  1. Welcome
  • Deputy Chief Arradondo welcomed the group and offered the Chief’s regretsfor her absence due to her being subpoenaed in to court.
  1. Chief’s Re-Appointment
  • Thank you to all who spoke, called or emailed on behalf of the Chief.
  1. COPS Review of the November events at the 4th Precinct
  • The Mayor and Chief requested the assessment which will include all city departments involved in the incident. The goal is to see how we did, what can we do better. These events along with incidents in other cities are being discussed on a national level. Those CCAC members who were at the scene felt communication could have been better, that MPD’s direction wasn’t clear to those trying to assist them. Social media played a large role in the protesters method of directing their efforts. Groups took advantage of each other’s weaknesses. Question was asked is how does St. Paul handle such events? There were good things which occurred – brought community together. Effects on the neighborhood – traffic, noise, smoke from fires. Resolve of the officer who took the extended period of personal slurs. Elected intervention – local, state and national level. Need community forums to help the community to heal. Need to be sure the community is included in the assessment.
  1. Anticipated County Attorney process related to the 4th Precinct Officer Involved Shooting
  • Bureau of Criminal Apprehension (BCA) presented their investigation to the County Attorney who then requested additional information. The County Attorney stated he hopes to have a decision by the end of March.
  • Also a Federal Investigation of the incident.
  • How will MPD respond to the County Attorney and Federal Investigation results – will be flash points no matter the outcome.
  1. Department wide Procedural Justice Training
  • Department personal received training in November and those individuals are beginning to train the department and community members. A video, which included CCAC members, shown to the group. Members asked about receiving the training, possible condensed version of the eight our session.
  1. CCAC 4th Precinct Appreciation Event
  • Very well received by the Officers – THANK YOU ALL. Future events at the other precincts are in the early stage of discussion.
  1. Chief Harteau’s Youth Summit
  • Tuesday, March 22nd, 4:30 – 8:30pm, Special Operations Center, 4119 Dupont Ave N. Sherman, Shane Zahn and others coordinating it. Hope to have 200 youth attending – groups will split out into breakout sessions on gun violence, Community Policing, Body Cameras, Social Media Impact and traffic stop role playing. Youth will present what they learned/discussed during in the breakout sessions to the Chief. Corporate sponsors donated a host of items for the attendees.
  1. Round Table
  • Latest shooting in Roseville has legislators calling for additional Crisis training for officers. Will need money to update programs to current environments.
  • Changes to the lower level misdemeanor crimes so many are now just citable. Thought is a person shouldn’t spend time in jail upon an arrest for a crime which doesn’t call for jail time. 1st Precinct Officers receiving training in the new procedure and others will follow.
  • Police Activities League (PAL) now has a face in South Minneapolis.
  • St. Patrick’s Day parade police presence being developed.
  • Groups working closely with the youth throughout the city with the effort to reduce crime. Focus on calling parents to get them involved. Reaffirming the See Something, Say Something.
  • Mental Health community presenting training at local churches on dealing with those suffering with mental health crisis.
