3.MEMBERSHIP OF HERTFORDSHIRE POLICE AUTHORITY

Notice has been given of the intention of N K Brook to resign from Hertfordshire Police Authority for health reasons. Following his resignation the Council will need to appoint another representative to serve on the Police Authority. The Council has nine representatives on the Police Authority. Appointments must reflect the political balance of seats on the Council.

4.PUBLIC QUESTIONS - STANDING ORDER 7(10)

To deal with questions from any member of the public being resident in or a registered local government elector of Hertfordshire, to the Leader of the Council and Executive Members about any matter over which the Council has power or which directly affects the county.

Mr Eric Bridgstock of St Albans has notified his intention to ask the following questionsof the Executive Member for Highways and Transport.

“The following news item appeared on the Welwyn Hatfield Times website on 8 Jan 2010.

SPEED cameras will NOT be axed from Welwyn Hatfield’s roads, despite claims they do not help reduce accidents.

Herts County Council this week confirmed the cameras would stay, following a national newspaper report in which Cllr Rod Bluh, the leader of Swindon Borough Council, said his authority had taken the “right step” in scrapping them.

A spokeswoman for the county council said: “While we’re always keen to learn from the experiences of our colleagues at other councils, at the moment we’re confident that safety cameras are working for Hertfordshire.”

1. What prompted the decision to make this statement to the press and who initiated it?

2. Given that road safety performance (Killed and Seriously Injured and Personal Injury Collisions at camera sites), as measured and reported by the Camera Partnership itself, has not improved in the last two reported years, on what basis is the Council "confident that safety cameras are working for Hertfordshire"? i.e. what evidence is there that the hundreds of thousands of pounds spent annually on the Camera Partnership is making ANY positive contribution to road safety in the county?”

5.PUBLIC PETITIONS - STANDING ORDER 14

The opportunity for any member of the public, being resident in or a registered local government elector of Hertfordshire to present a petition relating to a matter with which the Council is concerned, containing 100 or more signatures of residents or business ratepayers of Hertfordshire.

Notification of intent to present a petition must have been given to the Chief Legal Officer at least 5 clear days before the meeting where an item relating to the subject matter of the petition does not appear in the agenda, or at least 3 clear days where the item is the subject of a report.

STANDING ORDER 7(7)

To deal with questions from members of the Council on the discharge of the functions of the Hertfordshire Police Authority, directed to a person nominated by that Authority (the Vice-Chairman of the Authority,

R H Smith).

The time allowed for oral questions is five minutes. There is no right to ask supplementary questions.

21. NOTICES OF MOTION – STANDING ORDER 8 (5)

C J White to move:

"This council is concerned that train operating companies serving Hertfordshire are too often providing a service which is well below the expectations of commuters and other passengers and in particular deplores:

  • Overcrowding
  • Unreliability
  • Short trains
  • Labyrinthine fare structures
  • Excessive fare levels
  • Hidden charges (such as excessive car parking charges)
  • The reduction in the number of express trains stopping at Hertfordshire stations (especially Watford Junction and Stevenage)

The council therefore calls upon the Cabinet to make representations to the Government to remove franchises from train companies which persistently fail the people of Hertfordshire."
