Asda roundabout, Havant, exhibition response report, August 2014

Introduction

On 3 June 2014 an exhibition of proposals from Hampshire County Council to improve the ‘Asda roundabout’ in Havant was on display at the Park Community School. Opinions were sought on those proposals through written response on that day and over the next three week exhibition response period, either on paper or through the Council’s website.

A total of 69 responses were received, with 59 on paper and 10 electronically, as well as an additional 12 emails with comments on various topics.

Headline response results

1.  Do you support the objective of improving traffic capacity of the roundabout?

·  60 said yes, 6 said no and 3 did not indicate

2.  Do you support improving the junction of Parkhouse Farm Way & Purbook Way?

·  55 said yes, 5 said no and 8 did not indicate and 1 said “yes/no”

3.  Do you support improving the accessibility for pedestrians, cyclists and bus users?

·  59 said yes, 3 said no and 7 did not indicate

Headline outcomes

·  Removal of the proposed improvements at the junction of Farmhouse Park Way and Purbrook Way (east).

o  Residents fed back to us that they felt the proposal for a raised part of the road at the junction of Park House Farm Way and Purbrook Way to address concerns of road safety and bus delays did not go far enough. As a result, and to enable traffic issues at this junction to be properly investigated, this part of the proposal has been deleted from the current scheme and the junction will be given future consideration through the Havant District Funding Statement as funding becomes available.

·  Removal of the proposed bus stop and associated bus lane on the north of the Asda roundabout.

o  Residents also commented that they felt the bus stop and associated bus lane on the north of Asda roundabout was not the best layout, with a number of concerns raised at the exhibition and in writing. They have now been removed from the design and bus users are encouraged to use the existing stops a short distance away on Parkhouse Farm Way or Purbrook Way, depending on their final destination.

Question 2: Do you support improving the junction of Parkhouse Farm Way & Purbook Way?

In addition to the above, there were 15 people who made further comments, of which some were concerning multiple issues.

Summary of comments made:

·  8 comments regarded issues with the traffic lights

·  3 comment disagreed with improving Parkhouse Farm Way and Purbrook Way junction

·  3 comments were made in relation to the pedestrian crossing facilities

·  3 comments about how the improvements do not go far enough to make the junction safer

·  2 comments suggested the measures proposed for improving the junction were limited

Question 3: Do you support improving the accessibility for pedestrians, cyclists and bus users?

In addition to the above, there were 8 people who made further comments, of which some were concerning multiple issues.

·  3 comments were made about the need for additional pedestrian crossings, particularly on Larchwood Avenue (ASDA)

·  2 comments related to other pedestrian issues

·  1 comment about the junction being dangerous for cyclists

·  3 comments about other related issues, including the appropriateness of the bus stop on the roundabout

Exhibition response outcomes

There were a number of direct outcomes of the exhibition process. These were related to comments received from the public in writing at the event and those received during the consultation period, as well as from discussions held at the manned event.

The main changes to the design being:

·  Residents fed back to us that they felt the proposal for a raised part of the road at the junction of Park House Farm Way and Purbrook Way to address concerns of road safety and bus delays did not go far enough. As a result, and to enable traffic issues at this junction to be properly investigated, this part of the proposal has been deleted from the current scheme and the junction will be given future consideration through the Havant District Funding Statement as funding becomes available.

·  Residents also commented that they felt the bus stop and associated bus lane on the north of Asda roundabout was not the best layout, with a number of concerns raised at the exhibition and in writing. The proposed design now features the bus stop at a location on Purbrook Way (east) between the roundabout and Parkhouse Farm Way.

Appendix A: Comments received regarding Question 1

Regarding access to and exit from the Asda site

·  It needs to improve to relieve the build of traffic on to and off Purbrook Way. I think this plan needs to be reviewed as to exit and entry into ASDA from the Hulbert Road, angle tight for cars turning left.

·  The principal fault with the existing roundabout is the close positioning of the ASDA, Hulbert Road

·  I feel the most practical solution would be to divert the ASDA exit along the former Larchwood Avenue to a new junction on Hulbert Road, making use of the spare capacity on that road. The existing exit onto the roundabout from ASDA could then be closed off and the space used to make the Hulbert Road roundabout entry/exit larger and slightly further away from the Purbrook Way East entry/exit. Alternatively but harder in practice, is to create a new exit road using the existing ASDA service road to the north of the supermarket and connect to a larger B&Q roundabout. Other faults with the existing plans are as follows. The Purbrook Way East entry should be two lanes far earlier, at least as far back as 50 yards prior to the Park House Farm Way junction. The proposed bus stop at the north of the new roundabout is obviously going to be curved. This may cause trouble for the bus to align its doors to the kerb. (bus comment also included in Appendix C)

General traffic issues

·  Traffic build up needs action as it is dangerous.

