DECLARATION OF REWARD : The Commissioner of Police, Delhi has announced a cash reward of Rs.15,000/- (Rupees Fifteen Thousand only), which will hold good for a period of one year with immediate effect for any one who may give any information/clue(s) about the accused person(s) involved in case FIR No. 461/2005 u/s 302 IPC P.S. Bawana, Delhi.

As and when any information about accused person(s) involved in the said case is received the same may be sent to Inspr./Web Site, SCRB, Kamla Market through DCP/C&R as well as in C&T Branch, PHQ.

The Commissioner of Police, Delhi reserves the right to decide finally by whom the reward has been earned and in what proportion it will be distributed amongst various claimants, in case more than one claimant comes forward for the same.

The earlier order regarding declaration of reward in the aforesaid case is hereby cancelled.

3. A female age around 50/55 years, height 5’2”, fair complexion, normal built, round face, wearing Pink colour salwar and white shirt, found on 2-11-2010.

4. A male age around 50/55 years, height 5’7”, wheatish complexion, round face, wearing white shirt white pant and green sweter, found on 5-11-2010.

All along river Yamuna there is going to be large gathering of people. The Pooja devotees will be arriving at the designated sites by using different modes of transport, such as tempos, cycles, rickshaws, TSRs trucks and buses.

Normal flow of traffic will be affected from the afternoon/evening of 10th November and on the morning of 11th November.

Commuters are advised to avoid the above mentioned Chhat sites and also roads adjoining them or in close vicinity.

The daily commuters are advised in their own interest to make maximum use of public transport and specially Delhi Metro. Restrictions on movement of commercial vehicles will be imposed on major interstate road passages. Adequate traffic arrangements have been planned to ensure proper movement of devotees and keep the general flow of traffic normal as far as possible.

SPECIAL CELL

A team of Special Cell led by Insp Subhash Vats under the supervision of Sh. Bhisham Singh, ACP has apprehended two notorious and desperate robbers namely Imran (aged 25 years ) and Rizwan @ Raju (aged 22 years) both r/o New Usman Pur New Delhi. They are involved in cases of highway robbery.

On 8.11.2010 specific information was received that members of the highway robber gang would assemble in a MCDPark, ChandniChowk. A trap was laid and two above said members of the gang were apprehended U/S 41.1 Cr.P.C.

They were subjected to sustained interrogation wherein they disclosed that they started their criminal activities in the year 2004 when they were involved in a case of attempt to murder in New Usman Pur, Delhi They were arrested and remained in jailed for several months. There after they formed a gang and started robbing trucks and tempos laden with the valuable goods.

Modus Operandi

The gang is led by Imran and comprises of Raju@ Rizwan,Yakub,Khalid,Gulbahar, MohdGulzar,Nazim,Qasim, Salim etc. They selected the target truck and tailed it in an auto rickshaw or taxi when the tempo or truck laden with goods reached a secluded place they waylaid it after overpowering the driver and cleaner. They dumped the driver & cleaner, then robbed the vehicle. In the year 2009 Imran along with Rizwan & Raju, Sakir,Sazid ,Nazim,Qasim and Yakub looted a truck laden with 5 tons of almonds worth Rs 15 lacs. They have been declared Proclaimed offenders in this case

On 5/6 September 2010, the gang members hired a scorpio and followed a truck laden with readymade garments. When it reached near MajnuKaTila they waylaid the truck and threw out the driver and cleaner. They changed the number plates of the truck but the driver and cleaner raised an alarm and public gathered there. When they tried to flee, two associates namely Gulbahar and Gulzar were caught by the public, while rest of the gang fled from the spot in the Scorpio. They abandoned Scorpio on Pusta, SoniaVihar. After this incident, they were lying low. They have been declared Proclaimed offenders in this case also.

Facing financial crunch gang regrouped to commit another robbery.

SPECIAL CELL

A team of Special Cell led by Inspector Sanjay Dutt and Inspr. Rahul under the supervision of Sh. Bhisham Singh, ACP has apprehended Mohd. Shahjad @ Pathan @ Chhota Pathan ( aged -26 years ) r/o BhajanPura, New Delhi. He is a member of the dreaded Shahnawaz Gang which is involved in a number of armed highway robberies.

