- Opening of Meeting:
The Delaware EMSC Coalition Meeting was held in the Public Health Training room in the BlueHenCorporateCenter in Dover, Delaware. Dr.Hazel Guinto-Ocampo opened the meeting at 1:45 p.m.
- Disaster Child Care Workshops – Norma Everett - Guest Speaker:
Norma Everett shared information about the Disaster Child Care Shelter
Workshop held December 2005 in Farmington,Delaware. She also gave an
overview and update on the Emergency Preparedness for Child Care Committee.
The disaster workshops are presented by the Church of the Brethren.The Federal
Emergency Management Agency (FEMA) calls on the Red Cross to go in and set
up shelters in the event of a disaster. The Red Cross shelters cannot allow
unattended minors into their shelter, so according to Mark Tinsman of the local
Red Cross, they contact the Church of the Brethren to set up child care in shelters.
Norma Everett and Laura Cygan attended the Disaster Child Care Workshop. The attendees learned everything from how to set up a shelter to how to encourage and support children that have been through a disaster. The training
explained the process for becoming a shelter volunteer. Each volunteer has to go
through several stages before they are permitted to volunteer. The new
volunteer needs letters of reference and strict background check before they are
considered for certification to work in a child care shelter. All child care shelter
volunteers must be monitored by a mentor prior to reaching the level where they
can volunteer in a shelter to provide child care services.
The Emergency Preparedness for Child Care Committee (Unattended Minors
Group) continues to work on several other child care issues. Due to this
committee’s efforts and hard work Delaware is now the first state to have a
written Child Care Curriculum. They are also working on a plan to set up a
child care program for first responders/emergency services workers in the event
of a disaster.

- Grant Updates
- Risk Watch: Kim Robinson
The Risk Watch Program is in 864 classrooms, 67 total schools, 2 charter schools, 1 alternative school, 14districts, and 8 non-public schools reaching approximately21,679 students.
A Risk Watchtraining workshop is scheduled with ElbertPalmerAcademy in Wilmington for April. Kim met with principals at Lake Forest East Elementary and Nellie Stokes Elementary about SafetyTown and Risk Watch. Both are interested in setting up training workshops for the next school year.
Five schools are scheduled for SafetyTown starting March 31, 2006 until the end of the school year and she is waiting to hear from a few other schools about SafetyTown. The partnership with SafetyTown is great because we are getting into other schools that were unaware of Risk Watch. Kim worked with the I’m Safe Corporation to develop a Risk Watch Adventure in Safety Town workbook with parent pages for children to take home and reinforce lessons learned in Safety Town and Risk Watch.
Kimparticipated in Sussex County Christmas parades partnering
with Sussex Safe Kids, continued production on the first and
second grade fire safety video with the Children’s Fire Safety
Foundation , and is developing a PFD giveaway program for at risk
groups with Bill Baker and the water safety program at the Fire
School. She met with Norma Everett about incorporating Risk
Watch into the lessons taught by the Health Care Consultants that
serve the 715 childcare facilities throughout the state of Delaware.
The Risk Watch Champion Meeting last November was very informative. There were many informative sessions offering new ideas and an educational brainstorming session with other state coordinators.
Kim is working on a storybook and video library for teachers to use in their classrooms with the Delaware Volunteers Fireman’s Association (DVFA) grant funding. Currently seven teachers have borrowed materials and were appreciative of the resources. Kim was able to order some other supportive materials for various risk areas to assist teachers in the classroom.
The latest Risk Watch Newsletter was sent out in December. The next newsletter will be going out the last week in April that will feature spring and summer safety issues. The deadline for articles and is April 7, 2006.
The City of Dover Fire Marshal’s Office is holding a Spring Safety Fair at the Dover Mall on March 17th and March 18.thRisk Watch partnered with SAFE KIDS and the Delaware Pharmaceutical Society (DPS) for a Poison Prevention Awareness exhibit. DPS will also have diabetes checks at the table. This safety fair is located in the court in front of JCPenneys. The Risk Watch table will have “Grandma’s Pocketbook”, a program DPS coordinates, Project Look-A-Like from EMSC and numerous giveaways and information on poison prevention.
The Blue Rocks game that will feature Risk Watch is scheduled for May 19, 2006 at 7:05 p.m. Risk Watch will sponsor a “Striking Out Injuries with Delaware Risk Watch” poster contest again this year.
A presentation was made on February 27, 2006 in front of the eighth grade at DelmarMiddle School for Samantha Ward, a girl who witnessed a boy on fire and had him stop, drop and roll and then put the fire out with a garden hose. She received the Governor’s Fire Safety Conference Safe T Bear Hero Award, along with a National Fire Prevention Association (NFPA) certificate and a Risk Watch All Star Bear.
- SAFE KIDS/EMSC
Childhood Injury Prevention Conference: Kim Robinson
The SAFE KIDS/EMSC Childhood Injury Prevention Conference is scheduled for June 21, 2006 at the ModernMaturityCenter in Dover, Delaware. Save-the-Date flyers and cards are available for distribution. Registration forms will be mailed out by the middle of April. If you want to ensure that your name is on the list for a registration form, please e-mail Laura Cygan or Marie Renzi your information. Speakers include State Representative Bethany Hall-Long, as the opening keynote speaker. Other topics include bullying and gang culture, water and pool safety, planning a field trip, safe routes to school, sports injury safety, and interactive sessions about wheeled safety (ATV, motorized scooters, bicycle and roller blades).
- Pediatric Education for Prehospital Providers (PEPP):
The last day of PEPP for January and
February is today in SussexCounty. After today, all the Delaware paramedics employed by the counties and by the DelawareState
Police will have taken and successfully completed this course.
- Special Children’s Outreach and Prehospital Education (SCOPE):
The Special Children’s Outreach and Prehospital Education (SCOPE) course was provided to EMT-Bs in Townsend on
February 26, 2006 by Marie Renzi, EMSC Coordinator.
- EMSC Section of the DEMSOC Report
Marie Renzi, EMSC Coordinator, distributed a draft copy of the EMSC section of the DEMSOC Report. If anyone would like something added to the pediatric portion of the DEMSOC report,
please contact Marie and she will work with Robert Dillon, Office
of Emergency Medical Services to incorporate suggestions.

