1. Adoption of the draft agenda
The Conference of Presidents
- noted and adopted the draft agenda in the form shown in these minutes (PE 583.272/CPG).
2. Preparation of the meeting of the European Council on 28 and 29 June 2016 - exchange of views
The Conference of Presidents
- noted the following documents:
- a note dated 17 May 2016 from the General Secretariat of the Council on the annotated draft agenda of the European Council on 28 and 29 June 2016 (PE 583.253/CPG);
- a note dated 20 June 2016 from the General Secretariat of the Council on the draft conclusions of the European Council on 28 and 29 June 2016 (PE 583.338/CPG);
- conclusions of the European Council meeting of 18 and 19 February 2016 (PE575.666/CPG and annexes);
- heard the President introduce the item by noting that he would meet with Mr JUNCKER, President of the European Commission, Mr TUSK, President of the European Council, and Mr RUTTE, Prime Minister of the Netherlands holding the Presidency-in-Office of the Council, that morning to consider a joint declaration by the institutions with a view to the outcome of the vote in the UK referendum to leave the European Union;
- further heard him note that the purpose of today’s extraordinary meeting of the Conference of Presidents was to prepare his meeting with the Presidents of the other institutions, and to prepare his speech at the European Council meeting on 28 and 29 June 2016, as well as to consider Parliament’s next steps in the process;
- held an exchange of views with the participation of Mr WEBER, Chair of the EPP Group, Mr PITTELLA, Chair of the S&D Group, Mr KAMALL, Chair of the ECR, Mr VERHOFSTADT, Chair of the ALDE Group, Ms ZIMMER, Chair of the GUE/NGL Group, Mr LAMBERTS, Co-Chair of the Greens/EFA Group, Mr ARNOTT, acting Chair of the EFDD Group, Mr DE GRAAFF, Co-Chair of the ENF Group, Ms HÜBNER, Chair of the Committee on Constitutional Affairs, and Mr GUALTIERI, one of Parliament’s representatives in the negotiations on the UK settlement, during which, by a large majority, regret about the UK decision to leave the EU was expressed, and which focused, inter alia, on the following issues:
· respect for the democratic process and the decision of UK voters;
· the need for a swift start of negotiations under Article 50 TEU in order to achieve stability, certainty and clarity for citizens, businesses and markets;
· the economic implications;
· the integrity of the rules of the internal market;
· the values on which the European Union was founded;
· the need for a distinction between the negotiations on the withdrawal agreement and the negotiations on the framework for the future relationship of the EU with the UK;
· the role and responsibility of Parliament in the process and its involvement in the negotiations;
· the implications for the rotating Council Presidency;
· EU law to be enacted with a view to the European elections in 2019;
· questions concerning the organisation of Parliament’s work and procedures, and the possibility to discuss such questions as well as further legal and constitutional implications in more depth at a subsequent meeting;
- heard the President note that he would stress in his meeting with the Presidents of the other institutions and in his speech at the European Council meeting that:
· Parliament respected the democratic decision of UK voters and negotiations under Article 50 TEU should start immediately;
· the Commission should be the institution conducting the negotiations on behalf of the EU;
· the withdrawal agreement should be negotiated separately from the future framework for the relationship of the European Union with the United Kingdom as a third country;
· the issue of the up-coming rotating Council Presidency for the UK should be addressed;
· a delay in the notification under Article 50 TEU would not be acceptable;
- endorsed the President’s approach;
- further heard the President propose that an extraordinary part-session be scheduled to take place from 10.00 to 12.00 on Tuesday, 28 June 2016, on the outcome of the referendum in the United Kingdom with Council and Commission statements and two rounds of Group Chairs, the second round in reverse order, followed by a vote on a motion for a resolution;
- endorsed the President’s proposal and adopted the final draft agenda for that part-session accordingly;
- further decided that all committee meetings on Monday afternoon, 27 June 2016, and Tuesday morning, 28 June 2016, be cancelled to allow for group meetings in preparation of the extraordinary part-session.

4. Date and place of next meetings

- noted that the next ordinary meeting would be held on 30 June 2016 from 11:00 to 13:00 hours in room 06B01, in Paul-Henri SPAAK Building, in Brussels.
