Notice of Intent to Issue multi-year Annual Program Statement for a

Rapid Response Nutrition and WASH project in Ethiopia

USAID’s Office of U.S. Foreign Disaster Assistance (OFDA) and Office of Food for Peace (FFP) intend to issue a joint, multi-year Annual Program Statement (APS) entitled “APS for Rapid Response Mechanism for Nutrition and Water, Sanitation and Hygiene in Ethiopia”

No APS applications will be accepted through this Notice.

OFDA’s mandate is to save lives, alleviate human suffering, and reduce the economic impact of disasters worldwide. FFP’s Mission is to work together with others to reduce hunger and malnutrition and to ensure that adequate safe and nutritious food is available to, accessible to, and well utilized by all individuals at all times to support a healthy and productive life. In joint pursuit of these goals, USAID anticipates issuing two cooperative agreements to the single successful applicant or consortium for a rapid response mechanism (RRM) through this APS. USAID anticipates that one award will be made with International Disaster Assistance (IDA) funds through OFDA for nutritionand WASH sectors and the second with Title II funds from FFP for the nutrition sector only. However, both will support the same overarching program.

The envisioned program targets emergency nutrition and water, sanitation and hygiene (WASH) activities countrywide to support populations affected by rapid onset shocks or localized emergencies that arise over the course of the awards.

It is anticipated that the broad objectives of this APS will be to:

●Monitor the changing humanitarian situation and emerging issues in Ethiopia and support rapid emergency response interventions to address prioritized, targeted needs in Nutrition and WASH.

●Support the emergency nutrition needs of vulnerable populations through programs to prevent and treat acute malnutrition and ensure a reliable continuum of care for acute malnutrition.

●Alleviate suffering and reduce water borne and diarrheal disease through emergency WASH programming by addressing situations where there is significantly increased WASH vulnerability beyond existing conditions through emergency WASH and WASH/Nutrition interventions.

Unique parameters of the APS will include:

●Applicants should demonstrate technical expertise and the ability to initiate and scale-up activities rapidly in both nutrition and WASH sectors.

●RRM interventions will be considered in any emergency affected area of Ethiopia. As such, applicants must demonstrate an ability to cover a wide geographic area—either directly or through sub-grants with multiple simultaneous interventions. The RRM is not meant to serve as a platform for supporting extended recovery or development programs. Nor it is intended to meet chronic needs or fill previously existing basic service gaps.

●The project seeks to encourage the continuum of care between severe and moderate acute malnutrition. To this end, the successful applicant will establish a pipeline of in-kind Title II specialized nutrition commodities for the treatment of moderate acute malnutrition to ensure continuous and reliable management of acute malnutrition. Therefore, applicants must demonstrate the capability to administer and manage procurement, transport, storage and distribution of in-kind Title II commodities. Experience with management of specialized nutrition products is a plus.

The estimated period of performance for the award will be up to 36 months. Subject to the availability of funds and level of emergency needs, USAID anticipates providing up to $25 million in International Disaster Assistance and up to $12 million in Title II funds for the overall, 36 month program. USAID reserves the right to fund activities incrementally over the duration of the program, if necessary, depending on the program length, performance against approved indicators, scale of humanitarian needs, and availability of funds.

Applications will be evaluated on programmatic and technical criteria such as justification for proposed interventions, technical merits of the application, institutional capability, sustainability, and coordination. The cost application will be evaluated for criteria including cost effectiveness and cost realism separately.