·  The existing roundabout needs to be slightly enlarged and resurfaced with appropriate speed calming measures on the approach and exits.

·  Do not want to encourage more traffic onto the roundabout.

·  The traffic capacity needed to be addressed but the pedestrian capacity is also important and could have been better improved.

·  This is long overdue. Drivers think it is a race track at the moment. I hope there is a speed restriction in place.

Pedestrians concerns

·  But although I think the existing plans are a great improvement, there is still a disregard for pedestrians and a lack of safe crossing areas particularly the ASDA turnoff road.

·  The situation at the current roundabout is serious and needs development

·  We find the Purbrook Way to Parkhouse Farm way is difficult to use on key times. No pedestrian lights

Appendix B: Comments received regarding Question 2

Traffic Lights

·  The addition of traffic lights at this junction will be of great benefit.

·  Traffic lights at the junction of Parkhouse Farm way and Purbrook Way would have been a good idea. This is a notorious accident spot.

·  It would be a benefit of the addition of traffic lights at this junction.

·  Traffic in the morning backs up along Parkhouse Farm Way tailing onto Purbrook Way, there needs to be some way of regulating traffic at this junction.

·  This should reduce the tail back of traffic on all the roads.

·  There are more accidents from this area than there have ever been on the roundabout. Priority should be given to this area with traffic lights.

·  Not enough thought has gone into it, and it needs traffic lights.

·  The current junction is very dangerous for both cross-facing traffic and pedestrians.

Disagree with improving Parkhouse Farm Way and Purbrook Way junction

·  No improvement to access/ leaving Parkhouse Farm Way. Increased "rat run" Hulbert Road, Winchfield - access for industrial development to Hulbert Road at expense of residents numerous accidents at Parkhouse Farm way junction, no improvement

·  Not with the proposed speed humps/ramps. These proposed ramps are going to cause considerable damage to properties adjacent to this junction. What is required is better sign-age and enforcement of both speed restrictions and weight limits.

·  Westbound Purbrook Way traffic is usually at a stand still (ie stuck in a queue of traffic). The only solution is 'Keep Clear' markings. A yellow box may prevent traffic from moving since any available space may be taken up by cars pulling out from Park House Farm Way. A speed table may cause traffic to slow too much and cause traffic to build up back on to the roundabout.

Pedestrian Crossing

·  But again lack of pedestrian crossing at what is a very busy junction. Put it now, it will cost more to do later.

·  As far as I can tell there is very limited improvement in getting out of Parkhouse Farm Way onto Purbrook Way. No measures proposed for pedestrians.

·  The current junction is very dangerous for both cross-facing traffic and pedestrians. Need a pedestrian route further down.

Improvements on Parkhouse Farm Way do not go far enough to make the junction safer

·  I support improving it but the plans offer a token gesture rather than any real improvement to a junction which has more serious accidents than the ASDA roundabout.

·  I support the improvement of this junction but I don't believe enough has been done to eliminate the number of accidents. The traffic emerging from Park House Farm Way into Purbrook Way still face the same challenges.

·  Needs to be improved, I live right on the corner at 422 Purbrook Way and I would like someone to visit me and discuss what is planned, the amount of road traffic +40 lorries.

Measures for improving the junction are limited

·  No improvement to access/ leaving Parkhouse Farm Way. Increased "rat run" Hulbert Road, Winchfield - access for industrial development to Hulbert Road at expense of residents numerous accidents at Parkhouse Farm way junction, no improvement

·  As far as I can tell there is very limited improvement in getting out of Parkhouse Farm Way onto Purbrook Way. No measures proposed for pedestrians.

Appendix C: Comments received regarding Question 3

Additional pedestrian crossings, particularly on Larchwood Avenue (ASDA)

·  Hulbert Road North needs a crossing as well as ASDA.

·  A pedestrian crossing must be added on the ASDA slip road.

·  You have stopped short at supplying safe crossing for pedestrians at the ASDA slip road. This route is used by mainly school children and elderly residents.

Other pedestrian issues

·  Improved but the interests of pedestrians wheelchair or pushchair uses has not been given priority.

·  Particularly for pedestrians some people choose not to drive and yet they are being considered as an afterthought. It's not all about cars!

Junction being dangerous for cyclists:

·  Very dangerous junction for cyclists at present.

Other related comments

·  Further to access bus-stops and Asda.

·  [Support the improvements in principle], but not to make journeys longer.

·  The proposed bus stop at the north of the new roundabout is obviously going to be curved. This may cause trouble for the bus to align its doors to the kerb.
