Standard Operating Procedures (SOPs)
This document provides an overview of the Inter-Agency transport and logistics services as well as coordination mechanismsestablished by WFP the Logistics Clusterto support all humanitarian cargo being delivered to the affected population in support of the Myanmar Georgian authorities’ response to the Caucasus Crisis.to cyclone Nargis.
The objective of the Logistics ClusterWFP Logistics is to provide assets, facilities and staff to ensure an uninterrupted supply chain of life saving relief items to the affected population: (set up of staging areas, strategic and tactical cargo movement by air, road, rail and and sea, mobile storage, ground transport capacity, infrastructure repair, office and accommodation facilities,and the necessary coordination and information management).
These proceduresis plan will be regularly updated as the situation evolves and operational requirements develop.

- SUMMARY OF WHICH INTER-AGENCY TRANSPORT AND LOGISTICS SERVICES
2.1Tbilisi (airport)
Tbilisi will serve as an entry point for cargo coming in by air.
With effect from 10 August 2008 (?) the services provided by WFP are:
- cargo offloading, receipt and temporary storage at the two WFP warehouses, that have been made available for inter-agency use;
- pallet-building and cargo loading for onward transport to warehouses in Tbilisi, Gori and Poti and/or directly to distribution points in Tbilisi, Gori and Poti;
2.2Poti (seaport)
Poti will serve as an entry point for cargo arriving by sea.
With effect from 10 August 2008 (?) the services provided by WFP are:
- cargo offloading, receipt and temporary storage at the WFP warehouse that is available to all agencies;
- pallet-building and cargo loading for onward transport to warehouses in Poti, Gori and Tbilisi and/or directly to distribution points in Poti, Gori and Tbilisi;
2.3Internal Supply Chain
Inland transport is provisioned by road and/or railway:
- from Tbilisi to Poti and Gori;distribution points, anywhere in Georgia;
- from Poti to Gori and Tbilisi or any other distribution point;;
- fFrom Gori to distribution points in Shida Kartli;
- fFrom any other origin wherethat cargo needs to be collected and transported to where the distribution should take place;
Transport mode is:
- by truck: Inter-Agency fleet (commercially contracted), managed by WFP
- by railway: from Poti to Gori or Tbilisi (commercially contracted); ….?
- Forward Hubs (?) how should we call it ?Warehousing
Services provided by WFP and/or other organisations at the Warehouses Forward Hubs ? (Tbilisi, Gori and Poti respectively) are:
cargo receipt and temporary storage;
- office and accommodation;
- loading for onward transport to distribution points;
- Depending on the volume handled, Oorganisations mightwill be required to provide warehousing personnel to facilitate the management of their commodities;
- Organisations will be required to co-organise collection and onward distribution;
- HOW TO ACCESS THE SERVICES
Organisations wishing to make use of the transport and logistics services are required to use the Cargo Movement Request (CMR) template (sample below, forms available at

To and from Tbilisi
Do we need this part ? In the Myanmar version they mention Bangkok as the Staging Area…. We don’t have this sort of thing here…
3.1Internal Georgian operations
The point of contact for all inquires, cargo movement requests and/or temporary storage requests is: E-mail , phone: +995 (8)91 60 10 31 or 899505051(?). Calling hours are between 08.30hrs and 18.30hrs Tbilisi time [GMT +4] Monday through Saturday.
All requests should be submitted at least 24 ? hrs in advance.
WFP will facilitate the cargo and dispatch schedule, based on the humanitarian priorities set by the National Authorities and Humanitarian Country Team. WFP Logistics will provide food and non-food item tracking services ? we are not really doing that, do we?
3.2Condition of services
When providing services under the SOPs, WFP acts as agent for the service users. WFP assume no responsibility for the transportation and/or for any loss or damage to the goods carried. Service users are responsible for making adequate arrangement for the insurance of their goods;

Cargo arrival at Tbilisi airport
All relief items entering Georgia through WFP Logistics services need to be delivered by the requesting organisation to Tbilisi airport where it will be received and put into short-term storage prior to dispatch. WFP will take responsibility for the cargo upon receipt at Tbilisi airport and prepare the load for onward transport to the warehouses in Tbilisi, Gori or Poti.
WFP will inform user of ETD and ETA for transport utilising Tbilisi airport.
- Customs Clearance Procedures: Relief items need to be pre-cleared with Customs Authorities in Georgia. Cargo arriving in Tbilisi through the inter-agency service will be cleared by the Customs & Warehouse Terminal in Tbilisi. Customs Clearance Procedures are available at As per the current procedures humanitarian relief importation is exempted from customs duties.

