Safety of the students and resource professionals at Kids in the Creek is the top priority.
This provides general and specific guidelines to event staff and particpants in the event of an emergency.
INTRODUCTION
Emergencies, both major and minor, are a part of our everyday lives. We can only deal effectively with them if we are prepared and in control. Safety requires that all individuals be well informed of the proper steps to take in the event of an emergency. Studies prove that panic in an emergency is a major cause of injury or death. All occupants should familiarize themselves with the information in this Plan.

PURPOSE AND SCOPE OF THE PLAN
The Emergency Plan will provide information and direction for emergency situations for life and property in spaces controlled by the Fish and Wildlife Service, Enitat Fish Hatchery for the Kids in the Creek event. The Entiat Fish Hatchery staff and Kids in the Creek Coordinators will determine the safest and most effective procedures to meet emergency situations that may arise during the event. The Kids in the Creek Coordinators will provide leadership and direction during emergencies according to the Plan.

RESPONSIBILITY
Safety of the students and resource professionals at Kids in the Creek is the top priority. The
following Responsibilities have been identified to ensure the safest experience possible for all.
In the case of an emergency or inncodent Chaperones and Station Leads will contact the Event Coordinator assigned to their location. The Event coordinator will contact the on scene EMT to assess the situation and make the approprioate communication and actions to fit the inncodents needs.
An EMT will be on site for all three days of the Event.
TEACHERS
- Each student group must be accompanied by a teacher or parent chaperone at all times during the course of the Kids in the Creek event.
- It is the responsibility of the teacher to make sure each student group has an adult chaperone.
COORDINATORS
The Event Coordinators are responsible for implementing the Emergency Plan to protect life and property and to minimize damage in the event of an emergency. He/she is responsible for selecting, organizing staff to conduct emergency operations.
- Insures that the basic provisions of the plan are disseminated to all occupants.
- Directs the activities of the station leads in an emergency.
- Communicates location of emergency equipment including first aid kits, throw bags, and AED.
- Takes necessary actions to insure that Fish Hatchery staff and Event staff communicate and operate safely and efficiently in emergencies.
- Monitors radio for emergency broadcast information.
- Maintains liaison with the local Fire Department, Police Department, Sheriff’s Office and Fish Hatchery Facilities Manager.
STATION LEADS
Station leads are responsible for planned and controlled response in the event of an emergency. They are responsible for planning the evacuation routes (if necessary) from their stations and establishing evacuation procedures, first aid response, and communicating the location of emergency equipment (throw bags, first aid kits, location of the closest landline telephone).
DRY STATIONS:
Three of the stations are referred to as the “dry” stations which are located on the Fish Hatchery property closest to the main builing (see map appendix A).
- A First Aid Kit will be located at the Welcome table with the Entiat Valley Service Group Volunteers.
- One throw bag will be stationed with the Water Quality station lead.
- Each Station lead will assign a person the responsibility of notifying the Event coordinators in case of an emergency or inncodent.
- The Event coordinators will notify the on scene EMT, and depending on the severity of the inncodent will call 911 for assistance.
- Station Leads will direct the orderly flow of personnel during the event of an emergency depending on the sersiourness of the inncodent.
WET STATION LEADS:
Three “wet” stations are located by a small side channel off of the main stem of the Entiat River. This side channel, Wilson Side Channel, has limited flow due and averages about two feet in depth in the area the stations are located.
- One life ring or throw bag will be on hand at each on the three “wet” stations.
- Station Leads will take a water flow reading every morning (depth x velocity) and if flow is greater than 10, then that site will be deemed unsafe for the event.
- Each Station Lead is responsible for identifying one individual as a designated “Water Safety Officer” and will watch the students to make sure everyone is conducting themselves in a safe matter while in the water.
- Event Particpants are asked to wear waders at the “wet” stations. If they do not wear waders they are not to enter the side channel.
- Particpants will only be in the water while conducting their tests and gathering data otherwise all particpants will be escorted out of the water for the rest of the station time.
- When the downstream group, water quantity, is in the water, they will position one resource professional at the lower end of Wilson Side Channel, before the culvert, in order to ensure that students do not enter or pass through the culvert.
- When the upstream group, macroinvertebrates, is in the water, a resource professional will be positioned at the upstream end of the Wilson Side Channel to ensure that students do not access the main stem Entiat River.
FACILITIES OFFICER
Kids in the Creek Coordinators will coordinate with The Fish Hatchery Staff for conducting emergency responses .
- Utilizing the main phone line to contact emergency services.
- Will supply assistance if necessary.
GENERAL EMERGENCY PROCEDURES
WHEN ILLNESS OR ACCIDENT OCCURS
- Notify the Event Coordinator and Teacher and Station Lead assigned to the closest station area.
- Notify Emergency Medical personnel to assess the situation and make the approprioate communication and actions to fit the inncdnets needs. (See appendix B for qualified medical personnel.
- For minor injury or illness use the first aid kits available at assigned to your location, and provide assistance in accordance with training level.
- Know locations of AED units and locate trained personnel.
- For a major injury or illness the Event Coordinator will notify 911.
- Event Coordinators will meet emergency responders and direct to exact location.
TRAFFIC CONTROL PLAN
As part of the Kids in the Creek event particpants are escorted at the beginning of the day and mid-day between the “dry” and “wet” station locations. This transfer creates a high level of foot traffic on the Roaring Creek county road.
Every year the Event is required to provide Chelan County with an appropriate traffic control plan to obtain a permit for the Event. As part of this action the Kids in the Creek event provides certified flagging personell and road escorts to assist in guiding particpants safely up and down the section of road out of the way of vehcile traffic. Please see the Appendix C map for more information on the Traffic Control Plan.
