for its surroundings.

The amount of land needed to provide 4 car parking spaces was questioned and reversing onto the road at this location in a well-known and used through road would not be acceptable causing possible highways safety issues.

Committee discussed their financial commitments looking forward next 3 years 2018-2020 in preparation for budget and precept setting. A number of projects were proposed but future agenda items will be required to discuss projects further. The following figures were AGREED as a proposal for recommendation to FPGP.

17.118To receive report on the condition of wrought iron bench at Jubilee Tree, receive costing quotes and agree further actions - MG
It was AGREED to authorise expenditure to the value of £400 for the total renovation of the Jubilee Bench which would include full shot blasting, removal and replacement of the bench, 2 pack epoxy undercoat + paint and replacement of suitable sustainable hard wood planks.

17.119To confirm notification of CIL levy amount and respond to request to defer payment until April 2018.
It was noted that the amount of £62.40 had been achieved through CIL levy payments up to date. It was AGREED to accept the arrangement with SDC to continue to collect the levy to a more meaningful pot per parish, proposing payments in April 2018 in line with the regulations.

17.120To receive information on Planning for the right homes in the right places: consultation proposals,

Noted - consultation setting out a number of proposals to reform the planning system to increase the supply of new homes and increase local authority capacity to manage growth. It was AGREED all members would reply to consultation individually.

17.121To receive notice of SDC consultation on local plan and agree actions
Noted - consultation for review of local plan will be running from 11 October 2017 to the 5 December 2017. Members were requested to consider open days at the parish council office to fully engage with the community. It was AGREED to hold an open day at the Christmas event on the 25th November 2017. Parish Cluster meetings scheduled for November 16th at 6:30 til 7:30pm for all local parish and town councillors to attend and a public open day from 3pm til 6:30pm for all residents.

17.122To note changes to Stroud District Council Planning Portal
Noted – new website planning portal at SDC. Members reported the website slow to respond and difficulty logging onto the measuring tool. Cllr Carter AGREED to update website with relevant information sheet.

17.123To note updates regrading telephone kiosks and agree actions - MG
3 update reports had been received from the community groups. (Attached). It was requested that the deputy clerk should contact groups and send thanks for hard work but request uniform signage on all boxes indicating the area.

17.124To note charges to SDC car parks, note future consultation and agree actions - BW
Parking charges in SDC car parks in Stroud, Stonehouse and Painswick are set to rise and come in to effect on Thursday 26thOctober 2017. Noted that over the next year the council will also be consulting on the possibility of charging in some of its other larger car parks, including Dursley, Nailsworth, Stratford Park, Minchinhampton and Wotton-under-Edge. Further information will be reported when available.
