Fraud Awareness and Prevention Week– Facilitator Instructions

The training modules offered facilitate Fraud Awareness and Prevention Week training events. This training is easy to pick up and use almost immediately. Each training session lasts about one hour and includes facilitator instructions, a fraud related video, facilitator training plan, facilitator survey, and additional resources on fraud awareness and prevention. To ensure your training session success:

Be proactive.

  1. Review to select a video. Review the synopsis in each facilitator training plan. Select a video that fits best with your agency.
  2. Watch a video to understand the content.
  3. Review the Facilitator Training Plan to refresh on fraud theory. Familiarize yourself with fraud theory and terms. Links to additional resources are available for a more in-depth review. Familiarize yourself with the discussion questions and add agency specific information or discussion questions, if applicable.
  4. Prepare to discuss. Think about answers to the discussion questions in advance. You can consult the MMB Internal Control and Accountability Unit on any of your preparation, this includes a “run-through” discussion to generate ideas.

Implement a fraud reporting mechanism.

  1. Know your reporting mechanism to inform others. Know and prepare to respond to questions on your agency reporting mechanism.

Follow established hiring procedures.

  1. Discuss collaboration with human resources. Established human resource training platforms may exist. Connect with your agency human resource contact to discuss how HR can support your fraud awareness and prevention program.

Train employees in fraud prevention.

  1. Plan to train. Consider the format of your training session. For more impact, link the video and discussion to your agency. Make an attendance roster for participants to sign-in for the training.
  2. Reserve the location to train. Conduct a test of technology needed to train. Check audio and visual quality of the video in the training location.
  3. Advertise to increase participation.Consider the 2017 Fraud Awareness and Prevention Week Marketing and Communication Plan.
  4. Consider handouts to enhance training.
  5. Track attendance to measure success.Have participants sign-in to the training session and submit training attendance to the Internal Control and Accountability Unit.
  6. Train employees to prevent and detect fraud.Employee training in fraud prevention strengthens the statewide internal control system.

Increase the perception of detection.

  1. Close with remarks to emphasize state employee requirements.Close with remarks on the impact of fraud and on state agency and employee obligations. Increase the perception of detection with frequent communication on the importance of fraud prevention and agency internal controls.