- COMMON LOGISTICS SERVICES – FROM TBILISI TO DESTINATIONS INSIDE GEORGIA
- The final consignee (in Georgia), destination and contacts must be clearly indicated on the cargo and in the request as well as any special cargo handling requirements (dangerous goods, cold chain requirements, etc). WFP retains the right to reject dangerous goods or cargos which cannot be carried by the rented trucks.
- GENERAL GUIDELINES FOR THE USE OF THE INTER-AGENCY STORAGE FACILITIES ARE AVAILABLE?
Regional staging area: BANGKOK
Bangkok will serve as a Regional Staging Area. The services provided by WFP are:
cargo receipt and temporary storage;
loading for onward shipment to Yangon Hub.
Yangon Hub
Yangon airport will serve as an entry point
Thilawa Port (25km south of Yangon) will serve as a potential inland waterway hub.
Services provided by WFP at Yangon are:
transit storage; managed by DHL
loading for onward shipment to Forward Hubs at Patthein, Kuang Mangay, Labutta, Bogalay and Pyapon and/or directly to hand-over points.
Internal Supply Chain
Inland transport is provisioned by inland waterways and/or road ex the Yangon Hub to the Forward Hubs (Patthein, Kuang Mangay, Labutta, Pyapon and Bogalay). Transport mode (red arrows) will be:
by truck: Inter-Agency fleet (commercially contracted) managed by WFP;
by boat: Inter-agency river boat fleet (commercially contracted) managed by WFP:
Forward Hubs
Services provided by WFP and/or other organisations at the Forward Hubs (Patthein, Kuang Mangay, Labutta, Pyapon and Bogalay):
cargo receipt and temporary storage;
office and accommodation (base camps to be established);
loading for onward shipment to hand-over points.
Organisations will be required to provide warehousing personnel to facilitate the management of their commodities.
Organisations will be required to organise collection and onward distribution.
HOW TO ACCESS THE SERVICES
Organisations wishing to make use of the transport and logistics services must use the Cargo Movement Request (CMR) template (sample below, forms available at /mm08a).
TO AND FROM BANGKOK:
The point of contact for all inquires, cargo movement requests and/or temporary storage requests is: , phone: +66 ……… Calling hours are between 08.30hrs and 19.30hrs Bangkok time [01.30z-10.30z] Monday through Saturday.
All requests for external air transport to Bangkok Staging Area need to be submitted at least 96 hours in advance.
All other requests must be submitted at least 48 hours in advance.
INTERNAL MYANMAR OPERATIONS:
The point of contact for all inquires, cargo movement requests and/or temporary storage requests is: , phone: tba ……… Calling hours are between 08.30hrs and 19.30hrs Yangon time [01.30z-10.30z] Monday through Saturday.
Requests must be submitted at least 24 hours in advance.
UNJLC will facilitate the cargo and dispatch schedule, based on the humanitarian priorities set by the National Authorities and Humanitarian Country Team. UNJLC will provide food and non-food item tracking services.
COMMON LOGISTICS SERVICES – FROM EXTERNAL TO MYANMAR
TO BANGKOK:
All relief items entering Myanmar through the Logistics Cluster Services need to be delivered by the requesting organisation to the Bangkok Staging Area where it will be received and put into short-term storage prior to dispatch. WFP will take responsibility for the cargo upon receipt at the Bangkok Staging Area and prepare the load for onward shipment to Myanmar

Cargo arriving by air or sea to the Bangkok Staging Area must be;
For cargo moving onwards by commercial flights: TBA
For cargo moving by chartered aicraft: TBA
Relief items need to be pre-cleared with customs authorities in Myanmar. Cargo arriving to Bangkok through the inter-agency logistics service will be cleared by ??Who?? through the ??Who??. As per the current procedures humanitarian relief importation is exempted from customs duties.

FROM BANGKOK TO YANGON:
WFP will inform users of ETD and ETA for shipments utilising the Bangkok/Yangon air bridge.

GENERAL GUIDELINES FOR THE USE OF HUBS
- The Hubs are transit hubsThe WFP warehouses in Tbilisi, Gori and Poti have been made available to all agencies. However, and they are not intended for longer term storage. This requires that organisations carefully manage their pipeline. To meet this requirement, organisations shouldmust prepare and provide a forecast of intended shipments to the Logistics Cluster 48 hoursWFP Logistics in advance prior to submission of actual request. Notification should be sent to using the Cargo Forecast Form, which is (available on .No shipments to a Hub should be undertaken without prior written acceptance from the Logistics (?) Cluster.
- Organisations delivering relief cargo to the Forward Hubsto Gori and Poti, for temporary storageneed to provide full details of the consignment and necessary documentation.
- Trucks will be availed to the Humanitarian Community for cargo relief transport to identified locations (Tbilisi, Gori and Poti).
