Regulations Regarding the Institutions that Issue Certificates of Recognition in the Regulated Professions for Professional Qualifications Acquired in Foreign States
Issued pursuant to
Section 36, Clause 3 of the Law on Regulated Professions and
Recognition of Professional Qualifications
1. These Regulations prescribe the institutions that issue certificates of recognition in the regulated professions for professional qualifications acquired in foreign states.
2. The Latvian Union of Architects shall issue certificates of recognition of professional qualifications in the regulated profession of an architect.
3. The Latvian Association of Veterinarians shall issue certificates of recognition of professional qualifications in the regulated profession of a veterinarian.
4. The Latvian Association of Sworn Auditors shall issue certificates of recognition of professional qualifications in the regulated profession of a sworn auditor.
5. The Latvian Association of Land Surveyors shall issue certificates of recognition of professional qualifications in the regulated profession of a sworn land surveyor.
6. The Latvian Association of Property Appraisers’ Appraisers Certification bureau shall issue certificates of recognition of professional qualifications in the regulated profession of an immovable property appraiser.
7. The Latvian Pharmacist Society shall issue certificates of recognition of professional qualifications in the regulated profession of a pharmacist and a pharmacist’s assistant.
8. The Ministry of Transport shall issue certificates of recognition of professional qualifications:
8.1. in the regulated profession of a safety consultant (advisor) for the transport of dangerous goods and a safety consultant (advisor) instructor for the transport of dangerous goods, and
8.2. in the regulated professional activity of a head of operations for international road haulage, a head of operations for international passenger transport by road, a head of operations for domestic road haulage and a head of operations of domestic passenger transport by road.
9. The Medical Professional Education Centre shall issue certificates of recognition of professional qualifications:
9.1. in the speciality of a nurse (medical nurse) in the regulated profession of a nurse (medical nurse);
9.2. in the regulated profession of a midwife;
9.3. in the regulated profession of a doctor’s assistant;
9.4. in the regulated profession of a nurse’s assistant;
9.5. in the regulated profession of a cosmetician;
9.6. in the speciality of the regulated profession of a dentist’s assistant;
9.7. in the speciality of the regulated profession of a dental technician’s assistant;
9.8. in the speciality of the regulated profession of a dental hygienist; and
9.9. in the speciality of the regulated profession of a dental nurse.
10. The Union of Professional Organisations of Medical Practitioners of Latvia shall issue certificates of recognition of professional qualifications in the regulated profession of a physiotherapist, ergotherapist, optometrist, physiotherapist’s assistant, ergotherapist’s assistant, riding therapist, riding therapist’s assistant, technical orthopaedist, and audio-speech therapist (clinical speech therapist).
11. The limited liability company “Latvijas neatkarīgais speciālistu atestācijas un sertifikācijas centrs” [Independent Specialist Attestation and Certification Centre of Latvia] shall issue certificates of recognition of professional qualifications in the regulated profession of a welder of metal materials.
12. The Road Traffic Safety Directorate shall issue certificates of recognition of professional qualifications:
12.1. in the regulated profession of a driver of a power-driven vehicle in the speciality of a motorcycle driver and automobile driver; and
12.2. in the regulated profession of a driver of a vehicle carrying dangerous goods by road.
13. The State Agency for Technical Surveillance shall issue certificates of recognition of professional qualifications in the regulated profession of a driver of a power-driven vehicle in the speciality of a tractor-type machinery driver.
14. The State Pedigree Inspectorate shall issue certificates of recognition of professional qualifications in the regulated professions in the field of breeding activities.
15. The Ministry of Education and Science shall issue certificates of recognition of professional qualifications in the regulated profession of a teacher.
16. The Certification Commission of Sport Specialists shall issue certificates of recognition of professional qualifications in the regulated profession of a sport specialist.
17. The Latvian Council of Sworn Advocates shall issue certificates of recognition of professional qualifications in the regulated profession of a sworn advocate.
18. The State Railway Technical Inspectorate shall issue certificates of recognition of professional qualifications in the regulated professions of the railway transport sector.
19. The Registry of Seamen of the State stock company “Latvijas Jūras administrācija” [Maritime Administration of Latvia] shall issue certificates of recognition of professional qualifications in the regulated professions of the maritime sector.
20. The State agency “Civilās aviācijas aģentūra” [Civil Aviation Agency] shall issue certificates of recognition of professional qualifications or equivalent documents in the regulated professions of the civil aviation sector.
