The KRADD Regional Transportation and Safety Planning Committee meeting was called to order at 11:05AMby Judge Raymond Hurst, Chairman. Judge Hurst welcomed those in attendance.

APPROVAL OF MINUTES
Mayor Mike Miller made the motion to approve the Minutes from the March 15th meeting. The motion was seconded by Mayor Veda Wooton. Motion carried. The Minutes are on file in the KRADD office.
PRIORITIZATION INSTRUCTIONS AND GUIDELINES
Eunice Fitzpatrick, Transportation Planner, mentioned that there are 73 projects on the KRADD UPL. These projects will be prioritized into three categories today; HIGH, MEDIUM, and LOW. Keith Damron will be leading the committee through the projects. A power point presentation providing the project control number, county, description, estimated cost, 2005 Regional Priority, and a photo of each project will also be utilized during the prioritization. A list of the UPL projects are also displayed on three 2’x3’ sheets; Angelia Smith will keep track of the projects as they are prioritized. District maps are displayed indicating the location of all UPL projects highlighted per 2005 Regional Priorities. I will be entering each project into an excel spreadsheet projected on the portable screen by priority. The spreadsheets will calculate the priority totals and ensure that the committee sticks to the 1/3 calculation. The goal is to prioritize the projects into three categories with each approximately totaling $934,617,000. This amount is 1/3 of the total cost of the projects on the UPL excluding the I-66 project in KnottCounty. Also available on the front table: District PIF binders, UPL Data Dictionary, Adequacy Data, Committee Goals and Objectives, and KYTC Prioritization Process Guidelines. Please use your UPL sheets to follow along;I also provided each of you a copy of the committee goals to reference.
UPL PRIORITIZATION
Keith Damronalong with representatives from each county and district staff started the discussion. Each project was briefly discussed and prioritized by those present into one of the three categories: HI, MED, and LOW. The projects were prioritized in the following order; Breathitt, Lee, Owsley, Perry, Wolfe, and LeslieCounties. The committee then broke for lunch at 12:05 pm. The process restarted at 12:30 to finish prioritizing the remaining projects. Knott and LetcherCounty projects were then prioritized by those present. The committee then reviewed the spreadsheets totaling the cost of each priority. In order to comply with the 1/3 calculation; projects totaling around $200,000,000 needed to be moved from MED to HI. The committee discussed moving project 11 066 B0421 29.40 in Leslie County. The committee also decided to move project 12 060 D0160 26.10 in Knott County to a HI priority. There were only two changes needed. Keith Damron suggested that everyone take home their spreadsheets and review those projects designated as a HI priority. The committee will be creating a top 25 list of HI priority projects at the next meeting. He also suggested that each committee member decide on their top two projects in each county before the June 21st meeting. The 2007 Regional Priorities are on the following pages.

The next Regional Transportation & Safety Planning Committee Meeting will be Thursday, June 21, 2007. The meeting will begin at 11:00 AM, and lunch will be provided. The Committee will rank the HIGH priority projects. It is crucial that each member attend the June 21st meeting.