On 08.11.2010, an information was received that Mohd. Shahjad would come in the area of ShashtriPark. Accordingly a trap was laid and MohdShahjad was arrested u/s 41.1 (a) CrPC.

Mohd. Shahjad was subjected to sustained interrogation wherein he disclosed his involvement in Case FIR no. 548/06 dated 28.12.2006 U/S 394/34 IPC of PS Tilak Marg in which he along with other accused persons robbed a passerby near National Stadium and he has been declared as proclaimed offender. In order to escape from the law he fled to Mumbai. He returned recently after staying there for several months . He was working in a shoe factory in ShashtriPark now a days.

During interrogation, it was also revealed that Mohd. Shahjad was declared Proclaimed Offender by the concerned court in another case FIR no. 71/07 dated 18.02.2007 U/S 395, 397, 412 120-B, 34 IPC PS Tilak Marg New Delhi in which the accused along with his associates had robbed a passerby on Mathura Road. The accused had been declared as proclaimed offender in this case in 2007 by the concerned court and since then he has been evading arrest. His other criminal involvements are being verified.

Concerned Police stations have been informed about his arrest. Further investigation is in progress.

Whereas a large numbers of complaints are being received that people purchasing liquor vends often start consuming in front of liquor vend and at other people places. Venders selling eatable and juices at time also station themselves unauthorizedly outside liquor vends which further facilitate this undesirable activity. At times, Baratis accompany Barats also openly drink liquor etc., on the Roads while the Barats are moving. Drinking in public is a nuisance with a serious potential to result in brawls and quarrels causing serious injuries/death and damage to public and private property. This affects the peace and tranquility of the area and creates problems in maintaining law and order. It is also a punishable offence u/s 68 of Punjab Excise Act-1914 (As extended to Delhi).

1.And whereas it is necessary to take speedily measures in this regard to prevent danger to human life and safety and to thwart/prevent untoward incidence that may affect the peace and tranquility of the area.

3. Now, therefore, in exercise of the powers conferred upon me by section 144 Criminal procedures Code, 1973 read with Govt. of India Ministry of Home Affairs, New Delhi’s Notification No. 11036/1/2010-UTL dated 09.09.2010, I Subhash Thukral, Asstt. Commissioner of Police, Sub-Division, Seema Puri, North-East District, Delhi do hereby make this written order for strict compliance by the owners of such liquor vends in the area of Sub Division Seema Puri, North-East Distt., Delhi.

a)Install CCTV with sufficient number of Cameras and recording system to cover up to 50 meters area in front of the shop. The CCTV should monitor anyone consuming liquor of facilitating consumption or liquor or any unauthorized vender stationed in the coverage area.

b)The CCTV system should become operational within 15 days from the dated of issue of this order.

c)The recording system shall preserve a digital record of CCTV coverage for not less than 10 days.

d)The vend owner or his agent shall cause to copy the CCTV coverage on a CD on a daily basis which shall then be handed over to the Beat Constable of the area, against proper receipt in a register to be maintained at the liquor vend.

e)Before starting sales for the day, the manager of the liquor vend should ensure the CCTV system is in a proper working order and in case any defect inn noticed, immediate action to get it rectified should be taken. An entry should be made in the register and intimation in writing should be sent to the police station simultaneously to be got duly received from the Duty Officer of the police Station mentioning Daily Diary Number on the intimation.

f) During the course of monitoring of the CCTV System, the Manager of anyone specifically designated by the Manager for real time monitoring of CCTV Cell immediately inform the police Control Room at Telephone No.100 and also nearest police Station in case any illegal drinking in public or unauthorized vendor is noticed in the CCTV coverage area.

g)The vend owner shall display prominently at least two bilingual sign boards mentioning the drinking in public place is an offence and standing of unauthorized vendors outside the liquor shop is strictly prohibited. Telephone number of nearest police Station shall also be mentioned on the signboards.

