United States Department of Agriculture (USDA) regulations require the Office of Superintendent of Public Instruction (OSPI) Child Nutrition Services to annually collect October enrollment data from Local Education Agencies(LEAs) participating in the National School Lunch Program, School Breakfast Program or Special Milk Program. Accurate enrollment data is extremely important as it is used to determine free and reduced-price percentages that are used to determine eligibility for some Child Nutrition Programs and many grants.
Enrollment data is entered by site into the Washington Integrated Nutrition System (WINS). For purposes of Child Nutrition Programs enrollment data is based on the number of students enrolled in the LEA that have access to meal service as of the last operating day in October. Data is reported by eligibility category; free, reduced price, and paid meal benefits.
LEAs must enter and submit their October enrollment data no later than December 30, 2015. Failure to submit by the due date may delay reimbursement payments. Attachment 1: Instructions for submitting October Enrollment Data provides detailed instructions on how to enter enrollment data in WINS. Attachment 2: Provision 2 Enrollment Calculator and Attachment 3: CEP Enrollment Calculator are provided to assists LEAs with these programs in calculating enrollment data.
