SALARY: / Band 6 - $73,303.16 - $80,060.90 pa
PAYMENT DETAILS: / Salary is paid on a fortnightly basis into a nominated bank account by direct bank deposit.
SUPERANNUATION: / In addition to the above salary, Council will contribute 9.5% of salary to Vision Super or another complying superannuation fund as nominated by the employee if earnings are in excess of $450 per month. Please note all payments to Superannuation funds other than Vision Super will be made via a Superannuation Clearing House.
QUALIFYING PERIOD: / This position will be subjected to a six (6) month qualifying period.
ANNUAL LEAVE: / Four (4) weeks annual leave per annum
OTHER LEAVE: / Other leave entitlements are listed in the Indigo Shire Council Enterprise Agreement 2015-2017.
REFERENCE, POLICE AND QUALIFICATIONS CHECK: / As part of the employment process all applicants will be required to submit a minimum of two referees, be prepared to undergo a National Police Check and provide evidence of qualifications. Certain roles will also require a valid Working with Children Check.

POSITION OBJECTIVES

The purpose of the role is to:

·  Work across the organisation and in conjunction with Capital Projects to manage key community and infrastructure projects through their full lifecycles including identification, planning, budgeting & finance, implementation and review.

·  Influence and work across the organisation and with the community to achieve outcomes for Indigo Shire.

KEY RESPONSIBILITY AREAS

·  Develop and project manage the delivery of community and infrastructure projects proposed in the Chiltern Place Making and Structure Plan and in other service areas such as recreation, access and inclusion, young people, early years, community and economic development.

·  Define the scope of projects in collaboration with senior management, create project plans, identify resources, schedules and monitoring processes for major projects.

·  Engage with stakeholders and the broader community to ensure projects meet desired needs and outcomes.

·  Deliver strategic projects across a range of Council’s services including recreation, access and inclusion, young people, early years, community and economic development.

·  Manage contractors according to the established policies and practices of the organisation.

·  Execute projects according to agreed project plans, monitor the progress of projects and make adjustments as necessary to ensure the successful completion of the project.

·  Review the quality of the work completed with the project team on a regular basis to ensure that it meets the project standards.

·  Identify funding sources, write grant applications and acquittals, and communicate with funders as outlined in funding agreements.

·  Ensure that the project deliverables are on time, within budget and at the required level of quality.

·  Maintain visibility of major State / Federal grant funding programs.

·  Coordinate and prepare grant applications.

·  Prepare bi-monthly major projects updates for management team and Council on project progress, including early identification of any potential roadblocks or inhibitors to timelines, budgets or other deliverables.

·  Consolidate and utilise information from strategic plans and frameworks to identify opportunities for projects and activities.

·  Provide information in relation to the required budget and control processes for projects.

·  Manage conflicting project priorities and changing deadlines with deftness and accountability.

·  To be observant with regard to identification of potential public safety hazards and notify supervisor of hazards which cannot be remedied immediately

·  Ability to successfully work with federal, state and regional organisations through utilisation of existing networks

·  Understanding of how to access resources, including government grants and private sector funding

QUALIFICATIONS AND EXPERIENCE

Essential

·  Significant experience in scoping, planning, and delivery of significant projects.

·  Extensive experience in working with community groups and individuals to bring about improvements for the common good.

·  Post-secondary qualifications in project management

·  Current Driver’s License.

Desirable

·  Previous experience with building projects would be desirable

·  Tertiary level qualifications desirable in a relevant discipline such as Urban Design, Building or equivalent experience.

SELECTION CRITERIA

1.  Experience in major project planning, implementation and review of community infrastructure or community development projects.

2.  Excellent communication, consultation, engagement and negotiation skills with the ability to communicate effectively with a range of diverse stakeholders.

3.  Proven ability to engage the community and to promote collaborative decision making.

4.  Proven ability to source funding for projects.

5.  Sound understanding of community development principles and the role of local government in community development, social planning and integrated planning.

6.  Qualifications and experience in project management.
