1 - Introductions and Agenda Review

2 - Draft Meeting Minutes Approval and Review Project Tracking Report

FoN Discussion

·  Version 5 of the May 3, 2006 meeting notes and the Tracking Matrix included in the May NANC Report will be distributed for comment by close of business Friday, May26, 2006, after which these documents will be finalized and posted to nanc-chair.org.

3 - Action Item Review from May 3rd FoN Meeting

·  There were no outstanding action items.

4 - New Issue(s) and Contributions

Rate Center Consolidation (RCC) – Contribution by Mike Whaley – Qwest

·  Mike reviewed the contribution and it was noted that the contribution identified various reports and prior experiences that may be helpful during further analysis of RCC.

FoN Discussion

·  Pre and post RCC impacts (on the life of NPAs and the NANP) for prior RCCs would be helpful but conditions must also be noted to fully understand the benefit/outcome. A pre and post RCC profile would need to consider implementation of numbering pooling and changes to utilization thresholds – other NRO approaches.

·  Don Gray agreed to canvass commission staff members of the States Group to provide characteristics/details and triggers for RCC in their jurisdictions.

·  Review of past RCC should not be limited to implementations, but also those attempts which did not achieve RCC and why.

·  All to provide information on RCCs. Include when RCC is/was not appropriate or found not warranted. Mike Whaley and Adam Newman volunteered to prepare contributions.

FoN Discussion

·  Jim Castagna reviewed the matrix titled “Potential FoN Areas of Analysis - Categorization and Assessment” by describing the column headings and their relation to one of our initial goals, namely, to identity, organize and prioritize study topics, including the original list of 11 items.

·  Jim also summarized the four Categories and subtending groupings, created based upon prior meeting discussions surrounding the original 11 items, other potential study topics and approaches for grouping them. The hope is that it may be possible to segregated meetings, e.g., hourly segments, to allow the group to focus on specific study topics to more use time more effectively by grouping areas of common interest or subject matter.

·  The group discussed various items in the matrix, discussing different approaches to organizing the study topics and which category titles would be most appropriate.

·  Tech Group 1, Item 1 (Impact of Nomadic/Mobile Society on Geographic Significance of Numbers) was moved to the category of “Other” and Tech Group 1 Item 2 titled “Developing Mobile Messaging” was changed to “Telematics.”

·  All were asked to provide contributions regarding additional “study topics” and suitable “Grouping” titles to help identify and organize the potential areas of analysis.

6 - Telematics – Update MI PUC Request

FoN Discussion

Don Gray shared items discussed and of interest to the MI PUC Staff:

·  Desire to ensure numbers are (1) being used and being provided to certificated carriers; and (2) the appropriate rules for obtaining, assigning, reporting, assignment and recovery of numbers are being followed.

·  Don noted the MI PUC looked at utilization but that this was not the type of data that would help determine if NRO and Rules were being followed.

The group reviewed this issue and these are the points noted:

·  The review of NRO methods/procedures by parties engaged in Telematics would raise the comfort level.

·  It was noted that Verizon Wireless has been engaged in industry numbering activities for many years and that it may be other Telematics applications that are not mainstream and may not recognize/follow NRO measures that warrant further analysis.

·  Dana Smith stated that Verizon Wireless’ relationship with Telematics Providers is no different than its relationship with other resellers in how numbers are managed. Dana stated that Verizon Wireless numbers used for Telematics are in fact recycled but discussing details of how Verizon Wireless manages numbers may not be appropriate for discussion in public.

Related Items discussed included:

·  Does it matter if the number is associated with a person, machine, medical equipment, cars, other markets?

·  Could it be that non-mainstream tracking/monitoring applications that anticipate significant growth in telephone number use is where attention is needed?

·  What is the difference between numbers associated with a vehicle versus a piece of medical equipment? Do they use IP addresses or numbers?

·  Does a market-based approach provide a “back-end” incentive?

7 - New Business

·  Microsoft NetMeeting or like capabilities are desired and folks are asked to determine if they can help in some way.
