Invitation for Expressions of Interests for positions of Individual Consultants
The Provincial Nutrition Cell with support of UNICEF, intends to engage following “National Individual Consultants’ Services”.
Nutrition Cell now invites eligible individuals to indicate their interest in providing the services. Interested consultants must provide detailed CVs indicating that they are qualified to perform the services:

Nutrition Manager (One position) / Qualification and Experience:
  • Bachelor degree in medicine /allied medical sciences, social sciences and or Nutrition
  • Previous experience of working in health and nutrition sector in local context
  • Minimum of two years’ experience is required in relevant field
  • Good coordination, analytical and writing skills
  • Basic computer literacy required such as Windows / MS Office / Excel, PowerPoint
  • Good understanding and knowledge of Community based Management of Acute Malnutrition, Stunting prevention, Infant and Young child Feeding and nutrition coordination mechanism
  • Proficiency in English, Urdu and local language will be an added value

Program Support Officer (One position) / Qualification and Experience:
  • University degree in relevant field
  • Minimum two year of relevant work experience
  • Good coordination, analytical and writing skills
  • Basic computer literacy required such as Windows / MS Office / Excel
  • Proficiency in English, Urdu and local language will be an added value

Terms of Reference

Nutrition Manager

Background:

Malnutrition is significant public health problem and contribute towards high morbidity and mortality among children and pregnant and lactating women. The National Nutrition Surveys (NNS 1985-87, NNS 2001-02) and MICS survey depicts a worrying situation of malnutrition in Pakistan. According to the National Nutrition Survey (NNS 2011), prevalence of acute and chronic malnutrition and micronutrient deficiency in Sindh are above the emergency and globally accepted threshold.

The Nutrition Managerwill support Nutrition Support Program in the implementation and coordination of key nutrition tasks/activities, National Nutrition Survey (NNS), Nutrition Complementary Feeding Analysis (NCFA), district level surveys & assessment and other activities as per agreed work plan for 2018. He/She will work closely with UNICEF, partners and other departments and will actively engage provincial level stakeholders and District Health Offices for effective program delivery.

Location & Reporting:

Nutrition Manager will be based at the office of Nutrition Support Program and will report directly to Program Manager, Nutrition Support Program. S/he will submit monthly progress report to UNICEF provincial office Karachi.

Key responsibilities

  • Facilitate meetings of Technical Committee on National Nutrition Survey and National Complementary Feeding Survey FA at provincial level through consultation with MoNHSR & C, members of provincial Technical Committee, UNICEF and organizations involved in data collection
  • Conduct regular field monitoring visits as per plan and in accordance to guidance provided by Program Manager, Nutrition Support Program to monitor the data collection;
  • Support consultants, firm or organization in the implementation of Nutrition Complementary Feeding Assessment (NCFA) and other assessment/ surveys at provincial level, where and when required;
  • Facilitate meetings of Nutrition working group through drafting of agenda, document meeting minutes and action points and share with partners for follow up;
  • Facilitate the planning of IYCF Technical Advisory Group (TAG) meetings at provincial level, document meeting minutes with action points for follow up;
  • Support, coordinate and monitor activities of Global Breastfeeding Week, and document best practices and prepare detailed activity report
  • Support the Stunting Reduction Program implemented by UNICEF through implementing partners in district Khairpur, Ghotki and Nausheroferoz in close collaboration with partners, LHW program, District Health Officers (DHOs) and facilitate exit strategy.
  • Conduct monitoring visits to UNICEF supported Stunting intervention districts in collaboration with Health Department, UNICEF and partners
  • Provide technical support and on the job training to project and DoH staff responsible for provision of nutrition services in focused districts;
  • Support the implementation and monitoring of activities implemented by LHWs/LHSs and partner organizations implementing nutrition project in the target areas
  • Keep effective liaison with local health institutions, key district stakeholders, health authorities and partners for effective planning and implementation of key tasks
  • Any other task assigned by the supervisor

Terms of Assignment & Remunerations

  • The Nutrition Manager shall be engaged on full time basis from April, 2018 to December, 2018.
  • A lump sum salary of PKR 110,000/month (One hundred and ten thousand) will be paid byNutrition Support Program.
  • This contract may be terminated by either party before the expiry date of the contract by giving one-month notice in writing to other party. Provincial Nutrition Cell shall be entitled to terminate the contract without prior notice based on gross misconduct by employee.

Program Support Officer

Background:

The prevalence of acute and chronic malnutrition and micronutrient deficiency are above the emergency threshold and globally accepted level.

Nutrition Support Program (NSP)/Provincial Nutrition Cell (PNC, Task force Secretariat/Planning and Development Board, UNICEF and other stakeholders are working together at all level to address the high burden of undernutrition through implementation and scale up of cost effective and proven nutrition specific and sensitive intervention. The Program Support Officer will support NSP/PNC and UNICEF in the administrative and financial tasks.

Location:

The Program Support Officerwill be based at the office of Nutrition Support Program/PNC, Karachi to assist them in coordination, administrative & financial management related tasks and functions. The Program Support Officer will actively engage with other program component at NSP, District Health Officers and Sectoral Focal Points at provincial level for timely implementation of activities.

Reporting:

Program Support Officer will work under the direct supervision of Program Manager, Nutrition Support Program/PNC. S/he will also keep close liaison with Nutrition Focal Person at Taskforce Secretariat/ and Planning and Development Board. S/he will submit monthly progress report to direct line manager and UNICEF, Karachi office.

Key responsibilities

Under the direct supervision and guidance of Program Manager, Program Support Officer will;

  • Support NSP/PNC and, if required by Task Force, the Secretariat in data and information sharing by drafting program updates/brief, talking points, preparing PowerPoint presentation, and document meeting minutes;
  • Actively collaborate with other sectors/and partners and participate in sectoral and coordination meetings. Document and share meeting minutes and action points for follow up;
  • Organize coordination meetings (monthly/quarterly) and workshop and ensure participation of all sectorsand stakeholders through regular follow up.
  • Provide and submit monthly work plans and activities reports on regular basis to provincial Nutrition Support Program and UNICEF;
  • Facilitate and organize events (meeting, workshop and trainings etc.) and provide support in timely arrangement of venues, agenda setting and communication and coordination with stakeholders;
  • Monitor the efficient utilization of fund as per UNICEF ‘s rules and procedures (HACT)
  • Prepare FACE form as per agreed activities in work plan in consultation with Program Manager and UNICEF;
  • Carry out all transactions pertinent to UNICEF supported activities as per rules and procedures of UNICEF;
  • Support designated officers of NSP to maintain proper records of all financial reports including vouchers, copies of bank cheque and supporting documents, and provide capacity in order to establish a proper and rigorous system of records keeping;
  • Support the timely submission of liquidation reports along with complete activities reports duly signed and authorized by the Program Manager;
  • Facilitate UNICEF and third party in spot check and audit activity and ensure availability and submission of all supporting documents required for such purpose
  • Any other task assigned by the supervisor

Time frame:

April -December, 2018

This contract may be terminated by either party before the expiry date of the contract by giving one month notice in writing to other party. Provincial Nutrition Cell shall be entitled to terminate the contract without prior notice based on gross misconduct by employee.