21. The Latvian Medical Association shall issue certificates of recognition of professional qualifications:
21.1. in specialities, sub-specialities and additional specialities in the regulated profession of a doctor; and
21.2. in specialities and sub-specialities in the regulated profession of a dentist.
22. The Latvian Association of Nurses shall issue certificates of recognition of professional qualifications:
22.1. in specialities in the regulated profession of a nurse (medical nurse):
22.1.1. a child nurse;
22.1.2. a nurse of dermato-venereolgy;
22.1.3. a nurse of diabetology and endocrinology;
22.1.4. a nurse of diet;
22.1.5. a nurse of endoscopy;
22.1.6. a nurse of phthisio-pneumonology;
22.1.7. a nurse of functional diagnostics;
22.1.8. a nurse of gynaecology;
22.1.9. a nurse of infectology;
22.1.10. a nurse of intensive therapy and anaesthetics;
22.1.11. a nurse of surgery;
22.1.12. a nurse of narcology;
22.1.13. a nurse of neuro-surgery;
22.1.14. a nurse of neurology;
22.1.15. a nurse of opthalmology;
22.1.16. a nurse of oncology;
22.1.17. an operation nurse;
22.1.18. a nurse of psychiatry;
22.1.19. a nurse of x-ray and radiology;
22.1.20. a nurse of public health;
22.1.21. a nurse of therapy;
22.1.22. a nurse of transfusiology;
22.1.23. a nurse of traumatology and orthopaedics;
22.1.24. a nurse of podiatry;
22.1.25. nurse of haemodyalisis and kidney transplantation;
22.1.26. a nurse of peritoneal dialysis;
22.1.27. a nurse of urology;
22.1.28. a radiology assistant;
22.1.29. an outpatient medical nurse;
22.1.30. a nurse of physical therapy;
23.1.31. a nurse of emergency medical assistance; and
22.1.32. a nurse for schools and pre-school institutions;
22.2. in the speciality in the regulated profession of a cosmetician;
22.3. in the specialities in the regulated profession of a midwife; and
22.4. in the speciality of a biomedical laboratory assistant in the regulated profession of a laboratory assistant.
23. The Building Specialist Certification Institution of the Latvian Association of Civil Engineers shall issue certificates of recognition of professional qualifications in the regulated profession specialities of a civil engineer and construction technician in the appropriate regulated spheres of the accredited fields.
24. The Building Specialist Certification Centre of the Latvian Association of Heat, Gas and Water Technology Engineers shall issue certificates of recognition for professional qualifications in the regulated profession specialities of a civil engineer and construction technician in the appropriate regulated spheres of the accredited fields.
25. The Latvian Maritime Association’s Specialist Certification Centre shall issue certificates of recognition for professional qualifications in the regulated profession specialities of a civil engineer and construction technician in the appropriate regulated spheres of the accredited fields.
26. The Latvian Amelioration Association’s Hydroamelioration Construction Specialist Certification Centre shall issue certificates of recognition for professional qualifications in the regulated profession specialities of a civil engineer and construction technician in the appropriate regulated spheres of the accredited fields.
27. The Latvian Railwaymen Society’s Certification Centre shall issue certificates of recognition for professional qualifications in the regulated profession specialities of a civil engineer and construction technician in the appropriate regulated spheres of the accredited fields.
28. The Latvian Association of Energy Construction Certification Centre shall issue certificates of recognition for professional qualifications in the regulated profession of an electrical engineer, specialist of electrical engineering and electrical equipment, electrical engineering technician and electrical assembler.
29. The Latvian Electroenergy Society’s Certification Bureau shall issue certificates of recognition for professional qualifications in the regulated profession specialities of an electrical engineer, electrical engineering technician and electrical assembler in the appropriate regulated spheres of the accredited fields.
30. The Certification Department of Latvia’s Electricians’ Brotherhood shall issue certificates of recognition for professional qualifications in the regulated profession of an electrical engineer, specialist of electrical engineering and electrical equipment, electrical engineering technician and electrical assembler.
31. Cabinet Regulation No. 541 of 17 December 2002, Regulations Regarding the Institutions, that Issue Certificates of Recognition for Regulated Professions for Professional Qualifications acquired in Foreign States (Latvijas Vēstnesis, 2002, No. 188) is repealed.
