TO ACCOMPANY PINELLAS COUNTYSTANDARD TECHNICAL SPECIFICATIONS FOR ROADWAY AND RELATED CONSTRUCTION (LATEST EDITION), AND FLORIDA DEPARTMENT OF TRANSPORTATION (FDOT) STANDARD SPECIFICATIONS FOR ROAD AND BRIDGE CONSTRUCTION - DIVISIONS II AND III ONLY (LATEST EDITION):

The Order of Precedencefor Pinellas County technical requirements shall be as follows:

(1)Contract addendums and/or construction change orders.

(2)Pinellas County Public Works Supplemental Specifications (Supplemental Specifications). Listed in Section D of this contract.

(3)Pinellas County Public Works Special Provisions (Special Provisions). Listed in Section D of this contract.

(4)Pinellas County Public Works Special Notice (Special Notice). Listed in Section D of this contract.

(5)Pinellas County Public Works Roadway Standard Technical Specifications – latest edition (Roadway Std. Tech. Specs.).

(6)FDOT Standard Specification for Road and Bridge Construction, Divisions II and III only – latest edition (FDOT Specifications). Division I is not applicable.

(7)Pinellas County Project Specific Construction Plans for this contract.

SPECIAL PROVISIONS

PAY ITEM NO. 005-0701 SURVEY, CONSTRUCTION LAYOUT FOR HABITAT MANAGEMENT PERMIT:

The specification for SURVEYAND LAYOUT BY CONTRACTOR shall be amended to include the construction staking necessary to establish location of a 36” (minimum) high, surface mounted barrier to be installed in order to denote the limits of where construction access or activities can be performed per the Habitat Management Permit.

Survey for Construction Layout for Habitat Permit shall take place prior to thecommencement of any construction activities and shall be performed as necessary so that the surface mounted barrier is maintained throughout the duration of the contract.

PAY ITEM NO. 005-0701 SURVEY, CONSTRUCTION LAYOUT FOR HABITAT MANAGEMENT PERMIT – the work specified in this Section shall be paid for at the contract unit price per LUMP SUM.

PAY ITEM NO. 005-0850 SURVEY, PERMITTING AS-BUILT:

The specification for PERMITTING AS-BUILT SURVEY REQUIREMENTSBY CONTRACTOR shall be amended to include additional requirements for as-built surveying:

  • Finished floor elevations for each architectural structure.
  • All drainage structure and pipe locations (horizontal and vertical), including pipe size, structure type, slot width, slot elevation, and invert elevations.
  • Datum to be usedshall be NAVD 88.

PAY ITEM NO. 005-0850 SURVEY, PERMITTING AS-BUILT – the work specified in this Section shall be paid for at the contract unit price per LUMP SUM.

PAY ITEM NO. 110-0100 CLEARING & GRUBBING:

The specification for CLEARING AND GRUBBING, shall be amended to include:

  • For the purposes of the bid, clearing and grubbing shall include the demolition and removal of all items, including trees, existing fences noted to be removedand abandoned utilities, which lie within the designated limits of construction or as directed by the Engineer. For the purposes of this bid, the approximate area of clearing and grubbing is 12.5 Ac. and the approximate tree removal count is as follows:
  • 4” to Under 8” DBH (Diameter Breast Height) = 57
  • 8” to Under 12” DBH = 43
  • 12” to Under 24” DBH = 59
  • 24” to Under 36” DBH = 8
  • Over 36” DBH = 1

The Contractor shall be responsible for verification of area and quantities.

Trees located within the construction limits shown to remain shall be protected with tree barricades as per the specifications. For trees outside of the construction limits requiring trimming, that work shall be performed by an ISA Board Certified Master Arborist (BCMA). The BCMA shall be retained throughout construction process and be available to closely supervise the tree protection measures during the construction phase including tree trimming and root pruning.

PAY ITEM NO. 110-0100 CLEARING & GRUBBING – the work specified in this Section shall be paid for at the contract unit price per LUMP SUM.

PAY ITEM NO. 120-0020, EXCAVATION, Unsuitable Material:

The specification for EXCAVATION, Unsuitable Material as stated in #120, EXCAVATION AND EMBANKMENTshall be amended to include:

The quantity of unsuitable material to be removed shall be measured from the point at which the road/trail base excavation ends to the depth shown in the plans or as directed by the Engineer in the field.

PAY ITEM NO. 120-0020, EXCAVATION, Unsuitable Material – the work specified in this Section shall be paid for at the contract unit price per CUBIC YARD.

PAY ITEM NO. 120-1100 GRADING:

The specification for GRADING,shall be amended to include:

  • Loss of soil material due to clearing & grubbing activities and shrinkage shall be accounted for in the lump sum pay item for grading.

PAY ITEM NO. 120-1100 GRADING - the work specified in this Section shall be paid for at the contract unit price per LUMP SUM.

PAY ITEM NO. 425-351-0000-CS, INLET, Ditch Bottom, FDOT Type F, Modified, < 10' (Control Structure S1)

The specification for INLET, Ditch Bottom, FDOT Type F, Modified, < 10' (Control Structure S1) as stated in #425, INLETS, MANHOLES AND JUNCTION BOXES shall be amended to include:

The work shall consist of furnishing all the labor, equipment, materials and installation of Control Structure S1, including skimmer, weir and ditch pavement as described and shown on the Control Structure Details in the Plans.

PAY ITEM NO. 425-351-0000-CS, INLET, Ditch Bottom, FDOT Type F, Modified, < 10' (Control Structure S1) – the work specified in this Section shall be paid for at the contract unit price per EACH.

PAY ITEM NO. 900-0100 SIGNS, PROJECT IDENTIFICATION, Erect & Maintain:

Description:The work consists of the furnishing of all labor and equipment required for the erection and maintenance of a 6feet x 4feet x 3/4inch plywood Project Identification Sign, at locations to be designated by the Engineer.

The sign shall be provided by the County, but shall be erected by the Contractor, and shall be maintained by the Contractor, to the satisfaction of the Engineer, for the duration of the construction period.

Measurement and Payment: Payment shall be at the contract unit price per LUMP SUMfor each project identification sign required.

PAY ITEM NO. 900-0200 OFFICE FOR THE ENGINEER

The specification for OFFICE FOR THE ENGINEER, shall be amended to include:

General Requirements:The field office shall consist of utilizing the existing Parks and Conservation Resources structure (house) located on the project site and shall include the furnishing all of the labor and equipment required for the operation and maintenance of the Office for the Engineer.

The following equipment and furniture will not be required: lighting; heating and cooling; restrooms; refrigerator; drafting table, security bars on windows and storage room. Electric outlet requirements and minimum floor space partitioning shall be as existing. All other conditions of Section 900-0200 shall apply.

The cost of pay item No. 900-0200 shall include the restoration of the existing Parks and Conservation Resources structure to its pre-construction condition.

PAY ITEM NO. 900-0200OFFICE FOR THE ENGINEER – the work specified in this Section shall be paid for at the contract unit price per EACH DAY.
