AODA PROGRAM SPECIALIST
DEFINITION
Under the general supervision of the CYF Services Manager (AODA), monitors programs and purchase of service contracts which address the needs of adults with Alcohol And Other Drug Abuse or Dependency and those individuals with co-occurring disorders. Monitors annual contractual expectations for purchase of service agencies, including but not limited to budgetary and policy recommendations for assigned programs. Is responsible for overseeing community hospital inpatient, state mental health institute, and residential treatment utilization, clinical review of high risk individuals and other AODA and mental health system coordination issues, assisting in the coordination of discharge planning for those individuals hospitalized at a state mental health institute; Provides primary staff support for the Alternative Sanction programs and performs related duties as assigned
EXAMPLES OF DUTIES
Acts as the primary contact for state mental health institute staff, assigned programs and AODA agencies; meets regularly with assigned agencies, reviews service delivery reports, discusses progress toward identified goals and barriers to achieving goals; reviews proposals submitted by assigned agencies and makes recommendations regarding fiscal allocations, program expectations and performance indicators; monitors programs and agencies for quality compliance in accordance with federal, state and county program standards; coordinates implementation of changes in programs as required by federal, state, county or departmental authorities; provides information, advocacy and assistance regarding AODA services to consumers, families and citizens requesting such information; responds to complaints from consumers, guardians, advocates and other interested parties regarding assigned programs; prepares competitive Requests for Proposals and coordinates proposal review efforts; Prepares data, hospital and alternative sanction reports and presentations regarding assigned programs; Prepares and disseminates agendas and minutes of the Drug Court Treatment Program (DCTP) Advisory Committee, the DCTP Staff Team, the OWI Court, and other alternative sanction program meetings; Gathers and maintains outcome data and other management information regarding alternative sanction programs; Assists with grant applications and prepares required reports for grants; Performs other duties as assigned.
EMPLOYMENT STANDARDS
Education and Experience: Any combination of training and experience equivalent to graduation from an accredited college or university with a Bachelor’s degree in social work or other human services field and five years of professional experience in community based adult AODA and mental health services. Extra credit will be given to those who hold a clinical substance abuse counseling (CSAC) certification through the Wisconsin Department of Regulation and Licensing.
Knowledge, Skills and Abilities: Knowledge of the AODA and mental health services in Dane County and ability to assess the needs of disabled persons; Knowledge of the criminal justice system; Knowledge of the needs of offenders and treatment programs that successfully serve offenders; effective oral and written communication skills; understanding of the principles of administrative and budgetary management; familiarity with Dane County human services programs; ability to assess the effectiveness of programs and agencies providing services to these populations.
Special Requirements: Valid Wisconsin driver’s license (or eligibility for) and access to personal transportation is required.
