The 155th meeting of the Northern Regional Committee (NRC), National Council for Teacher Education (NCTE) was held from 23rd to 25th January, 2010 at Jaipur. The following members and convener were present:

Thus, teaching staff is not in position. Hence the committee decides to refuse recognition.

(UP-2109, Course-B.Ed.) / F.No. 89-1298/2009- Appeal/ Dated 05.01.2010 / Accept the Appeal, and set-aside NRC's order dated 26.09.09, in view of the court directions given to the affiliating body. The institution may be given some more time to comply with the condition laid down in the conditional recognition order. / As per appeal order, the Institution is directed to submit a fresh list of appointed Faculty as per NCTE Norms within three months.

(UP-3206, Course-B.Ed.) / F.No. 89-1039/2009- Appeal/ Dated 05.01.2010 / Accept the Appeal, set aside NRCs order dated 08.07.2009 and remand the case to the NRC for re-issuing the deficiency letter to correct address and examine the matter further on receipt on receipt of the reply. / From the file it is clear that the letter number 67433 dated 29 December 2008 was sent on the address as given by the Institute in the application. However, the committee directs the NRC office to send the above mentioned letter again to the Institute. Further the Institute is directed to submit reply within 21 days.

(UR- 63, Course - B.Ed.) / F.No.89-1172/2009-APPEAL / The council has accepted the appeal and set aside NRC’s order dated 26.09.2009 with direction to the NRC to restore recognition to the institution immediately. / Decision of appeal committee is noted for further action.
25. / 24.  / Jaipur National University, Plot No. - 108 - 115, Main Agara Pass, Vill- Khorebariyan, Jagatpura Jaipur, Rajasthan
(M.Ed. Add. RJ- 2242) / 89-649/2009-apeal / The Council has accepted the appeal and remanded the case to NRC for further processing of the file for additional intake on the basis of merit. The council has reversed the order of NRC.
Remarks:
The matter was placed in 152nd meeting of NRC. The committee has observed that:
·  Dr. Vishwas saxena appointed as Reader is not qualified as per NCTE norms for M.Ed.
·  The list of appointed Faculty pertains to 2008 which is too old. Thus, the Institution is directed to submit the fresh list of appointed Faculty as per NCTE norms for M.Ed.
Hence, the committee directs the University to appoint Faculty as per NCTE norms for M.Ed. Within 60 days.
Accordingly a letter was issued on 09.01.2010.
The institution has submitted reply to the above on 21.01.2010 / ·  The Professor has not been appointed through properly constituted selection committee.
·  Mr. Mukesh Kumar Meena appointed as lecturer is not qualified as per NCTE norms for M.Ed.
Hence, the committee decides to refuse additional intake in M.Ed.
26. / 25. / Pestle Weed College Of Information Technology, Oak Hill Estate, Missouri Diversion Road, Dehradun, Uttrakhand
(UR- 27, Course - B.Ed.) / F.No. 89-1057/2009- APPEAL / The council accepted the appeal, set aside NRC’s order dated 17.08.2009. and the case remanded to NRC for causing a composite inspection of the institution to ascertain availability of adequate facilities as per norms for all the teacher training programmes i.s. B.Ed. (2 Units) & M.Ed. (1 Units) and thereafter pass appropriate orders. Till then the institution is lo continue as a recognized institution. / VT may be sent under section 17.
27. / 26. / Maharishi Dayanand College Of Education, Vpo- Litani, Tehsil- Uklana, Distt- Hissar, Haryana
(HR-1429, Course-B.Ed.) / F.No. 89-1256/2009- APPEAL / The council accepted and the case should be remanded back to the NRC for further processing the case for issuance of letter of intent prior to recognition under clause 7(9) of NCTE Regulations 2007. / ·  The land is not in the name of Institution.
·  Multipurpose Hall does not exist.
Hence the committee decides to issue Show Cause Notice on above points and directs the Institute to reply within One month.

(HR-1126, Course - B.Ed.) / F.No. 89-1292/2009- APPEAL / The council accepted set aside the order of the NRC dated 23.04.2009 and remand the case to the NRC for issuance of letter of intent prior to grant of recognition under clause 7(9) of the NCTE Regulations 2007. / ·  The land is not in the name of Institution.
Hence the committee decides to issue Show Cause Notice on above point and directs the Institute to reply within One month.

(UR- 30, Course - B.Ed.) / F.No. 89-1269/2009- APPEAL / The council accepted appeal, set aside NRC’s order dated 31.08.2009 and remand the case to the NRC for causing inspection of the new premises with a period of 30 days to ascertain the availability of adequate infrastructure and instructional facilities as per norms and thereafter pass appropriate orders. / VT may be sent to cause inspection at the new premise.
