14. General Summary of Function/Purpose of Position
This position develops business rules and processes that effectively and efficiently implement program policies within the Child Support Program specialization area of Case Management. As the senior business analyst, this position serves as a case management expert and is routinely assigned to the most complex analytical and writing assignments, and advises other Case Management Team members on the interpretation and application of policies, procedures, rules and regulations, and work methods for developing effective business practices. This position is the primary link between policy/program development teams and DIT technical staff responsible for automated systems development and other supportive technology development. This position translates program policies and plans into business processes and detailed workflows incorporating user needs and requirements for use by information technology staff. This position has direct impact on the case management business practices of all FOCs and PAs. This position monitors and evaluates local business practices to identify best practices, recommend new approaches and strategies to improve case management outcomes, and to identify diverse local practices that do not comply with or maximize case management program component outcomes.

Duty 1
General Summary: / Percentage: / 30
Serves as senior business analyst on the Case Management Team and develops business practices for all aspects of the case management component of the child support program. Monitors implementation of case management business practices to ensure statewide consistency in handling case initiation, intake, referral and case closure based on approved business practices and effective utilization of automated systems.
Individual tasks related to the duty:
Translates program policy and procedures into standardized business practices for use by child support practitioners in regard to case management.
Creates process flows and work flows to identify points of decision making, case management linkages, forms, templates and other such standardized tools and methods necessary in case management.
Researches and analyzes local business practices and workflows to identify needed changes and disconnects between local practices and automated systems.
Uses and runs automated systems to test effectiveness vis-à-vis local business practices in order to make recommendations and develop strategies for improving efficiency and effectiveness in case management work activities.
Formulates business case for recommended strategies, methods and practices in order to promote agreement and adoption of best practices and influence decision-making on automation projects and in local agencies.

Serves as DHHS/OCS recognized resource person for child support case management program component involving various contracts including county agency staff and managers, stakeholders, and advocacy groups, representatives, and other DHHS/OCS staff and administrators vis direct contact and via workgroup participation.
Individual tasks related to the duty:
  • Clarifies policy, data and processes concerning case management business practices in response to inquiries from county agencies, OCS management and staff, other state programs and entities, federal representatives, DIT project staff.
  • Advises policy developers and program practitioners at both state and county level regarding application and interpretation of business practices pertaining to case management.
  • Represents OCS as liaison/consultant with points of contact internal to FIA and state government and external to state government such as federal representatives, political contacts, national and regional workgroups.
  • Serves on systems project teams and advises information technology staff concerning case management practices for incorporation into automated systems.
  • Participates in development of system design, screen and form layouts, testing scenarios and other such automation project activities to ensure proper translation of business practices and technology based systems.
  • Coordinates workgroups composed of OCS practitioners, policy developers, county agency representatives, and information technology staff and managers.
  • Coordinates and facilitates workgroup meetings and projects; plans agendas; manages workgroup project scope; seeks resources for workgroup activities and recommendations.
  • Represents workgroups in presenting information to gain support for process, procedures, and approaches to improve and facilitate statewide and program-wide case management outcomes.

Evaluates existing business practices and processes for current outcomes; and analyzes and plans for changes in business practices in response to changed priorities, federal and/or state requirements, and systems and technology-based changes.

Reviews, analyzes and interprets existing and proposed state and federal legislation, regulation or policy to determine impact on case and paternity establishment business practices.
Proposes various interventions, interpretations and strategies to improve program-wide practices and utilization of resources pertaining to case management.
Analyze proposed automated system changes and upgrades to determine impact on workflows and business practices pertaining to case management; makes recommendations for improvements.
Analyzes and evaluates outcomes of testing scenarios to ensure reliability and validity of data and forms generated from automated systems, and ensure accurate system prompts and case processing.

Performs general administrative functions to support the operation of the Case Management Team and the overall operations of the Policy unit.
Individual tasks related to the duty:
  • Attends meetings
  • Receives and responds to emails and hard copy mail incoming to the unit
  • Answers phones and reroutes misdirected calls
  • Operates general office equipment including photocopier, fax, phone, PC
  • Drafts and edits correspondence and other documents
  • Attends training and staff development programs
  • Completes and submits for processing standard DHHS/OCS forms for requisition of supplies, facilities, and telecommunications support, helpdesk support, and other such standard operating needs.
  • Studies, reads, and researches topics and issues necessary to maintain current program expertise in Child Support and the specialization area of case management.

25. What is the function of the work area and how does this position fit into that function?
The Office of Child Support provides services to DHHS families and the general public to establish paternity, locate noncustodial parents, and establish and enforce court ordered child support. OCS is the federally mandated IV-D agency for Michigan. OCS contracts with local FOC agencies and PAs to provide direct services to custodial and non-custodial parents in child support cases. This position is case management expert for the child support program and serves as a senior business analyst for the Policy Section’s Case Management Team.
26. What are the minimum education and experience qualifications needed to perform the essential functions of this position?
EDUCATION:
Possession of a bachelor’s degree in any major.
EXPERIENCE:
Departmental Analyst 12
Three years of professional experience, including one year of experience equivalent to the experienced (P11) level in state service. Three years of professional experience evaluating, assessing, developing, and implementing programs or services preferred.
KNOWLEDGE, SKILLS, AND ABILITIES:
Thorough knowledge of the tools of management, such as methods development, cost analysis, procedural manuals, training materials, operating controls, records and reports, and studies applicable in evaluating programs or services. Thorough knowledge of the initiation, development, accomplishment, and evaluation of child support programs. Ability to utilize computer processes. Ability to organize, evaluate and present information effectively. Ability to interpret laws, rules and regulations relative to child support.