Other Activities in Progress:
- SNAP information at the 911 response centers will now automatically renew year to year.
- A press release has published about the SNAP program in the Dover Post. If anyone would like to use SNAP information in a publication, please contact Beth MacDonald at (302) 744-5415.
- Beth MacDonald and a parent of a SNAP child whose life was saved by the SNAP program did an interview for the Channel 6 newsroom. The segment was aired on December 31, 2005 at 5:30 a.m.
- SNAP information was presented at the Life Conference in Doveron January 26, 2006.
- Laura Cygan continues to share SNAP information at health fairs throughout the state.
- Currently the SNAP program has funding through September of 2006.
- SNAP partnered with the University of Delaware Center for Disabilities Studies to complete the SNAP surveys for SNAP families and paramedics.
- Beth showed everyone a sample of the SNAP magnets that will be given to all SNAP families that have completed all the paperwork for them to display on their mailboxes or cars. These magnets will make finding SNAP children easier for the paramedics trying to locate them.
- Beth has informed all SNAP families to carry with them a copy of the form that lists all the medical information for their child in case of an emergency.
- Presidential Budget for 2007
Hazel Ocampo, MD Nemours/A.I. duPont Hospital, informed EMSC Coalition members that the President eliminated EMSC from the 2007 budget
along with Trauma, Traumatic Brain Injury (TBI), Newborn Screening, and the
ChiP program.The federal government set performance measurements that must
be met to continue receiving grant funds.
Marie Renzi distributed the Aggregated Data Collection Form for the EMSC
Performance Measures. The new grant will start on March 1, 2007. One goal is to conduct a pediatric preparedness survey be atthe eight acute care hospitals in the state.Public Health Preparedness announced they purchased pediatric supplies for the MRU trailers.
Dr. Megargel discussed developing a system to recognize levels of pediatric designation of pediatric centers is included in the national performance measures.
Dennis Rubino announced he has not yet received a notice of grant award for
Traumatic Brain Injury funding. He will keep everyone updated on this issue.

- New Castle County SAFE KIDS Day is scheduled for April 15, 2006 at BellevueState Park in WilmingtonDelaware.
- EMS Week is fast approaching – EMSC day is May 17, 2006 at Nemours/duPont Hospital for Children.

- Infant Mortality remains priority in Delaware and especially for Public Health. Marie Renzi will keep everyone informed on this issue.
- The 2005 DEMSOC report will be available this year on CD orin a PDF File. Due to high cost of printing paper copieswill not be available this year to the EMSC Coalition and other large groups.
