“In regard to public examinations conducted by institutions established by the Constitution like UPSC or institutions established by any enactment by the Parliament or Rules made thereunder like CBSE,SSC, Universities etc. the function of which is mainly to conduct examinations and which have an established system as fool proof as that can be and which by their own rules or regulations prohibit disclosure of evaluated answer sheets or where the disclosure of the answer sheets would result in rendering the system unworkable in practice and on the basis of rationale followed by the Supreme Court in the above two cases, we would like to put at rest the matter of disclosure of answer sheets. We, therefore, decided that in such cases, a citizen can not seek disclosure of the evaluated answer sheets under the RTI Act-2005.”

1)  With regard to inclusion of new chapter in the syllabus of Business Studies of Class XII, the details of academic related information is available on CBSE Web Site www.cbse.nic.in

2)  With regard to information at Point No.2, this is to inform you that the Board does not maintain year-to-year data base of each individual school and it also does not interfere into day-to-day administrative matters of the school affiliated with it. It has laid down broad guidelines in specific terms in our Affiliation Bye-Laws which is also uploaded on our Web Site. It is suggested that the same may be referred to for information. Schools are required to adhere to the norms, and actions against those flouting the norms are initiated by the Board on report of violation, if any. Being a third party related information we have written to the school for supply of the information to the extent possible and the same will be forwarded to you on its receipt.

In connection with the appeal under RTI Act-2005, this is to inform that:-

1] The information asked for vide your letter dated 22.05.2007 was immediately acted upon and being a third party information, the school was requested vide our letter dated 04.06.2007 for supply of information, and the copy of the same was endorsed to you. Another reminder was sent to the school vide our letter dated 18.06.2007 for supply of information and copy endorsed to you.

2] In the meantime, the office received another application from you under RTI on 21.06.2007 and the school was again asked for furnishing the desired information vide our letter dated 25.06.2007. An interim reply to you was sent vide letter dated 25.06.2007, clearly indicating therein that the Board does not interfere into day-to-day administrative matters of the school. It was also clarified that the Board has laid down broad guidelines as stipulated in our Affiliation Bye-Laws and the same is required to be adhered by the schools and its functionaries.

3] We have now received some input from the school concerned and the same is available in office which may be obtained by remitting Rs.72/- as . charges.

This is with reference to your letter dated 26.06.2007 and in continuation of our letter dated 18.06.2007. In this connection, we once again write to inform you that there exists a provision for improvement of performance examination. We are providing you a copy of rules with regard to improvement examination, the contents of which are self-explanatory. It is further added for information that we have already provided you the rule position with regard to Improvement Examination as contained in Clause-44 of CBSE Examination Bye-Laws. The improvement examination is conducted along with the main examination in the month of March-April every year. The fee details, application form and other instructions are available in the Examination Form which is available in the Board’s Office in August/September. The candidates can obtain these forms also from nearby CBSE affiliated schools. The fee for improvement examination has been prescribed in the Application Form.

The date of examination for the year 2008 is scheduled to commence w.e.f 01.03.2008. The information and details as furnished above may please be noted for information.

Sir,

Please refer to your letter dated 26.06.2007 seeking certain information about the countersignatures in respect of School Leaving Certificate (SLC) issued by R.E.D. Sr. Sec. School, Chhuchkwas, Teh. Jhajjar, Haryana. The xerox copy sent by you is not very legible, however, to the extent it could be read, it bears the signature of Section Officer (Exam). In this regard, we would like to inform you that the Board receives SLC in bulk number and practically it is not possible to keep detailed record of each and every SLC. This is particularly so, because the very purpose of countersignature of SLC in fact is restricted to the status of Affiliation of School.

As and when a SLC is received in the office for countersignatures, the Board verifies the status of the Affiliation of the school, and if the school is affiliated as per records, the same is countersigned by an Officer not below the rank of the Section Officer. The SLC is countersigned in this office only by the authorized signatory and is signed subject to the school having affiliation with the CBSE.

In the entire process, kindly note that the particulars recorded in the SLC are not verified by the Board and this fact is clearly mentioned on the body of SLC while affixing the stamp of countersignatures these days which reads that “ This school is affiliated to Central Board of Secondary Education, Delhi. However, particulars of this Certificate have to be verified by the admitting authority” In case a SLC appears to be not a genuine one, the individual so desiring may verify the authenticity of the SLC from the school concerned at his own end.

It is in the context, added for information that the R.E.D. Sr. Sec. School, Chhuchkwas, Teh. Jhajjar, Rohtak, Haryana is affiliated with the Board till 31.03.2009.
