INTRODUCTION
Present construction standards apply to the systems of heat supply, heating, ventilation and air conditioning in the accomodations of buildings and construction.
Standards contain the requirements of sanitary, ecological, fire safety with the use, and also the requirements of reliability and energy-economy for the systems of heat supply, heating, ventilation and air conditioning of buildings and construction.
Within the standards the field of application of systems of mechanical ventilation and air conditioning is extended. New requirements for the systems of the anti-smoke protection of buildings with the fire are introduced. Are refined requirements on the application of [pokvartirnykh] systems of the heat supply of habitable buildings.
With the revision of standards is taken into account the experience of the application of the acting normative documents, and also the foreign n.

1 FIELD OF APPLICATION
Present construction standards apply to the systems of heat supply, heating, ventilation and air conditioning in the accomodations of buildings and construction (further - buildings).
Present standards do not apply to the systems:
A) heating, ventilation and air conditioning of refuges; the construction, intended for the works with the radioactive materials, by the sources of the ionizing emissions; the objects of underground mining operations and accomodations, in which they are produced, explosives are stored or adapt;
b) the special [nagrevajushchikh], cooling and removing dust installations and devices for the technological and electrotechnical equipment; aspiration, pneumatic conveyance and dust-gas removal from the technological equipment and the vacuuming installations.

The terms, utilized within the present standards, are given in the appendix a.
4 THE GENERAL CONSIDERATIONS
4.1 [v] buildings and construction should be provided for the technical solutions, which ensure:
A) the normalized meteorological conditions and the purity of air in the service area of the accomodations of the habitable, public, and also administrative- everyday buildings of enterprises (further - administrative- everyday buildings) according to ALL-UNION STATE STAN. 30494, [SanPin] 2.1.2.1002 to the requirements of present standards and rules;
b) the normalized meteorological conditions and the purity of air in the working zone of production, laboratory and warehouse (further - production) accomodations in the buildings of any designation according to ALL-UNION STATE STAN. 12.1.005 ([SanPiN] 2.2.4.548) and to the requirements of present standards and rules;
the c) normalized levels of noise and vibrations from the work of equipment and systems of heat supply, heating, ventilation and conditioning (further - heating-ventilating equipment), and also from the external sources of noise according to SNIP $$RTSNIP - Construction norms and regulations 23-03. For the systems of emergency ventilation and systems of anti-smoke protection during the work or the testing according to ALL-UNION STATE STAN. 12.1.003 in the accomodations, where this equipment is established, is allowed noise not more than 110 [dBA], and with pulse noise - not more than 125 [dBA];
g) the protection of atmospheric air from the ventilation ejections of harmful substances;
d) the maintainability of the heating systems, ventilation and conditioning;
e) the explosive-fire safety of the heating systems, ventilation and conditioning.
4.2 heating-ventilating equipment, air ducts, conduits and thermal insulation constructions should be provided for from the materials, permitted to the application in the building.
Utilized in the heating systems, ventilations and conditionings materials and the articles, which be subject to required certification to, including hygienic or fire estimation, must have a confirmation for their application in the building.
4.3 with the reconstruction and the technical reequipping of the existing enterprises, habitable, public and administrative- everyday buildings are allowed to use with the technical economic substantiation the existing heating systems, ventilation and conditioning, if they satisfy the requirements of present standards and rules.
4.4 SAFETY WITH THE USE
4.4.1 heating systems, ventilation and conditioning should be projected taking into account the requirements of safety of the normative documents of the organs of state supervision, and also instructions of enterprises - the producers of equipment, steel framework and materials, if they do not contradict the requirements of present standards and rules.
4.4.2 temperature of heat-transfer agent, °[S], for the heating systems and heat supply of the air heaters of tributary installations, conditioners, air-heat curtains and others (further - the systems of internal heat supply) in the building should be assumed not less than on 20 °[S] (taking into account 4.4.5) lower than the temperature of the ignition of substances, which are located in the accomodation, and not more maximum permissible on the application B or indicated in the technical documentation on the equipment, the steel framework and the conduits.
