Junior Non-Key Expert – Regional Social Inclusion Expert (JNKE – RSIE)

The JNKE –RSIE should have hands-on experience in introducing and supporting social inclusion measures for vulnerable and marginalized groups (especially Roma population), but also the hands-on experience in providing support to LSGs to establish institutional capacities for social inclusion measures, including the experience in providing support in developing, implementation and monitoring of the national and local legal and strategic framework.

The JNKE – RSIE should have skills and experience in assessment the needs of local communities, particularly relevant to social inclusion of vulnerable and marginalised groups, preferably Roma.

Besides, JNKE – RSIE should have previously experience in work with CSOs, preferably with Roma CSOs, or local civil society organisations who deal with social inclusion of marginalised and vulnerable groups.

The expert`s responsibilities fall within the overall TA project component: Component 2- Provision on Social Inclusion – Roma population related measures.

The JNKE – RSIE will work closely with TL, K2 Social Expert, Non key Social Inclusion National, members of SCT and Permanent Working Group and other TA project beneficiaries to provide assistance in implementing activities envisaged within Component 2 - Provision of Social Inclusion Roma population related measures. Considering the fact that Technical Assistance is based on the principle of regional support, the mentor will be responsible for the realization of project activities and achievement of the Project results in up to 5 LSGs.

Qualification and skills:

University degree in the relevant field of social science (e.g. legal, political, economic, sociology, organizational science or similar) where at least 4 years of studies have been completed.

Excellent communication, training and presentation skills;

Working knowledge of English language.

General Professional Experience:

Minimum 2 years of working/postgraduate experiences in public or civil sector relevant to social development;

At least 2 years of experience in work with vulnerable groups at the local level.

Specific Professional Experience:

Minimum 2, preferably 3 years of postgraduate experience in implementing national or local strategy documents relevant to social inclusion of marginalized groups;

Minimum 2, preferably 3 years of postgraduate experience with EU/IFI financed projects relevant to social inclusion of vulnerable and marginalized groups, (preferably Roma) will be considered as asset;

Experience in work with different stakeholders on local level involved in resolving the Roma issues will be advantage.

Civil servants and other staff currently employed by public administrations of the beneficiary country are not eligible to apply as experts.

Experts must be independent and free from conflicts of interest regarding the responsibilities defined by the Terms ofReference.
