1Introduction

This document provides some comments for the Emergency Services Draft PAR (Document: Some of the comments are merely questions which require clarification either to the participants or in the PAR.

2Comments

  • Sec 2.1
  • Substitute "IEEE 802" with "Local and Metropolitan Area Networks"
  • Sec 2.2
  • "and authority to authority" Shouldn't authority to authority have existing infrastructure for communication, what does the priority override means?
  • At the beginning of this section, the text stated that "This standard will provide consistent ..." How come later on it becomes "At a minimum..."
    Propose to update the text similar to the following:
    "Define mechanisms that provide compliance to civil authority requirements regarding citizen to authority emergency signals and authority to citizen alert broadcasts."
  • Sec 5.5
  • Propose to update the first sentence similar to the following
    "Current local and metropolitan network does not address emergency functionalities achieved by the telecommunication networks. With the emergence and rapid group in the use of packet based voice calling, IEEE needs to define mechanisms to address emergency service transport needs in order to extend the usability of its network."
  • Please feel free to remove the "in order to .." part if the language is too strong,
  • Sec 5.6
  • What is "Telecom"? Is it addressing telecommunication network service providers or operators or something else? Seems like a lot of stake holders. Propose to reduce/clean up the stakeholders as the group sees fit.
  • Sec 7.2
  • Is it possible for other emergency services standards development organization to adopt/join/harmonize with this effort? If the standard is specified, what will be the benefit if it’s not adopted by or harmonized with existing emergency standard bodies?
