MINUTES of a Council meeting held at Soar Chapel Vestry, Primrose Hill, Llanbadarn Fawr, on MONDAY, 14 September, 2015.

7.00 p.m. to 8.50 p.m.

PRESENT:

Councillors: David Greaney,Ursula Byrne, Ben Davies, Gareth Davies, Martin

Davies, Mark Hemingway, Paul James, Mary Jones, Linda Keeler,

Paul Thomas.

The Chairman Councillor David Greaney welcomed members to the meeting of the Council.

a) Tai Cantref – Mrs A Harries gave an interesting presentation on the work they undertake

for the older people of Ceredigion and North Pembrokeshire. Leaflets were distributed to

enable members to refer any clients that would benefit from the service they offered.

The Chairman thanked Mrs Harries for her presentation.

1)APOLOGIES & PERSONAL MATTERS

Apologies for absence were receivedfromCouncillors:Margaret Leney, Rhian Nowell-

Phillips, Gwern Evans.

a) Cllr M Hemingway apologised for not attending the previous meeting.

b) Cllr P Thomas sympathised with the family of Mr Cliff Thomas as he had passed away

and it was resolved that the Clerk would write a letter to the family on behalf of the

Council.

c) It was noted that Mr & Mrs Parry would be celebrating their Golden Wedding

Anniversary and it was resolved that the Clerk would write a letter of congratulations of

behalf of the members as Mrs Parry had served the Council as Clerk for many years.

d) Cllr L Keeler was welcomed back following surgery on her shoulder.

2) DISCLOSURE OF INTEREST- The clerk reminded Councillors of the need to

declare a particular interest in any item on the agenda or under discussion at the meeting

and that the Councillors declaration of interest and withdrawal from the meeting would

be recorded in the minutes.

4) COMMUNITY POLICE:

Not Present

5) MINUTES OF THE COUNCIL MEETINGS:

The Minutes of the Council meeting held on 13 July, 2015 were confirmed as a true

record.

6) MATTERS ARISING FROM THE MINUTES:

None.

7) PLANNING MATTERS:

Planning applications:

i. A15042 – Erection of a detached dwelling – plot rear of Brook Terrace – Llanbadarn

Fawr. Observation – Concerned with the siting of the garage and lighting issues.

Parking and access.

ii. A40364 - Display of signage – Car Showroom, Llanbadarn Fawr, Aberystwyth. - Ford

Motor -Mr G Bradford. Observation - No observation

iii. A150629 – The Starling Cloud – Marston’s PLC - Display of signage 2 x internally

illuminated wall signs and 1 x internally illuminated free standing totem.

Observation - Already enough signage, the new signs would be overpowering to the size

of the building and also nothing on the signs in the Welsh Language.

iv. A150252 – Mr J Hughes – Demolition of existing cottage and erection of replacement

bungalow – Plot at Penbrynrodyn, Pwllhobi, Llanbadarn Fawr. - Site meeting 23/9/15

1.30pm. as observers. – Cllr D Greaney to attend. Cllr M Hemingway and Cllr M Jones

declared an interest and did not take part in the conversation.

8)CORRESPONDENCE

a. Aberystwyth Branch of the British Legion – Poppy Appeal 2015. Requesting Chairman

to say a few words and to officially launch the Poppy Appeal for 2015.

b. Welsh Government – The Playing Fields (Community Involvement in Disposal

Decisions) (Wales) Regulations 2015 - New Statutory Guidance will come into force

on 1 October 2015.

c. NALC – Legal Briefing – Public Contracts Regulations 2015 – impact on the standing

orders and financial regulations adopted by councils. Noted.

d) One Voice Wales – Annual General Meeting 3 October, 2015 – Cllr B Davies to attend

– cost of £75.00. Cllr B Davies to attend.

e) Clerks & Councils Direct – copy distributed.

f) Aberyswyth University – Invitation for Chairman to attend the welcome ceremony for

International Students at the Arts Centre on 20th September.

g) Ceredigion County Council – Development Control Committee – Noted.

h) Ceredigion County Council – Marston’s PLC – Display of Signage – application

withdrawn (during the August recess).

i. SARPA Newsletter – Chairman received a copy.

j. Llanbadarn Fawr Parish Church – Letter of thanks for their grant of £500.

k. Coleg Ceredigion – Letter to Chairman requesting that we hold a meeting at the

College. Awaiting further correspondence from the Principal.

l. National Eisteddfod Montgomery & the Marches – Letter of thanks for our donation.

m. Dyfed Pension – Annual Consultative Meeting – 21 October, 2015 at Theatre Ffwrnes,

Llanelli. Noted.

n. One Voice Wales –Training - Cllr U Byrne to attend.

o. Yr Angor – Letter of thanks for our donation.

p. Ceredigion County Council – Approved List for the Provision of Snow. – Noted.

9) ACCOUNTS:

a) Annual Audit:

The Clerk noted that the 2014-2015 Audit has now been completed by the BDO. The

Annual Return was presented to the Council and this was approved and accepted.

b) Budget:

A copy of the budget to the end of August were circulated to members. It was noted

that £20,769 had been transferred into the Projects account by Mrs P Parry from the

Llanbadarn Fawr Community Centre Management Committee. The budget was

accepted.

11) PARC CLOS GERALLT:

It was noted that the Clerk was awaiting confirmation from Ceredigion County Council

whether they would pay the Solicitors fees for advice regarding the Lease.

12) PLAYING FIELD:

It was noted that Cllr P Thomas had seen cars parked in the entrance and requested them

to move. On Health & Safety grounds it was resolved to place a “no parking” sign at the

entrance and also to purchase a padlock and chain to secure the entrance.

13) WEBSITE:

The Clerk reported that the website was now live. It was resolved to hold a sub-

Committeeto review the website.

14) ARRANGEMENTS FOR THE SERVICE OF REMEMBRANCE:

It was resolved that the Clerk make the usual arrangements for the Service on 8 November, 2015. The Roll of Honour is to be read by the Chairman of Llanbadarn Fawr Community Council this year. It was also requested that the Police be present and that we contact Miss K John as bugler. An invitation would be sent to Mr C Tapp and the Football team.

15) CHRISTMAS LIGHTS/TREES:

Following discussion it was agreed:

(i) that the Clerk progress the matter in consultation with the Chairman with the

same arrangements as last year;

(ii) the date of the event would be 2 December, 2015.

(iii) that the Clerk would contact Penglais School Brass, Cwmpadarn School, Penweddig

School, Ysgol Gymraeg and the Students Union;

(v) to place the naming of person/s to turn on the light at the next meeting.

(vi) To have a shorter tree than usual - about 16ft.

The Clerk had been to a meeting with Mr O Stephens regarding the external power supplies. They confirm that these have been ordered.

16) TO RECEIVE FEEDBACH BY COUNCIL REPRESENTATIVES ON OUTSIDE

BODIES:

SARPA - Cllr D Greaney had attended a SARPA Meeting.

17) ANY OTHER URGENT BUSINESS NOTIFIED BEFOREHAND TO THE

CHAIRMAN OR CLERK:

a) Trolleys in river – It was resolved to write to Morrisons Head Office regarding the trolleys

in the river following no response from the local store.

b) Flags- It was noted that a new Company had been set up in Machynlleth – Alan Sew

It was resolved to take the flat down over the winter months in order to save cost. The flag

to come down on when the clocks went back and put back up on the 28th February.

c) New Planning – Cllr D Greaney will give a talk on the new issues of planning at the next

meeting.

d) Parking Maesmawr – It was noted that Cllr P James had spoken to the Enforcement

Officers and that they were working to educate drivers about parking issues.
