REGULAR MEETING OF NOVEMBER 14, 2012

MINUTES

I.CALL TO ORDER

The Regular Meeting of the Lake County Board of Education was called to order at the Lake County Office of Education, 1152 S. Main Street, Lakeport, CA 95453 at 3:30 p.m. by Board President Madelene Lyon. All Board members were present. Also present were Wally Holbrook, County Superintendent, Michelle Buell, Senior Director, Business Services, Shelly Mascari, Lake County Child Care Planning Council Coordinator, Joan Reynolds, Healthy Start Director, Erin Hagberg, Lakeport Unified School District Superintendent, Lori La Brie and Brian Figg, teachers at Hance School, Andy Goodwin, Community/Court School Director, and three students from Hance/ASPIRE School.

IIAPPROVAL OF AGENDA

It was moved byMrs. Hicks, seconded by Dr. Browning, to approve the Agenda of the regular meeting of November 14, 2012. Motion carried by unanimous vote (5-0).

IIIPUBLIC INPUT

There was no public input

IVAPPROVAL OF MINUTES

It was moved by Mr. Ryder, seconded by Dr. Cooper, to approve the Minutes of the regular meeting on October 10, 2012, as amended. Motion carried by unanimous vote (5-0).

VBOARD PRESENTATION

Joan Reynolds, Healthy Start Director, shared information and a power point presentation regarding the Rural Community School Model. This program serves communities with low income students. She and Mark Cooper will share this presentation at the CSBA meeting in San Francisco on November 30.

Mr. Goodwin introduced Lori LaBrie and Brian Figg, teachers at Hance School, and three students at Hance, who demonstrated Ipad usage in the classroom.

Mrs. Hicks asked if research has been done regarding retention to this type of learning. Mr. Goodwin stated that this approach to learning isfar more interactive than sitting in a classroom listening to teacher. Students feel they are retaining more with this type of technology. There is instant feedback. Students use their Ipads in every subject taught. They also use paper and pencil.

Mr. Holbrook explained that the money saved during the construction process enabled this office to purchase the technology and instruction at Hance.

Mr. Holbrook presented appreciation pins to the students and teachers attending the Board meeting.

VIACTION & DISCUSSION

  1. APPROVAL QUARTERLY REPORT ON WILLIAMS UNIFORM COMPLAINTS FOR LAKE COUNTY OFFICE OF EDUCATION

It was moved by Dr. Browning, seconded by Mrs. Hicks, to approve the Quarterly Report on Williams Uniform Complaints for the Lake County Office of Education. Motion carried by unanimous vote (5-0).

  1. NOTIFICATION TO DISPOSE OF SURPLUS PROPERTY (FORKLIFT)

It was moved by Dr. Browning, seconded by Dr. Cooper, to approve disposal of surplus property (forklift) housed at the warehouse. Motion carried by unanimous vote (5-0).

  1. DISCUSSION AND POSSIBLE ACTION – FEDERAL FOREST RESERVE ALLOCATION FORMULA PROPOSAL

Mr. Holbrook explained that he had submitted a proposal to the Lake County district superintendents to amend the Federal Forest Reserve formula for the last year of funding, requesting that monies to go mainly to Upper Lake. He received a mixed response to the proposal. Letters from various districts were included in the Board information. Ms. Erin Hagberg was present to answer any questions regarding the letter from Lakeport Unified, which proposed to hold the other districts harmless and have the Lake County Office of Education supplement funds. Mrs. Hicks doesn’t feel this is an appropriate time to change this formula, and it should be left the way it is. Dr. Browning feels the current formula should remain in place for this final year.

No action will be taken. The formula will remain in place for the final year of Forest Reserve Funding.

D.APPROVAL OF RESOLUTION NO. 1213-11- AUTHORIZING DESIGNATED PERSONNEL TO SIGN CONTRACT DOCUMENTS FOR FISCAL YEAR 2012-2013 (AGREEMENT NO. CLPC-2017 – LOCAL PLANNING COUNCIL)

It was moved by Dr. Browning, seconded by Dr. Cooper, to approve Resolution No. 1213-11 - authorizing designated personnel to sign contract documents for fiscal year 2012-2013 (Agreement No. CLPC-2017 – Local Planning Council). Motion carried by unanimous vote (5-0).

Mr. Holbrook took this opportunity to commend Ms. Shelly Mascari for receiving the Award of Merit for the Lake County Office of Education website. This was a tremendous accomplishment. Ms. Mascari shared information about the building of the website and how it came together. She and the technology director are planning to meet and go over the website “a year later” and do some brainstorming. Dr. Cooper also complimented Ms. Mascari on the Teacher of Year presentation. Mr. Holbrook presented her with an appreciation pin.