4. This order shall come into force with effect from 09.11.2010 and shall remain in force for a period of 15 days i.e. upto 23.11.2010 (both days inclusive) unless withdrawn earlier.

5. Any person contravening this order shall be punishable under Section 188 of the Indian penal Code.

6. As the notice cannot be served individually on all concerned, the order is hereby passed ex-parte. It shall be published for the information of the public through the press and by affixing copies of the notice boards of the offices of all the Distt. DCsP, Addl, DCsP /ACsP, Tehsil Offices, all police Stations concerned and the offices of the NDMC and MCD of Delhi

BLIND MURDER OF NEB SARAI SOLVED : TWO ACCUSED ARRESTED
With the arrest of three accused persons, South District has solved
the brutal murder which took place on 07.11.2010 in area of PS Neb
Sarai, New Delhi
ACCUSED ARRESTED:
1. Rajit Kumar @ Sanu age 23 years s/o Sh Mohan Lal r/o H.No. 417 JJ
Camp igri Delhi.
2. Sandeep age 26 years S/o Sh Jagdish Parshad R/o H.NoH-8 J.J Camp Delhi
INCIDENT:
On 7.11.2010 vide DD No. 31-A PS Neb Sarai an information was
received that a quarrel has taken place in front of House No. A-1,
Deoli Extn., New Delhi. On receipt of this information, the local
police reached the spot and found that injured Hari Om Yadav has been
admitted in MajidiyaHospital. On reaching the hospital, it was learnt
that the injured was declared ‘brought dead’ vide MLC No. 138/10. On
the statement of Arvind, brother of deceased, a case vide FIR
No.304/2010 u/s 302 IPC was registered at PS Neb Sarai and
investigation taken up.
TEAM, INVESTIGATION & ARREST:
In order to identify and arrest the accused involved in this brutal
murder, a special team consisting of SIs Shambhu Nath, Karamvir, HCs
Ishwar Chand, Mahesh, Satish, Constables Akhilesh, Rakesh, Ravinder
and Devender under the supervision of Inspr. Kulbir Singh, SHO/Neb
Sarai and Sh. Mehar Singh, ACP was constituted.
During the initial investigation, it came to light that two persons
had been indulging in bursting crackers and drinks in the lane near
the house of deceased Hari Om. Hari Ram objected to it and asked them
to go away from there, which resulted in heated arguments and fight.
Both the accused persons Ranjit @ Sanu and Sandeep caught hold of Hari
Om and hit him with bricks. Arvind, brother of the deceased, and other
residents of the locality chased both the accused, but they escaped
away from the spot. Hari Om was taken to Majjidiya Hospital for
treatment where he was declared ‘brought dead’.
Raids were conducted at the residence of the accused, but none of
them were present. As such, sources were deployed in the area and
raids were conducted at various possible hideouts in Delhi. The
efforts of police team bore fruits and accused Ranjit Kumar @ Sanu and
Sandeep were arrested in the morning of 9th November 2010 from the
area of Neb Sarai.
PROFILE:
Ranjit Kumar @ Sanu has studied up to 7th class in a government
school and has been working as a sweeper. Sandeep has studied up to
8th class and has been working as a waiter with private caterers. Both
the accused are local ruffians of Tigri and had earlier indulged in
petty quarrels.
Further investigation is in progress.

power conferred upon me under Section 144 Criminal Procedure Code,
1973 (No. 2 1974) read with Govt. of India Ministry of Home Affairs,
New Delhi’s Notification No. U -11036/1/2010-UTL, dated 09.09.2010, do
hereby make this written order prohibiting the carrying of ‘MASHAL’
i.e. torch carrying live flames or live fire candles or live fire in
any form in processions, rallies functions, in the entire area of
Sub-Division Gokal Puri, Delhi.
4. This order shall come into force with effect from 10.11.10 and
shall remain in force for a period of 15 days i.e. upto 24.11.2010
(both days inclusive) unless withdrawn earlier.
5. Any person contravening this order shall be punishable under
Section 188 of the Indian Penal Code.
6. As the notice cannot be served individually on all concerned, the
order is passed ex-parte. It shall be published for the information
