Job Title:Learning, Impact and QualityManager

Reporting to:Head of Influencing, Impact and Learning

Purpose of this role

The main purpose of this role is to:

  • Monitor and evaluate our programmes to ensure they are effective, appropriate and of sufficient quality.
  • Measure the impact and relevance of our programmes on the lives of persons with disabilities and their communities, and the cost effectiveness of our interventions.
  • Support learning across and between our programmes in order to develop a greater understanding of what really works and under what circumstances. This information will be used to improve our programming and to deliver practical information other organisations can use to replicate our successes and to build a stronger response for persons with disabilities.

Key responsibilities

Evidence and learning

  • Support the development of high quality monitoring, evaluation and learning frameworks/systems for programmes.Routinely monitor and evaluate our international programmes, delivering credible, high quality and relevant analyses.
  • Support International programmes staff to analyse and use data and programmatic learning, promoting an evidence-based approach in all aspects of our work.
  • Ensure data and programmatic learning are disseminated appropriately and made easily accessible across the Department and to key stakeholders in and outside of Leonard Cheshire Disability.
  • Help to ensure that our data and programmatic learning are integrated into new and existing programmes.
  • Routinely scan and disseminate evidence and learning from other organisations, identifying the practical implications of this information for our programmes and influencing activities.

Impact

  • Coordinate the development of and roll out a simple and cost effective management information system to centrally store and analyse programme data.
  • Improve data quality and provide training and mentoring in all aspectsof data collection, reporting and use of key metrics to staff and partners.
  • Develop and roll out credible tools to calculate the impact of our programmes globally, regionally and nationally, as well as their value for money.
  • Lead the production of the Leonard Cheshire Disability’s annual global impact report

Capacity building

  • Provide effective technical assistance to international programme staff in monitoring and evaluation during programme development, design and implementation.
  • Produce a Monitoring and Evaluation Manual supported by internal training tools that will provide clear standards and practical guidelines designed to ensure our programmes are monitored and evaluated effectively.
  • Develop a single repository of our evidence and learning, including relevant research and publications from external sources, that is accessible to Leonard Cheshire Disability team members worldwide.

Other duties

  • To manage independent monitoring and evaluation consultants and to develop contracts and terms of reference as necessary.
  • Undertake other responsibilities not outlined above which are appropriate for a role of this nature, including support to other LCD programmes as agreed with the line manager.
  • Provide cover within the team for others as required

Person specification

Essential qualifications

  • Educated to degree level in a relevant discipline. A relevant Masters’ Degree will be desirable.

Essential requirements

  • Substantial experience of monitoring and evaluating international development programmes, and of measuring their impact.
  • Practical experience of facilitating organisational learning
  • Proven ability to deliver technical support to a range of stakeholders, summarise data and motivate colleagues to deliver high quality information to tight deadline.
  • Experience of managing consultants
  • Willingness to travelto project sites.
  • Good understanding of accountability principles in terms of donors, and to beneficiaries.

Key competencies & skills required for the role

  • Ableto work well with staff in a supportive manner within a team, independently and proactively at all levels of the organisation
  • Ableto manage multiple and complex tasks under pressure and meet strict deadlines.
  • Able to develop strong relationships and work within networks
  • Excellent data management skills, and experience of finding practical ways to collect, manage and store data.
  • Excellent communication skills especially English language (both written and verbal), including the ability to analyse complex data and to summarise it for a range of different audiences.
  • Excellent IT skills, including a good knowledge of qualitative and quantitative data collection methods.
