The decisions were read out.
The Clerk gave an update on ‘Paperless Planning’. The system will be implemented on 1st April and the Parish Council has received a grant of £700 to assist with the purchase of any equipment required. The Clerk will attend a workshop on 29th October. NOTED.
TO advised that he intends to step down as a Parish Councillor at the December meeting. NOTED.
128/15 / Cornwall Councillor Report (continued):
LG gave EG the response to his query on parking on pavements from Mr Polmounter. As there are no restrictions in place, it is up to the police to enforce.
RT had sent LG a query on the licensing of car boots. The issue was on the agenda of the Safety Advisory Group meeting on 09th October and she is waiting for a report.
A press release is imminent regarding the Cubert Crossroad Feasibility Study.
DL asked LG to investigate why developers are not being charged Council Tax on unoccupied properties. RESOLVED: Clerk to write to Edwina Hannaford.
129/15 / Matters Arising
a) Purchase of the Methodist Chapel: No progress. Agenda item for January. NOTED.
b) Highway Issues: The road by Lappa Valley was discussed. The traffic is increasing and there is a lack of passing places. The road also needs tarmacking where Cormac cut the hedges so that it is a proper passing place. The yellow lines outside the Methodist Church & The Pheasant need repainting as buses are unable to turn out of these junction due to parked cars. RESOLVED: Clerk to ask Highways to investigate.
c) Defibrillator Training: No response received from FLEET. AM to chase. NOTED. .
d) Grasscutting in the Parish: As far as the contractor is aware all the paths have now been cut. HF has walked the majority of the paths and would concur with this aside from a small section by the ammunition store on the Downs. RESOLVED: HF appointed as Footpaths Liaison Officer. The tree in the Churchyard opposite the pub needs cutting. RESOLVED: Clerk to report to the Council.
e) Tree in Mitchell Play Area: Clerk is currently submitting an application to have the tree works undertaken. NOTED.
f) ‘Welcome to St. Newlyn East Signage’: A quote & design for the signage has now been received from Cormac. It was discussed that the Parish logo and the Cornish translation should be included on the signs. RESOLVED: With the above amendments, Clerk to accept quote.
g) Update – Cornwall Community Waste Programme: RT gave a report of the recent meeting (see appendix 2). The group has registered their interest with Cornwall Council and the proposed schemes include a waste awareness programme and a community composting scheme. A launch event will be held on 11th November in the Methodist Church. NOTED.
h) Repair to Play Equipment Following Risk Assessment: HF has looked at the issues raised in the report and has removed the climbing poles. He will fix the ‘finger entrapment’ risk on the slide in Mitchell. The rot on the swing upright (SNE) and the slide (Mitchell) have been investigated and are not considered to be a risk at this time. The skateramp will be removed by AM & HF this weekend. The three benches in SNE Play Area are beyond repair and HF has got a quote from Griggs to replace them. RESOLVED: Clerk to order three benches, HF to install.
i) Purchase of Rubbish Bin for the Skatepark: The Clerk showed some options and it was RESOLVED: to purchase a two compartment outdoor recycling bin.
j) Water Quality in Mitchell: No further problems reported. NOTED.
130/15 / Business Matters:
(a) Update – Trevilson Educational Fund: The response to CV’s queries was discussed and it was decided that an AGM should be proposed to the Committee. NOTED.
(b) Councillor Conduct at Meetings: A complaint had been received from a local resident regarding the treatment of members of the public during public speaking. Councillors were reminded that all queries must be directed through the Chair and to treat members of the public with courtesy. NOTED.
(c) Mitchell Car Boot Sale: RT reported that there was a road traffic issue recently which caused chaos. It was discussed that a licence is not required for Car Boot Sales even though they often cause a nuisance to local residents. The Clerk advised that the item had been on the agenda of the Safety Advisory Committee Meeting on 09th October and she was waiting for a report. NOTED.
(d) Installation of Dog Bin on Metha Footpath: Following discussions it was RESOLVED to install a dog bin at the village end of the footpath.
(e) St. Newlyn East Christmas Lights: Volunteers are required to help put up the lights. Councillors will seek volunteers and try to help out if available. NOTED.
(f) Footpath behind the Halt Road Development: The footpath is badly lit and the surface needs replacing. RESOLVED: Clerk to report to Ocean Housing.
(g) Public Toilets: GB advised that to carry out a conclusive legionella assessment, a testing kit is required. The men’s toilet needs a new toilet roll dispenser. RESOLVED: GB to purchase legionella testing kit. Clerk to organise new toilet roll dispenser.

c. Award of Carland Cross Community Grants: Three grant applications had been received from Mitchell Christmas Lights Committee, Mitchell Village Association and St. Newlyn East Cricket Club. The applications were discussed and the following RESOLVED: The Mitchell Christmas Lights Committee awarded £879 (this will be paid from the Parish Council’s grant fund as no applications have been received this year), Mitchell Village Association awarded £700 & St. Newlyn East Cricket Club awarded £10,000.
