Council Meeting

7:00 P.M., Monday, December 2, 2013

The Long Prairie City Council met in regular session at City Hall, 7:00 p.m., Monday, December 2, 2013. Mayor Don Rasmussen called the meeting to order with the following present: Council members Lilah Gripne, Bob Klick, Art Rowan, Tony Towle, and Deputy Clerk Debra Blake.

Council member Gripne motioned Klick seconded to approve the council minutes of November 18, 2013. Motion unanimously carried.

Council member Gripne motioned Towle seconded to approve the following resolution #13-12-02-15 decertifying TIF District #1-7 (INH Apartments):

RESOLUTION 13-12-02-15

RESOLUTION DECERTIFYING

TAX INCREMENT FINANCING DISTRICT NO. 1-7 (INH Apartments)

LOCATED IN THE CITY OF LONG PRAIRIE, MINNESOTA

WHEREAS, the City Council of Long Prairie has reviewed the status of Tax Increment Financing District No. 1-7 (INH Apartments) originally established by resolution of the City Council on October 6, 2008; and

NOW, THEREFORE, BE IT RESOLVED, by the City Council of the City of Long Prairie, Minnesota, as follows:

Sec.1. That Tax Increment Financing District No. 1-7, Long Prairie, Minnesota is hereby decertified.

Sec. 2. That the Todd County Auditor be requested to return parcels in the District to the general tax rolls effective for taxes payable 2014.

Sec. 3. That the City Clerk is authorized to make available a copy of this resolution to the Todd County Auditor.

Adopted this 2nd day of December, 2013.

Motion unanimously carried.

Council member Klick motioned Gripne seconded to approve St. Mary of Mount Carmel Church’s request for a raffle permit for January 5, 2014. Motion unanimously carried.

The council discussed an ordinance amending Chapter 3 titled “Officers, Boards, Commission and Employees”. The council agreed there is some wording that needs to be clarified before they proceed with adopting the ordinance.

Council member Rowan motioned Klick seconded to table adopting the ordinance amending Chapter 3 until they have resolved the wording in the ordinance. Motion unanimously carried.

The Council discussed a letter listing projects and maintenance items of the Christie House. The council feels it is their responsibility to know where the money is being spent and would like a financial statement showing the revenues, expenditures, and fund balance of the Christie House.

Council member Rowan motioned Rasmussen seconded to withhold the 2014 contribution to the Christie House until the council receives a financial statement. Motion unanimously carried.

Council member Towle stated the Sentence to Serve crew has been clearing brush on the north end of the Frisbee golf course.

Council member Gripne stated the police department had 212 incidents in November. A drop box for drugs has been placed at city hall for people to drop off their expired and unwanted drugs. Long Prairie Police Department officers have completed defensive tactics and Taser training.

Jim Kreemer stated the fire department gave mutual aid to the Browerville Fire Department for the milk plant fire on Thanksgiving Day. A compressor on the 1st line pumper was replaced and the truck is back in service.

Council member Klick stated the park board is looking at replacing bathroom fixtures and painting Lion’s Park bathrooms. They are also replacing the garbage cans at the park.

Mayor Rasmussen stated Vicki Meyer has submitted her resignation from the Tourism Board effective January 1, 2014.

Mayor Rasmussen called to order a 7:30 public hearing on proposed resolution #13-12-02-16 adopting the 2013 tax levy. Jim Kreemer was present for the public hearing.

There being no questions from the public, Mayor Rasmussen closed the hearing at 7:31 p.m.

Council member Gripne motioned Rowan seconded to adopt the following resolution #13-12-02-16 adopting the 2013 tax levy, collectible in the year 2014:

ADOPTING THE 2013 TAX LEVY, COLLECTIBLE

IN THE YEAR 2014

Be it resolved by the City Council of the City of Long Prairie, County of Todd, Minnesota, that the following sums of money are to be levied for the current year, collectible in 2014 upon the taxable property in the City of Long Prairie for the following purposes:

Levy Purpose

General Fund $ 261,861

2006 G.O. Bond 179,952

2010 G.O. Bond 125,173

Total Levy $ 566,986

Council member Klick motioned Gripne seconded to adjourn. Motion unanimously carried. Meeting adjourned at 7:33 p.m.
