It is recommended that nominations be opened for the office of president of the Mt. San Jacinto Community College District Board of Trustees.

The Superintendent/President shall serve as secretary to the Board.

SUPERINTENDENT/PRESIDENT’S RECOMMENDATION:

It is recommended that the Interim Superintendent/President be appointed secretary to the Mt. San Jacinto Community College District Board of Trustees until a permanent Superintendent/President is hired to fill the position.

BACKGROUND:

The day-to-day operations of the District require authorized signatures for district business. The authorized employees are Richard J. Giese, Interim Superintendent/President; Becky Elam, Vice President of Business Services; Catalina Cruz, Dean of Business Services; Carol Montez, Accounting Supervisor; and Kathy Donnell, Executive Assistant to the Superintendent/President. These employees are authorized to sign orders drawn on the funds of the school district and Notices of Employment. In addition Dr. Jon Tyler, Vice President of Human Resources and Regina Howard, Human Resources Supervisor are authorized to sign Notices of Employment. This action is in accordance with Education Code Sections 8232, 85233, and 87412.

SUPERINTENDENT/PRESIDENT’S RECOMMENDATION:

It is recommended that the Board of Trustees authorize Richard J. Giese*, Becky Elam, Catalina Cruz, Carol Montez and Kathy Donnell to sign orders drawn on the funds of the school district and Notices of Employment and Dr. Jon Tyler and Regina Howard to sign Notices of Employment in accordance with Education Code Sections 8232, 85233, and 87412.

BACKGROUND:

Mt. San Jacinto Community College District Board Policy BP2310 Regular Meetings of the Board, page 15: Regular meeting location, date, and time for Board meetings shall be determined at the annual organizational meeting. [Reference: Education Code Section 72000(d)]

This item sets the dates and time for the regular monthly meetings to be held in the Board Room on the San Jacinto Campus in the Administration Building #200, 1499 North State Street, San Jacinto, CA 92583 LINKED to the Student Services Conference Room #130 at the Menifee Valley Campus, 28237 La Piedra Road, Menifee, CA92584.

It is recommended that the Board consider holding two regular meetings during the month of June 2006. The second meeting in June will be in lieu of the July 2006 meeting. This schedule is being suggested in an attempt to free one month in which the Trustees and staff could plan time away from the District without returning for a Board of Trustee meeting or the need to prepare an agenda, etc.

SUPERINTENDENT/PRESIDENT’S RECOMMENDATION:

It is recommended that the Board of Trustees set the dates and times for the regular monthly meetings leaving the month of July dark.

BACKGROUND:

The governing board of each school district of every kind or class shall annually, at its initial meeting, select one of its members as its representative, who shall have one vote for each member to be elected to the county committee. The secretary or clerk of the district shall furnish the CountySuperintendent of Schools with a certificate naming the representative selected by the board (E.C. Section 35023) (72403 community college district).

SUPERINTENDENT/PRESIDENT’S RECOMMENDATION:

It is recommended that the Board of Trustees select a member as its representative to vote in the Annual County Committee on School District Organization Election.

BACKGROUND:

The Superintendent/President and the Vice President of Administration and Finance customarily serve as authorized agents for the Board of Trustees. At this time while the college search for a new Superintendent/President is being conducted and until a fulltime Superintendent/President is hired, a formal action is needed to approve the Vice President of Business Services, Becky Elam, and the Interim Vice President of Instruction, Roger Schultz as authorized agents for the Board of Trustees in all matters directly affecting the budget.

The Interim Superintendent/President, Dr. Richard J. Giese, will continue to serve as the Board of Trustees’ agent signing certification and policy matters.

SUPERINTENDENT/PRESIDENT’S RECOMMENDATION:

It is recommended that the Board of Trustees consider the proposed policy and direct the Superintendent/President based on their determination