  1. DISCUSSION ITEM – FUTURE BOARD MEMBER WORKSHOPS

Mr. Holbrook asked the Board if they were interested in a workshop on any particular subject. Dr. Cooper stated that he would like more workshops on budget. The Board agreed to attend a workshop on Friday, February 1, from 9:00 am to 12:00 noon, Destination TBD. Possible topics: Connecting the revenues to programs and services; ADA and revenue limit calculations; criteria and standards. Chosen topic: Connecting the revenues to programs and services and criteria and standards.

VIIINTERDISTRICT ATTENDANCE APPEALS (3) – CLOSED SESSION

Donna Becnel, Konocti Superintendent was in attendance for both appeal cases.

Closed session began at 5:00 p.m.

Appeal #1 - Gunn Appeal:

Motherpresented her case before the Board. Her sister provides daycare free of charge in Lucerne. She drops her daughter at Lucerne on her way to work, and her daughter takes bus to her aunt’s house after school.

Dr. Browning questioned the reason the Konocti Board is denying these interdistrict requests. Mrs. Becnel stated that the Konocti Board does not consider daycare a reason for an interdistrict transfer.

The Board returned to open session at 5:15 p.m. It was moved by Dr. Browning, seconded by Mrs. Hick to grant the interdistrict transfer on the basis of child care in the district.

Closed session began at 5:30 p.m.

Appeal # 2 – Stephens Appeal:

Mother presented her case before the Board. She explained the situation regarding her daughter’s health. Transportation is not an issue.

The Board returned to open session at 5: 41 p.m. It was moved by Dr. Cooper, seconded by Dr. Browning to grant the interdistrict transfer to Middletown High on the basis of medical or physical health of the child as certified by a physician.

Appeal # 3 did not show up.

  1. DISCUSSION AND POSSIBLE ACTION ITEM – POTENTIAL RESTRUCTURING OF CCBE DUES

Dr. Browning explained the situation regarding the CCBE dues. They are trying to equalize dues structures within the counties.

VIIISUPERINTENDENT’S REPORT

Mr. Holbrook passed out information regarding the passage of Proposition 30.

He reported that the Teacher of Year event was successful. A small change from last year – there was no sit down dinner. The result was that people mingled more.

CSBA nominations for delegate assembly will be placed on next agenda.

Mr. Holbrook shared an information sheet on the Literacy Task Force Budget. He updated the Board regarding an agreement withSutter Lakeside in which they are going to sponsor the first 100 births at the birthing center with a year’s subscription to the Imagination Library. Dr. Cooper suggested that he and Mr. Holbrook visit St. Helena Clearlake with the same request. Mrs. Hicks would like the board to sponsor five families.

Mr. Holbrook shared a letter from Donna Becnel, Konocti Superintendent of Schools, regarding the transition of CCS students back into the district. Mr. Goodwin has been working with representatives from Konocti Unified School District with regard to this transition. The next step is to look at alternative usage of the facility.

He encouraged any board members interested in helping with the Academic Decathlon to please sign up and help judge on January 12, 2013. It is a really fun event. The Super Quiz will be held on February 1 at Upper Lake High.

Two teams will participate in the Mock Trial Program in Lake County this year – Middletown and Upper Lake. Scrimmages will be held in Clearlake and Lakeport on February 12. Contact person at the Lake County Office of Education is Stephanie Wayment.

The Mendocino College Foundation Gala will be held on June 1, 2013. The new campus is scheduled to open in January.

Mr. Holbrook reported that he went to the ribbon cutting for the new culinary, science lab and administration building at the Yuba College campus. The campus is really nice. Dr. Cooper mentioned that lunch is served at the culinary center and is quite good. Mr. Holbrook also reported on the “adopt a 5th grader” program sponsored by Mendocino College.

Mr. Holbrook passed out a Superintendents’ salary survey compiled by the Human Resources department, comparing county superintendents’ salaries similar in size to Lake County. Mrs. Hicks would like more information on county ADAs and revenues.

He is hoping to implement a pilot program in Upper Lake with regards to the “Community School Concept”.

IXBOARD MEMBER REPORTS

Dr. Cooper asked Mr. Holbrook to discuss redistricting of Konocti Unified with regard to Jerusalem Grade with Ms. Becnel, Konocti Superintendent. Discussion ensued. Mr. Holbrook will bring it up with the superintendents.

Dr. Browning mentioned that Lions Club was able to assist with the beverage situation at the Teacher of the Year event. He also participated in vision screening through Lions Club in Middletown and Kelseyville. He feels that the technology at Hance is great and hopes the budget will allow for replacements.

XFUTURE BUSINESS

The next regular meeting of the Lake County Board of Education will be held on Wednesday, December 12, 2012 at 3:30 p.m. at the Lake County Office of Education, 1152 S. Main Street, Lakeport, CA 95453. This will be the annual organizational meeting of the LakeCounty Board of Education.
