Local Perspective

  • Make sure information from the FY18plan is updated, along with information in the Certification of Participation and the Vision, Mission and Accountability sections.

Program Data Analysis

  • Be sure toinclude rationales for the three consistently low performing programs andan explanation/attribution for the three programs with the most significant gains.

Five Year Plan Chart

  • Complete the column for “Fiscal Year of Planned Action or Review.” Each program should have a year listed. FY18cannot be the year listed for every program, because not all actions or reviews for programs can take place in one year.
  • Include FY18 activities- update column C, “Major Initiatives Impacting Program” and column H, “Comments,” on this chart.

Technical Skills Proficiency Exam Chart

  • Provide data in all columns for tests that were given. The number of exams taken and passedmay vary from those that were reported on the 2016PQI. For example, there are four different exams that can be reported for the Automotive Technology program of study (POS). For the PQI, the school system/college only has to report that each completer/exiting student has passed at least one of the four exams. On the Technical Skills Chart, the total number of students taking and passing each of the four possible exams should be listed for 2016 and for 2017, if that data is available.
  • This chart will also include data on all students taking and passing a TSA, not just seniors/exiting students.
  • Complete the “Actions to be Taken in FY18” column for improving technical skill attainment.

Strategy Worksheets

  • Perkins is strictly about measurable career program improvement. Avoid using these terms in the plan:
  • Continue
  • Maintain
  • Expose
  • Vocational
  • Include Required Elements 12A and 12B in the Strategy Worksheets or attach the Required Plan Elements narrative. You can find it on the Perkins IV Secondary or Postsecondary webpages.
  • Make sure Rationales are written as reasons for directing funds to a CTE program of study or activity rather than a description of the CTE program of study or cluster. Data points are helpful too.
  • Activity Statement
  • Must be related to the outcome measurement.
  • Explains clearly how funds will be used to improve the program.
  • Does not indicate supplanting(replacing with Perkins funds) an activity previously funded with local funds.
  • Some purchases are not allowed
  • Promotional materials, such as t-shirts, pens, cups and keychains
  • Standard classroom furniture not unique to CTE programs
  • Replacement copies of textbooks – this would not be considered an upgrade but maintaining what was previously there
  • Meals during field trips and meetings
  • Travel outside of the US
  • Expenditures for students not enrolled in CTE POS (For example: If a lab has been equipped with Perkins funds, it must be used for the majority of time by CTE List “A” program students).
  • Outcome Measures
  • Must be measurable
  • Include a "to__from__” statement or a “baseline” statement
  • Relate to the activity and rationale
  • Budget Information
  • Enter the total amount requested for the activity, including equipment in the Title I Budget Amount field. Enter the cost of equipment only into the Title I Equipment Amount field. Title II is no longer funded, so it should be left blank.
  • Includeitems and activities that are allowable for Perkins funding, and do not include items that are not allowable, i.e. food, promotional items, consumables.
  • Include the year for a salary if it falls under the three year rule and note the year of the funding (year 2 of 3). Salaries for support services are not part of the three year rule. The three year rule applies whether the salary was part-time or full-time.
  • Clearly describe materials or equipment being purchased.
  • Make sure items to be purchased relate to the activity.
