CITY OF NEW ROADS CITY COUNCIL

REGULARMEETING

October 21, 2014

The New Roads City Council met in regular session at 6:00 P.M. Tuesday, October 21, 2014 at the City Hall in New Roads, Louisiana. Mayor Robert A. Myer called the meeting to order and directed Lynette H. Nelson, Secretary-Treasurer to call roll with the following results:

PRESENT: Anthony Daisy, Vernell Davis, Kurt Kellerman, Bernadine St. Cyr and Kirk White

ABSENT: None

Notice of this meeting was duly exercised and mailed per bylaws:

Adopt Minutes of the Regular Council Meeting of September 16, 2014, Board of Adjustments Meeting of September 16, 2014 and Regular Council Meeting of October 7, 2014

Adoption of the minutes was deferred.

Engineer’s Report

The city engineer reported on the following:

Kings Subdivision/Martin Drive Drainage - Mr. Sumner reported that he has completed the review of the options to alleviate the drainage problems. As a result, funds from the LGAP grants will be used to Looked at the options on how to alleviate the problem. Modified an existing LGAP project to add on to make better and useful. Quick and least expensive option. Cost estimate of $38,950.00. The grant amount is $35,000.00. Need $4000.00 from the city.

Changing pipes only for faster flow. Parish administration willing to dig it out.

Mayor stated that one of his long range plans is to work with the Congressional delegation to pump portage into the Mississippi River.

Mr. Nick Doucet of Jewel Specialty – Request to Dump into City’s Wastewater System

Mr. Doucet was not in attendance.

Appointments to Keep New Roads Beautiful Board

Mayor Myer recommended that Jennifer Cline and Leslie Brewer be appointed to the Keep New Roads Beautiful Board.

Motion by Mr. Kellerman and seconded by Mr. Davis.

RESOLVED, that the appointments be approved.

A roll call vote resulted as follows:

YEAS:Kellerman, White, Daisy, Davis and St. Cyr

NAYS:None

ABSTAIN:None

ABSENT:None

On a vote of 5-0-0-0, the motion carried.

Mayor’s Report

Comprehensive Master Plan - Mayor Myer reported that the city had received seven (7) responses to its RFP for the Comprehensive Master Plan. The council was asked to submit names of potential committee members.

Community Park - Mayor Myer stated that he was excited about the development and there was more work to be done.

Harvest Festival – Community contributed in excess of $100,000 to the event. 60,000 people attended over the three day period. No incidents. Safe family fun . Gospel music was held at Poydras. Sugarcane maze at Poydras.

Expand footprint to other alternative venues. Shuttle service for parking. 21 states, family reunions, class reunions.

New carnival company double the revenue was received. Everyone worked tirelessly. Net cost free to the public. Sal, Kevin and their departments are to be credited for cleaning the city until 1 or 2 in the morning.

Mr. Kellerman questioned the gross as compared to last year. Mayor stated that a report will be provided at the next meeting.

Good results with the tshirts. Sports bar works well. Nice to have. Good revenue producer.

Mr. Kellerman asked if selling tickets for beer would be better. According to the Mayor, tickets were used the first year and did not fare very well. Maybe they will try again.

Mr. White mentioned the incident with the ATC and a discussion on the implementation of a system to better code minors.

Council Reports

Mr. Kellerman reported a leaking pipe on Memorial Boulevard. He was informed that the public works director is aware of the leaking pipe. He also questioned the replacement of the board at the boat launch. A price on fixing the lights on Morrison Parkway. Community Park - Lots of stuff he sees that can be done better. Wants a copy of the specs and plans. Budget submission soon.

Timeline on budget process for the council. Submit a copy to the council.

Vernell – Good festival. Out all three days. Next year. Get on entertainment committee.

Ms. St. Cyr – wonderful festival. Thanked volunteers and employees.

Mr. White questioned the status of the boat launch repairs. Ready to start the project. He also reported on the condition of the Mr. Wade O’Neal.

Ms. St. Cyr expressed her well wishes to Mr. White’s mother who is ill.

Mr. Daisy also expressed his sentiments to Mr. White’s mother. He informed the council of the death of two local citizens, Roland Jones and Wade Taylor.

Other Business

George Miller announced that Peggy Scott will provide food for the participants in the Veterans Day Parade. The breakfast will be held at St. Paul’s Episcopal Church.
