Role Purpose: /
Oversee the identification and implementation of community resource and development activities, information and advocacy activities and programs that maximise the abilities and talents of people with a disability and their carers to effectively transition to the NDIS and/or other community supports. /

1 / People management / §  When required, assist in the recruitment and selection process for staff
Provide supervision and support to casual project support staff when required / §  The recruitment process is undertaken in accordance with agreed MDS polices and procedures.

2 / Program Management: Community Development / §  Identify and implement program/activities that have potential to build community capacity / §  Project plans are in place for all programs/activities identified and implemented and reported upon, using capacity building indicators.
§  Identify, promote and call upon abilities and contributions that individuals with a disability bring to the local community. / §  Inclusive consultative processes are identified and actioned and people with a disability and/or carers have an ongoing active and valued role in the development of community development programs.
§  Facilitate programs and activities that build individual and group capacity / §  Project plans are for programs and activities are developed and implemented
§  Identify, engage, support, promote and call upon networks and opportunities that exist within the Macarthur community. / §  Community networks are supported/facilitated and sustained
3 / Program Management: Information and Advocacy / §  Provide information and referral to individuals and log in customer database when required / §  Information and referral provided to individuals, statistics entered into database and reported monthly in line with Information and Advocacy Service guidelines
§  Plan and deliver opportunities and events that provide access to information by people with a disability and carers / §  Opportunities for information provision events are identified and delivered, with results of evaluations and statistics reported upon in monthly and operational reports
§  Ensure advocacy provision and outcomes meet individual goal achievements, with outcomes recorded on data base and reported upon to ADHC as per Guidelines for Information and Advocacy Services. / §  People with a disability are assisted with to access the services they need and provided with training and opportunities to self-advocate and advocacy service outcomes are reported to ADHC as per reporting requirements and timeframes
§  Monitor service provision to ensure that outcomes for service participants meet the principles of governing legislation including the NDIS and Disability Services Act, Disability Services Standards, confidentiality and privacy laws etc. / §  Service provision reports are provided monthly in line with contractual and funding outcomes.
4 / Program Management: General / §  Ensure timesheets are up-to-date and adherence to application for leave processes / §  Timesheets maintained in accordance with MDS procedures, and absences are submitted via Connx
§  Ensure the Community Resource and Development Service and relating programs meet all MDS quality assurance (QA) requirements. / §  All procedures are reviewed in line with MDS Quality Assurance system with the service and relating programs meeting independent audit and internal audit outcomes. Corrective action is completed in line with MDS QA requirements.

5 / Financial Management / §  Assist the development of annual budgets for Community Resource and Development Programs in consultation with the GM Community, Mental Health and Training / §  Budgets are to be prepared and submitted As per designated timeframe each year
§  Actively participate in monthly Financial monitoring and reporting processes including program financial transactions and variations
§  Review community development budgets quarterly to assess progress relative to target / §  Budgets are reviewed quarterly with explanations provided for any variances.
§  Review monthly expenditure and income reports tracking the progress to target for community development programs. / §  Expenses and income is monitored monthly and all variations explained.
§  Authorise expenditure within budget limits and in accordance with the parameters of the community development annual budget. / §  Budget is adhered to with any variances explained
§  Submit a monthly service performance report identifying key result areas, program outcomes and other statistical data as required / §  Monthly report to Manager, Community Training & Development
6 / Tenders & Funding Submissions / §  Identify potential funding opportunities to build sustainable community capacity / §  Attend industry specific conferences, networking events and read discussion papers to help identify opportunities.
§  Assist in the development of submissions in consultation with the GM, Community, Mental Health and Training, and other internal stakeholders for the continuation, enhancement or expansion of current or new programs within community development / §  Tenders are submitted within the specified time with the appropriate stakeholders engaged.
§  Collaborate with external agencies and other third parties around the preparation of joint submissions. / §  A memorandum of understanding is developed highlighting how the external agencies will work together prior to submission.

7 / Risk Management and WH&S / §  Complete, review and monitor the development of risk management strategies and safe working procedures for all activities provided through Community Resource and Development, including community venues (if applicable) / §  Plans are completed for all activities . Community venue risk assessments are completed prior to utilisation of venue / resource

§  Report hazards, maintenance, incidents and injuries, action plans and corrective action as per MDS WHS policies and procedures / §  Hazards, incidents and injuries are reported within 24 hours, corrective action completed within 48 hours

9 / Community Engagement and Stakeholder Management / §  Assist the GM Community Mental Health and Training in the development and maintenance of relationships with the funding body and strategic partners. / §  Funding bodies speak favourably of MDS.

§  Develops and implements local community engagement activities and plans and utilises local networks
§  Identify and use networking opportunities and connections to achieve outcomes for community resource/capacity building and client service provision

Knowledge / Qualifications / Skills / Experience
Social Science qualifications at Certificate iV level or above plus extensive demonstrated experience working in a community development role
Community planning and development theories and practices
Possess cultural awareness and sensitivity
§  Demonstrated knowledge of administrative functions, client data bases and processes
§  Experience working with people with a disability, An intermediate knowledge of relevant legislation, the NDIS and application of the rights of people with a disability and carers
§  Community and disability services’ knowledge, including legal frameworks, funding, WH&S, risk management and program compliance (QA)
§  Knowledge of the Macarthur Region within demographic, economic and political contexts
§  Intermediate level of computer literacy – Windows, Outlook, Powerpoint, Excel and data collection tools
