CO-ED VOLLEYBALL RULES AND REGULATIONS

ARTICLE I: GENERAL ADMINISTRATIVE INFORMATION

A. The name of this organization shall be known as the Shenandoah County Co-ed Adult Volleyball League and these rules and regulations will govern each respectively.

B. This is a recreational volleyball league. The object of this league is to encourage participation in a safe and positive atmosphere. The league will develop skill, character, sportsmanship, and promote goodwill among the teams, players, gym supervisors, and officials.

C. The Shenandoah County Parks and Recreation and the Shenandoah County Parks and Recreation Activities and Programs committee will govern all rule interpretations, protest, player eligibility, and any other concerns to help ensure success within the league. Penalties and suspensions will be imposed by the Activities and Programs committee.

D. It is illegal to consume alcoholic beverages on any county owned property. ALCOHOLIC BEVERAGES will not be permitted on county property before, during, or after league games, practices, or tournaments. Shenandoah County Parks and Recreation staff and law enforcement will be patrolling the premises. Violators will be prosecuted. There will be no appeals process related to any alcohol violations. Per VA Code, Section 4.1-309 and any prosecutions would be considered a Class 2 misdemeanor.

E. It is to be understood that the Parks and Recreation Department will not be held liable for injuries sustained by any person or groups participating in our programs while playing or traveling to and from games or practices.

F. The official volleyball rules as published by the National Federation of State High School Athletic Association shall govern respectively, except as herein stated and amended by the Parks and Recreation Department & Activities and Programs Committee.

ARTICLE II: ROSTERS AND ELIGIBILITY

A. All players in the league must be 16 years of age by December 31st of current year.

B. To be eligible to play in this league one of the following must apply:

1. Teams must submit a timely entry fee payable to S.C.P.R. before deadline.

2. Must live in Shenandoah County; or

3. Must be a full-time employee in Shenandoah County; working 32 hours a week or more. Managers name and contact info is required; or

4. Must have been signed to a roster the previous season, verified by Parks and Rec.

C. Rosters are limited to twelve (12) players. No player can be signed after April 14th.

D. All players must be signed to a team roster prior to participating in any games.

E. Players cannot switch from one team to another unless the coach of their original team releases them. They must inform the gym supervisor of this change prior to participating in any games with the new team.

ARTICLE III: SCHEDULES AND CANCELLATIONS

A. The schedule will be set by the Shenandoah County Parks and Recreation and this matter will not be protested by any team, coach, or player.

B. Any coach finding it impossible to play in a scheduled game should notify the Parks and Recreation Department at the earliest possible moment, so that coaches, officials, and gym supervisors can be notified.

C. In the event a game is postponed due to conditions beyond our control, the Parks and Recreation Department shall set a date for it to be played, notifying the teams involved of the date and time, allowing ample time of notice.

D. The Parks and Recreation reserves the right to arrange postponed games at its convenience in order to keep up with the schedule. The Parks and Recreation Department reserves the right to cancel games if necessary, due to conditions beyond our control.

ARTICLE IV: DEPARTMENT RULES

A. Managers and Coaches will be fully responsible for the following:

  1. Conduct of their players, before, during and after games.
  2. Conduct of anyone occupying the bench area.
  3. Informing all players of league rules.
  4. Eligibility of players.

B. Each match will consist of three (3) games, one (1) point given to the winner and zero (0) points for the loser, giving a team the possibility of earning three (3) points per match.

C. Men and Women will alternate positions on the court.

D. If ball is contacted three (3) times on one side, one of those contacts must be made by a female.

E. The number of male players on the court may not exceed three (3) at any time during play. A team must have at least four (4) players, which one (1) must be female, to start a game. Then once a player arrives, they may enter the game until a team has six (6) players. Male players must substitute for male players and female players for female players, except when a team begins a game with more women than men and then they may substitute men for women until they reach 3 women and 3 men. A team may play with six (6) females.

F. Uniforms are not required.

G. The initial serve will be determined by a coin toss.

H. The net will be set at the regulation men’s height (safety reasons)

I. PARTICIPATION RULE: Any player in the league may play for a different team no more than

three (3) times. This is NOT permitted during the playoffs.

J. No attacking or blocking the serve.

K. Scoring-Rally Point System- all games played to 25, win by two (2)

L. Each team must supply TWO referees when their respective team is schedule to referee.

Failure to supply two (2) referees when scheduled will result in a $30 fine payable to the

team that referees. Teams must pay this fee before they can play their next scheduled match.

M. You may contact the ball with any part of your body.

N. Players are not permitted to touch the top of the net at anytime.

O. Players foot must cross the center line completely before being called for “under the net”.

P. Referees will call “REPLAY” if there is any judgment calls or questions in regards to rules.

Q. All teams make double elimination playoff-awards to regular season champs and runner ups and to tourney champs and runner ups. T-shirt to tourney champs.

