CLASS TITLE:DATA ADMINISTRATION ANALYST

ALLOCATION FACTOR(S)

This is professional work assisting in the development and implementation of plans, policies and standards for an agency data administration program which will provide quality, sharable, and accessible information throughout the agency. The data administration analyst implements policies and procedures designed to strengthen the management of the agency's information resources. This work includes but is not limited to strategic data planning, data standardization, data quality improvement, data integration, coordination of all agency data administration activities and participation in interagency data coordination.

  • Develops an enterprise view of data and information available to the organization, including application models, supporting data dictionaries and data standards.
  • Provides support and consulting services, data analysis, database impact analysis, data and process analysis and logical database design.
  • Maintains database design integrity, existing application models and supporting data dictionaries and data standards.
  • Assists in establishing and maintaining the goals and objectives of a data administration program.
  • Establishes the methods for and facilitates the development of logical application entity relationship models, physical database models and supporting data dictionaries.
  • Assists in the quality improvement of system documentation by maintaining the integrity and consistency of models and dictionaries.
  • Participates in the design and maintenance of application databases and/or file structures.
  • Provides technical assistance in database design activities and monitoring the adherence to established standards.
  • Assists in the development of a framework for data administration documentation.
  • Assists in the establishment of or approves methods and procedures for maintaining information accuracy.
  • Provides training in data management, information analysis and information interpretation skills.
  • Identifies opportunities for sharing commonly used data within the agency and with outside sources.
  • Assists in identifying, defining and clarifying the roles and responsibilities of business managers who determine the content of the data (data stewards) and those who provide the physical storage and processing of data (data custodians).
  • Assists and/or provides a process which manages the enforcement of established data, standards, policies and procedures.
  • Performs related duties as required.

  • Knowledge of the principles, practices, and techniques of information system design, computer operations and information analysis.
  • Knowledge of project management, cost estimating and justification techniques.
  • Knowledge of data modeling techniques.
  • Knowledge of data base structures and theories.
  • Knowledge of information systems development methodology (ISDM) principles.
  • Ability to identify the needs and concerns of information users within the organization.
  • Ability to discern the unique culture and management principles of the organization and adopt appropriate policies.
  • Ability to perform short and long range project planning.
  • Ability to interpret technical information relating to computer programming, applications development, and other areas of data processing.
  • Ability to plan, organize and coordinate work assignments.
  • Ability to communicate technical information effectively both verbally and in writing.
  • Ability to establish and maintain effective working relationships with others.
  • Ability to understand and apply applicable rules, regulations, policies and procedures.
  • Ability to assess future information needs so that the data bases can evolve in an appropriate manner.
  • Ability to educate top management in the need for strategic planning of data and enforcement of common data definitions and models.
  • Ability to enable staff to perform the functions of a data administration program.

MINIMUM QUALIFICATIONS

  • A bachelor's degree from an accredited college or university and three years of experience in computer systems analysis, computer programming and/or information management, two years of which must have been in data design, decision support analysis, or data modeling; or
  • A bachelor's degree from an accredited college or university in one of the computer sciences or management information systems, and two years of experience in data design, decision support analysis, or data modeling; or
  • Four years of experience in computer systems analysis, computer programming, and/or information management, two years of which must have been in data design, decision support analysis, or data modeling.
  • Experience in computer systems analysis, computer programming, or information management can substitute on year-for-year basis for the required college education.
