JOB TITLE:Enrollment, Recruitment, Selection, Eligibility and

Attendance (ERSEA)and Family Involvement (FI) Manager

STATUS:Exempt

DEPARTMENT:Early Childhood

RESPONSIBLE TO:Director of Early Childhood

Job Summary:

Works in conjunction and cooperation with the Head Start Managers and SiteManagers to assure compliance with Head Start performance standards. Works within the policies and procedures of Tompkins Community Action and the Early Childhood Department.

Job Duties:

Program Coordination: (85%)

  1. Works with Family and Community Partnerships Manager to develop and implement area implementation plan
  2. Coordinates and monitors orientation of families to the program
  3. Coordinates and manages enrollment, recruitment, selection, eligibility and attendance.
  4. Enrollment: has primary responsibility to maintain 100% enrollment at all sites
  5. Recruitment: Organizes and monitors recruitment efforts
  6. Selection: Creates the selection criteria for the program by evaluating the community assessment, working with the ERSEA committee, discussing with Management team, and assuring the selection criteria is voted on by Policy Council.
  7. Eligibility: Oversees the policy for eligibility. Updates as needed
  8. Attendance: Maintains attendance records for all sites.
  9. Creates and maintains ERSEA binder
  10. Works with EC Director when family’s lack of attendance results in termination of Head Start services
  11. Coordinates establishment of center parent committees. Provides support and guidance as needed. Coordinates training of center parent committee officers.
  12. Coordinates yearly family events.
  13. Maintains documentation of family involvement in Policy Council, parent committees and the program
  14. Develops and monitors annual family program evaluation
  15. Oversees Fatherhood Initiative
  16. Coordinates and manages family involvement for the program
  17. Develops opportunities for sibling involvement

Staff Development: (5%)

  1. Oversees income verification visits with Family Workers and Home Visitors
  2. Follows up with Family Workers as to reasons for absences
  3. Assures proper paperwork is distributed to families through Family Workers and Home Visitors

Community Networking: (5%)

  1. Maintains connections with community agencies for recruitment information
  2. Expands areas for recruitment
  3. Maintains information regarding Head Start recruitment in community newsletters

Other: (5%)

  1. Consults regularly with and submits all requested information to supervisor
  2. Submits all required reports
  3. Participates in relevant trainings and meetings.
  4. Other duties as requested

Knowledge/ Skills:

  1. Thorough knowledge of principles of adult learning.
  2. Good knowledge of the principles of social work.
  3. Good knowledge of child development
  4. Good knowledge of current health and nutrition practices
  5. Good math skills
  6. Good oral and written communication skills
  7. Good interpersonal skills
  8. Excellent computer skills

  1. Understand, comply with, and implement Head Start Performance Standards, NYS Office of Children and Family Services Child Care regulations, CACFP regulations, Early Childhood Implementation plans

Minimum Qualifications:

Bachelors degree in related field and two years progressively responsible professional experience which demonstrates significant administrative responsibilities.

OR

Associates degree in related field and four years progressively responsible professional experience which demonstrates significant administrative responsibilities.

Job requirements:

  1. Meet TCAction criteria for satisfactory driver’s license
  2. Access to reliable transportation
  3. Clear NYS Division of Criminal Justice Services and NYS Central Register of ChildAbuse and Maltreatment and sign TCAction Declaration Statement
  4. Current satisfactory physical including TB test (Mantoux or chest x-ray)
  5. Three current satisfactory references