ARTICLE V: PLAYER CONDUCT

  1. No unsportsmanlike conduct will take place towards other TEAMS, PLAYERS, OR SPECTATORS on or around the gym, before, during or after league games. Unsportsmanlike conduct includes, but is not limited to: throwing, taunting, harassment, profanity, baiting of other players, etc.

Penalty: First offense- warning from umpire, however if conduct is severe, umpire could rule for an ejection from game.

Second offense- ejection from match and any additional matches held on same day, however if conduct is severe, umpire could rule for suspension from additional matches. Any player being ejected from three (3) matches in one season will also be suspended from league for remainder of season

  1. Profanity or unsportsmanlike conduct towards any referee or any Parks & Recreation Department staff, before, during, or after a game will not be tolerated.

Penalty: First Offense- Ejection from current match and next scheduled match as well, but not limited to this if deemed necessary by league officials.

Second Offense- Ejection from current match and a minimum of the next four (4) leagues matches, but not limited to this if deemed necessary by league officials. Player will receive written letter stating possible results if conduct happens again.

Third Offense- Ejection from current match and the remainder of season. Not limited to this if deemed necessary by league officials.

  1. Fighting by a Player or Coach will result in ejection from the game and a one-year suspension from the league and all other activities sponsored by the Parks & Recreation Department. A warrant for arrest may be issued. After serving the one (1) year suspension, the individual must appear before the Activities and Programs Committee for a decision on reinstatement.

Penalty: Ejection from game and suspension from ALL Shenandoah County Parks and Recreation activities for a period no less than one (1) year. Not limited to this if deemed necessary by league officials.

  1. Harassment or abusive and threatening actions towards Officials or Parks & Recreation Department staff will not be tolerated. This rule will be enforced before, during and after games and shall be grounds for removal from the league, depending on the severity of the encounter. Conduct may include, but not limited to; threatening comments, verbal harassment, obscene gestures, ect.

Penalty: First Offense- Suspension for a minimum of 4 league matches. Not limited to this if deemed necessary by league officials.

Second Offense- Suspension for a minimum of eight (8) league matches. Not limited to this if deemed necessary by league officials.

  1. Any player, coach, or fan associated with a team who strikes or pushes in any manner an Official or Parks & Recreation staff member will serve the following penalty and after serving the two (2) year suspension, the individual must appear before the Activities and Programs Committee for a decision on reinstatement.

Penalty: Will automatically be suspended for two (2) years from all Parks & Recreation Department activities, but not limited to this if deemed necessary by league officials. A possible warrant for arrest will be issued by the official or Parks & Recreation staff member.

F. Players, coaches, and fans shall direct their criticism of game situations to the Parks & Recreation Department the following day in writing.

G. The Shenandoah County Parks & Recreation Department and/or the Activities and Programs Committee will impose penalties and suspensions upon players, coaches, teams, and fans such as are necessary to the orderly conduct of the league. Notice of such action will be served on the parties involved in any manner convenient and expedient. These decisions will be final.

H. If a Player or Coach is ejected from three (3) matches in one year for unsportsmanlike conduct, the individual will be suspended from the league and all other activities sponsored by the Parks & Recreation Department for a period of one (1) year or more. Not limited to this if deemed necessary by league officials.

K. Any player ejected from a game for any reason listed above must leave the gym and property immediately. Failure to do so could result in additional suspensions and player’s team will forfeit game in progress.

ARTICLE VI: PROTESTS

A. Protest will only be accepted concerning players eligibility.

B. League will use players to referee all league games and therefore no one may protest any ruling or interpretation of the rules before, during, or after league games and/or matches.

C. Protest based solely on a decision, which involves judgment on the part of the referee, shall not be considered for protest.

D. Managers, witnesses, and officials are subject to appear before the Activities & Programs Committee.

E. Protest Procedure: If any item is not complete, protest will not be accepted.

  1. Must be made before start of game and/or match.
  2. Coach must notify official and gym supervisor of protest.
  3. Official will announce that game is under protest.
  4. Manager will notify Parks and Rec Department in writing within 48 hours.
  5. Information will be presented to the Activities and Programs Committee.

F. Protest information must contain all the following items

  1. Date, time, and location.
  2. Name of officials and scorekeepers.
  3. Rule and section of official or local rulebook under which protest is being made.
  4. All essential facts involved in the matter protested.
  5. What the expected outcome should be.
  6. $25.00 fee. Refunded if protest is overturned by Activities and Programs Committee. Check should be made payable to S.C.P.R.

H. Officials calling the game and opposing manager may be required to submit a written report stating complete facts within 48 hours to Parks & Recreation Department