For the heating systems with the temperature of water of 105 °[S] and above should be provided for the measures, which prevent the effervescence of water.
4.4.3 temperature of the surface of the accessible parts of space heaters and conduits of heating systems must not exceed maximum permissible on the application b. for the space heaters and the conduits with the temperature of the surface of accessible parts of above 75 °[S] in the children's pre-school accomodations, the staircases and the vestibules of children's pre-school establishments should be provided for shielding enclosures or heat insulation of conduits.
4.4.4 the heat insulation of heating-ventilating equipment, conduits of the systems of internal heat supply, air ducts, [dymootvodov] and flues should be provided for:
for warning the burns;
for guaranteeing the losses of the heat those of less permitted;
for the exception of the condensation of moisture;
for the exception of the freezing of heat-transfer agent in the conduits, laid in the unheated areas or in the artificially cooled accomodations.
The temperature of the surface of heat insulation must not exceed 40 °[S].
The hot surfaces of heating-ventilating equipment, conduits, air ducts, [Dymootvodov] and flues, placed in the accomodations, in which they create the danger of the ignition of gases, vapors, aerosols or dust, should be insulated, providing for temperature on the surface of thermal insulation construction not less than to 20 °[S] lower than the temperature of their ignition. Heating-ventilating equipment, conduits and air ducts should not be placed in the accomodations indicated, if is absent the technical capability of reduction in the temperature of the surface of heat insulation to the level indicated.
Thermal insulation constructions should be provided for according to SNIP $$RTSNIP - Construction norms and regulations 41-03.
4.4.5 padding or intersection in one channel of the conduits of internal heat supply with the fuel pipes liquids, vapors and gases with the flash point of vapors of 170 °[S] and less or corrosion- active vapors and gases it is not allowed.
Air ducts, on which are moved dangerously explosive mixtures, it is allowed to intersect by conduits with the heat-transfer agent, which has the temperature lower (more than to 20 °[S]) temperature of the ignition of the moving gases, vapors, dust and aerosols.
4.4.6 [v] the systems of hot-air heating the temperature of air on leaving from the air distributers should be calculated taking into account 5.6, but assumed not higher than 70 °[S] and not less than by 20 °[S] lower than the temperature of the ignition of gases, vapors, aerosols and dust, that separate in the accomodation.
The temperature of air, supplied with air-heat curtains, should be assumed not above 50 °[S] at the external doors and not above 70 °[S] in external gates and apertures.
4.4.7 heating-ventilating equipment, conduits both air ducts in the accomodations with the corrosion- active medium and also intended for the deaeration with the corrosion- active medium should be provided for from the anticorrosive materials or with the protective coatings from the corrosion. For the corrosion protection of air ducts it is allowed to use painting of the fuels with a thickness not of more than 0.2 mm.
4.4.8 the hydraulic tests of water heating systems must be produced at a positive temperature in the accomodations of building.
Heating systems must maintain the test pressure of water, which exceeds operating pressure by the system 1,5 times, without destruction and loss of airtightness, but not less than 0,6 MPa.
The value of test pressure with the hydraulic test of heating systems must not exceed maximum test pressure for tN space heaters e established in the system, equipment, steel framework and conduits.
SHCH THE PARAMETERS OF THE INTERNAL AND SURROUNDING AIR
5.1 parameters of microclimate during heating and ventilation of the accomodations (besides the accomodations, for which meteorological conditions they are established by other normative documents) should be assumed according to GOST 30494, ALL-UNION STATE STAN. 12.1.005, [SanPin] 2.1.2.1002 and [SanPiN] 2.2.4.548 for guaranteeing of meteorological conditions and maintenance of the purity of air in the serviced or working zone of accomodations (at constant and inconstant work sites):
A) in the cold period of year in the service area of living quarters the temperature of air - minimum from optimum temperatures; with the agreement with the organs [Gossanepidnadzora] of Russia and by assignment customer is allowed to assume the temperature of air within the limits of the permissible standards;
