UNAPPROVED MINUTES OF
February 19, 2013
The Moody County Commissioners met in regular session on Tuesday, February 19, 2013 in the County Commissioners' Room in the Courthouse at 9:00 AM, with the following members present: Chairman Rick Veldkamp, Jerry Doyle, Tom Ehrichs, and Dan Miles, with Lori Schaefers, Auditor as Clerk of the Board. Absent: Commissioner Tom Peper. Also present was Billy Stitz of the Moody County Enterprise.
Chairman Veldkamp called the meeting to order. Motion by Doyle, seconded by Ehrichs to approve the agenda. All present voted “aye”. Motion by Miles, seconded by Ehrichs to approve the minutes of February 5, 2013. All present voted “aye”.
Motion by Miles, seconded by Doyle to authorize all interested Commissioners and Deputy Auditor Kay Peterson to attend the Commissioners/Welfare Officials Workshop in Pierre March 20-21. All present voted “aye”.
Motion by Ehrichs, seconded by Miles to adjourn to conduct business as Drainage Board at 9:05 AM. All present voted “aye”.
Motion by Ehrichs, seconded by Miles to conduct business as Board of Adjustment at 9:20 AM. All present voted “aye”. Motion by Doyle, seconded by Ehrichs to resume regular session at 10:05 AM. All present voted “aye”.
Brenda Duncan, Director of Equalization met with the Board. Motion by Miles, seconded by Doyle to authorize Duncan to attend the SDAAO Executive Board Meeting in Ft. Pierre on February 21 and to authorize Duncan to attend the SDAAO Conference in Pierre May 28-31. All present voted “aye”. Motion by Ehrichs, seconded by Miles to accept the resignation of Deputy Director Curtis Brooks with the effective date to be determined, and to authorize Duncan to advertise the job opening retroactive to February 8, 2013. All present voted “aye”.
Kristene Rancour, Ambulance Supervisor met with the Board to present the January 2013 ambulance report. Motion by Doyle, seconded by Miles to authorize Rancour and four part-time EMTs to attend the NREMT Testing in Tea on February 23. All present voted “aye”. Motion by Ehrichs, seconded by Doyle to approve the PHTLS certification class to be held in Flandreau March 2-3, with the cost being $65.00/book. All present voted “aye”.
Marc Blum, Highway Superintendent met with the Board. Motion by Ehrichs, seconded by Miles to accept the low bid for metal culverts, bridge materials, and cutting edges from True North Steel submitted to and accepted by the Beadle County Commission on January 7, 2013. All present voted “aye”. Motion by Ehrichs, seconded by Doyle to authorize Chairman Veldkamp to sign the Joint Work Agreement with Brookings County. All present voted “aye”. Motion by Miles, seconded by Doyle to authorize Chairman Veldkamp to sign the Joint Work Agreement with the City of Flandreau. All present voted “aye”. Discussion was held on equipment purchases and culverts.
Troy Wellman, Sheriff met with the Board. Motion by Doyle, seconded by Ehrichs to enter into executive session at 11:00 AM, pursuant to SDCL 1-25-2. Reason: personnel. All present voted “aye”. Motion by Doyle, seconded by Miles to resume regular session at 11:30 AM. All present voted “aye”.
Kelsie Thoreson - Teen Court Coordinator, along with Rachel Schaefer - Director of Operations of the Boys & Girls Club, Chuck Martinell – Moody County Boys & Girls Club Director, and Tom Brinker - AmeriCorps VISTA met with the Board. Motion by Doyle, seconded by Miles to authorize the Moody County Teen Court Program to utilize the Moody County Courtroom. All present voted “aye”.
Erica Rorvik, Moody County Librarian, along with Dan Sutton and Anna Duncan, Moody County Library Board Members met with the Board. Discussion was held regarding the Library Board members. Motion by Miles, seconded by Doyle to authorize the County to contribute $500.00 towards the purchase of a subscription to Overdrive, which is a full-service digital distributor of eBooks, audiobooks, and other digital content. All present voted “aye”.
Motion by Ehrichs, seconded by Doyle, to declare the following property surplus, and to dispose of it as it has no value, with all members present voting “aye”: DOE-battery backup, Sheriff-battery backup.
Motion by Miles, seconded by Ehrichs to adjourn to conduct business as Board of Adjustment at 1:00 PM. All present voted “aye”. Motion by Doyle, seconded by Miles to resume regular session at 2:40 PM. All present voted “aye”.
Shannon Pulscher, representing the Big Sioux Rodeo Club met with the Board to inform them of improvements they will be making to the Wally Koester Pavilion.
Jerry Doyle, Commissioner discussed issues regarding the Boys & Girls Club utilizing the Extension Building.
Kay Peterson, Deputy Auditor met with the Board to present poor relief cases. Motion by Miles, seconded by Ehrichs to approve county burial poor relief case #20130203 in the amount of $100.00. All present voted “aye”. Motion by Doyle, seconded by Ehrichs to approve county burial poor relief case #20130202 in the amount of $3276.25. All present voted “aye”. Motion by Miles, seconded by Doyle to deny case #20130101 due to no response from the patient to the information request. All present voted “aye”.
Auditor Schaefers presented the 2012 Annual Report and an analysis of the County’s performance. Motion by Ehrichs, seconded by Doyle to approve the annual report and to authorize Schaefers to publish the Annual Statements as required. All present voted “aye”. Schaefers also reviewed the estimated General Fund Surplus Analysis ending December 31, 2012. Motion by Doyle, seconded by Miles to approve the following resolution, with all members present voting “aye”:
RESOLUTION 13021901
WHEREAS, Moody County funds the Highway budget through tax dollars and revenue from car licenses, and
WHEREAS, the board of commissioners designated operating transfers out of the General Fund to the Highway Fund for 2013.
NOW, THEREFORE, BE IT RESOLVED that the Operating Transfer Out of the General Fund to the Highway Fund in the amount of $800,000 be approved as outlined in the 2013 Annual Budget.
