2.Common Services

Transport Survey: UNJLC stressed the importance of this information. Only 2 forms have been returned. Unless more interest is shown, this FREE transport will not be implemented. The survey will be circulated with these minutes and forwarded to the NGO forum.

Action Point: Assessment form will be included with minutes and orwarded to the NGO foru mailing list.

Cargo Movements (Air): UNHAS had technical issues at the start of this month but now have a plane ready. UNJLC have 3 movements this month.

Common warehousing: The original common warehousing pilot project has been shelved and a new initiative proposed. Smaller units will be stored in Juba and deployed as requested for emergencies.

3. Transport Updates

►Road Updates

A commercial company is working on bad road stretches either side of Mundri. Trucks are getting through although WFP have reported some of their trucks stuck.

►Air

NoGo airstrips: Clarification of the status of the UNHAS No Go airstrips requested. Some have been closed for more than a year. Will they ever re-open? If an airstrip is closed for whatever reason, it is up to agencies on the ground to clear/maintain if they want it open.

Action Point: UNHAS will be asked for information and the group will informed at the next meeting.

ATG meeting: the Air Transport group meet once a month where issues concerning airstrips, policies and status are discussed. The next meeting will be Friday, November 14th in OCHA conference room at 15:00. Agencies are encouraged to attend.

►River

River Port Charges

There is no new information on these charges. WFP reported that the loaders are now at 12.5 SDG per MT.

A UNJLC staff member will be doing a full river assessment in the coming month. His report will be disseminated once finished.

4. GIS Mapping Update – UNJLC

An A3 draft map of the No Go airstrips is available from GIS Unit.

There will be a GIS meeting on 22/10 in OCHA. Anyone interested in GIS is welcome to attend.

UNJLC offered to provide GIS briefings and GPS training if agencies require it.

  1. AOB

Trade Unions Juba: The Trade Union attached to the GoSS are investigating the possibility of ‘setting’ loading/unloading rates. Aldo Spaini will look for a contact and UNJLC will follow up.

Action Point: UNJLC will follow-up with Labor Union and report back.

Customs Clearance: UNICEF advised their customs clearance process is moving faster since the new undersecretary took up his post.

Trucks coming from Kenya with Kenyan insurance are being stopped at the crossing and informed they must also hold Southern Sudanese insurance. Most are paying for this insurance but it is suspected this payment is a bribe and the order has no legal standing. WFP will pass on any more Information they receive.

UNJLC again asked attendees to forward names of clearing agents to be added to the UNJLC website.

WVI are still having issues getting NGO plates. This was discussed in Augusts’ meeting and no agency was having any problems. MoTR were co-operating with agencies and even doing vehicle inspections. Suggest WVI visit MoTR and document any issues.

The next meeting will be held on 15 October, 2008 at 0900hrs in the OCHA conference room.
